Endogenous Preferences: A Challenge To Constitutional Political Economy's Normative Foundation?, Malte Dold

This paper starts with the observation from behavioral economics that preferences are endogenous, i.e., they are unstable, context-dependent, and open to processes of adaptation. It then asks whether welfare analysis and normative economics are still possible in a world populated by people with endogenous preferences. In particular, it looks at recent proposals by Viktor Vanberg and Carl Christian von Weizsacker. In highlighting an institutional perspective, both can be seen as proponents of modern ordoliberalism and both claim that their approaches can deal with the issue of endogenous preferences in a more coherent way than approaches that remain within the mind …

On November 15, 2022, the U.S. House of Representatives Subcommittee on Housing, Community Renewal, and Insurance held a hearing entitled “Persistent Poverty in America: Addressing Chronic Disinvestment in Colonias, the U.S. Territories and the Southern Blackbelt.” Dr. Yarimar Bonilla, then CENTRO’s director, provided testimony concerning Puerto Rico and other U.S. territories. This year, rural Nebraskans are more pessimistic about their current situation than they’ve been in the past ten years. The proportion believing they are worse off than they were five years ago was 27 percent, up from the 21 percent last year and 11 percent in 2021. This is the highest level since both 2003 and 2009, when 28 percent believed they were worse off. This increase in pessimism was matched with a decrease in optimism. This year, less than onehalf (45%) of rural Nebraskans believe they are better off compared to five years ago, down from 50 percent last …

Treatment For Mental Health And Substance Use: Spillovers To Police Safety, Monica Deza

We study the effect of community access to mental health and substance use treatment on police officer safety, which we proxy with on-duty assaults on officers. Police officers often serve as first-responders to people experiencing mental health and substance use crises, which can place police officers at risk. Combining agency-level data on police officer on-duty assaults and county-level data on the number of treatment centers that offer mental health and substance use care, we estimate two-way fixed-effects regressions and find that an additional four centers per county (the average annual increase observed in our data) leads to a 1.3% reduction …

Covid-19 Has Strengthened The Relationship Between Alcohol Consumption And Domestic Violence, Monica Deza, Aaron Chalfin, Shooshan Danagoulian

A large body of evidence documents a link between alcohol consumption and violence involving intimate partners and close family members. Recent scholarship suggests that since the onset of the COVID-19 pandemic and subsequent stay-at-home orders, there has been a marked increase in domestic violence. This research considers an important mechanism behind the increase in domestic violence during the COVID-19 pandemic: an increase in the riskiness of alcohol consumption. We combine 911 call data with newly available high-resolution microdata on visits to bars and liquor stores in Detroit, MI and find that the strength of the relationship between visits to alcohol …

The spatial Mundlak model first considered by Debarsy (2012) is an alternative to fixed effects and random effects estimation for spatial panel data models. Mundlak modelled the correlated random individual effects as a linear combination of the averaged regressors over time plus a random time-invariant error. This paper shows that if spatial correlation is present whether spatial lag or spatial error or both, the standard Mundlak result in panel data does not hold and random effects does not reduce to its fixed effects counterpart. However, using maximum likelihood one can still estimate these spatial Mundlak models and test the correlated …

Previous literature presents mixed evidence on the effect of alcohol consumption on labor market outcomes. On one hand, heavy alcohol consumption has been shown to have detrimental effects on labor market outcomes. On the other hand, moderate consumption is positively associated with wages and employment. Despite substantial reduced form evidence, previous literature has not been able to separately identify the causal pathways linking moderate versus heavy alcohol use to labor market performance due to the lack of natural experiments that only target moderate versus heavy drinking, as well as limitations of available structural methods that model state dependence and unobserved …

Geographic information systems (GIS) is part of an in-demand career skillset that can lead to safer streets in California communities. This project included a three-session bootcamp that introduced middle school students to transportation via GIS and gathered assessments on their awareness of transportation as a career pathway. The project built upon CSUTC TRANSPORTS’ Year 4 project, “K–12 Special Investigation Project: Mapping E-Commerce Locally and Beyond.” The bootcamp for this project was coordinated in partnership with Rio Hondo College, which provided the instructor and connection to the students at the Mountain View Unified School District in El Monte, CA. This article summarises the theoretical foundations, main approaches and current trends in the field of behavioural normative economics. It identifies bounded rationality and bounded willpower as the two core concepts that have motivated the field. Since the concepts allow for individual preferences to be context-dependent and time-inconsistent, they pose an intricate problem for standard welfare analysis. The article discusses the ways in which two prominent approaches - the preference purification approach and the opportunity approach - have tackled the problem. It argues that shortcomings in each of these approaches motivate an agency-centric perspective. The article presents two concrete policy proposals …

Historically, the higher education system in countries belonging to the Organization for Economic Cooperation and Developing (OECD), a grouping of advanced economies, and especially in the United States, has been a magnet for foreign students, both graduate and undergraduates. Graduate students tend to be supported by teaching and research assistantships from the hosting university and do not generate direct revenues for the hosting institution. They do contribute to the economy with their productivity in research projects and with their private consumption. Scandals within the nonprofit sector over compensation and management have increased calls for nonprofits to demonstrate accountability. Many organizations have responded by disclosing information online and providing tools that allow web-based interactions with stakeholders. The literature on nonprofits’ online accountability has found that the level of nonprofit online accountability is affected by their size, age, asset, revenue, and location, but hasn’t been examined in terms of how subsector influences online accountability. This research explores the Somali Diaspora community in Ottawa, Canada’s intercultural understanding between their homeland and their host country. The task of this limited study is to assess the changes occurring in the contemporary Somali diaspora culture and changes in leadership perceptions, particularly those of male leadership, and changes in family integration, community cohesion and solidarity, and the transmission of cultural values across generations. This research confirms that changes did occur in the Somali Diaspora community in various ways, including family dynamics, community cohesion and the concept of transmitting cultural values to their younger generation. As society contends with the ongoing economic, environmental and political crises perpetuated by racist patriarchal ecologically-destructive capitalism, there is a need to look beyond forms of inequality to the opportunity of solidarity.
