The Cost Of Caring: Childhood Disability And Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding Jul 1997

The Cost Of Caring: Childhood Disability And Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding

Center for Policy Research

Children in poor families are at heightened risk for disabilities and chronic health problems, and care for these children can impose substantial costs on families and public programs. Although the prevalence and costs of disabilities among poor children have important policy implications, they have been largely overlooked in research on poverty and welfare and on the costs of childhood disabilities. This paper analyzes the prevalence of childhood disabilities and chronic illness among welfare recipient families in California and the probability families caring for these children experience higher out-of-pocket costs and material hardship then do other similar families.

The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden Jun 1997

The Subsidization Of Emperor Mines Limited, Roman Grynberg, Peter Fulcher, Peter Dryden

Pacific Studies

The relationship existing between the Emperor group of companies and the government of Fiji is examined over a forty-year period. During a substantial part of this time the company has been subsidized by the state. Focus is on one particular period, beginning in the early 1980s when the company received taxfree status for its gold-mining operations in Fiji. The study attempts to quantify the value of subsidies offered to Emperor Mines Limited under the terms of the Vatukoula tax agreement between the state and the mining company. The authors argue that by the standards of gold-mining taxation agreements in developing …

Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg Jun 1997

Do Pacific Islanders In The United States Hold “Good” Jobs?, Dennis A. Ahlburg

Pacific Studies

In the 1980s, the quality of the jobs held by Pacific Islander householders generally improved, while job quality declined for the average American householder. The factors that improved the economic position of a Pacific Islander household--education, work experience, and good English language skills-- were the same as those that improved the position of other households in the United States. Over the decade, Pacific Islander householders generally acquired more of these productive attributes, which helped them to find employment, get access to better jobs, and increase their earnings.

Short-Term Employment Persistence For Welfare Recipients: The "Effects" Of Wages, Industry, Occupation And Firm Size, Timothy J. Bartik Jun 1997

Short-Term Employment Persistence For Welfare Recipients: The "Effects" Of Wages, Industry, Occupation And Firm Size, Timothy J. Bartik

Upjohn Institute Working Papers

Using data from 13 years (1983-95) of the March Current Population Survey, this study examines how the types of jobs held by welfare mothers during the preceding year affects their employment and earnings at the time of the March interview. The estimates suggest that the wages of last year's job affect current employment and earnings, but the effects of wages are more modest than might be expected. The industry and occupation of last year's job make a great deal of difference, with industry being more important than occupation. The industries with the most positive effects on current employment are hospitals …

Public Sector Management And Change Psus: Are We Ready To Change?, Abhoy K Ojha

IIMB Management Review

Public sector companies have played a major role in the Indian economy. With 45% of all investment in India accounted for by PSUs and with the liberalisation of the Indian economy it is imperative that they become more productive and accountable. Are we ready to change and manage change? The objective response is that PSUs will not only have to change but change fast. The real challenge is in gearing up for change.

The U.S. Defense Industry After The Cold War, Murray L. Weidenbaum Apr 1997

The U.S. Defense Industry After The Cold War, Murray L. Weidenbaum

Murray Weidenbaum Publications

The U.S. defense industry is adjusting to the end of the Cold War far more rapidly and effectively than was generally expected. Current security decision-makers can count on the presence of a strong defense industrial base. But that situation cannot be taken for granted in the years ahead and judging the industrial base capacity is challenging. It requires us to deal with international issues during a time of domestic concern, to consider military outlays in a period of budgetary austerity, and to worry about the competition for the production of weapons systems when the economy is undergoing a wave of …

A Review And Forecast Of The Onondaga County Economy, Shannon Felt, James R. Follain, Suzanne Mccoskey Mar 1997

A Review And Forecast Of The Onondaga County Economy, Shannon Felt, James R. Follain, Suzanne Mccoskey

Center for Policy Research

The purpose of this paper is to review the economy of Onondaga County and to offer a forecast of its future until the year 2035. This information will be used in forming a plan to improve the quality of Onondaga Lake. Understanding the past and the forecastable future is crucial to the formation of this plan and to anyone with a stake in the county’s future economic growth. To create this review and forecast, we used the REMI model, a multi-equation model of a local or regional economy and is a tool that is widely used in studies of this …

Onondaga County's Economic Performance Since 1980 And Prospects For The Next Decade, William Duncombe, Wilson Wong Feb 1997

Onondaga County's Economic Performance Since 1980 And Prospects For The Next Decade, William Duncombe, Wilson Wong

Center for Policy Research

The last three decades have been a time of transition for the economy of Onondaga County. After its poor performance in the 1970s, it rebounded during most of the 1980s. Since then the county economy has stagnated and even declined in key sectors. This report probes behind these aggregate trends to shed light on the nature of the changing county economy. To put these trends in perspective, the county's performance is compared to that of other metropolitan areas and regions in New York State and several fast growing metropolitan areas in the South. Understanding the reasons for Onondaga County's current …

Science--The Endless Frontier: A Half Century Later, Murray L. Weidenbaum Feb 1997

Science--The Endless Frontier: A Half Century Later, Murray L. Weidenbaum

Murray Weidenbaum Publications

In July 1945, Vannevar Bush wrote the treatise that outlined federal science policy for the next 50 years: Science - The Endless Frontier. Given that the government had not financed in any significant way any non-agricultural research prior to WWII, Bush's report fundamentally altered the federal government's approach to scientific research. The report also strongly influenced the congressional decision to establish the National Science Foundation. Nevertheless, federal government did not implement Bush's policy recommendations, and today there is a shortness of vision to science policy planners. Just as private industry faces an enlarged need for the fruits of R&D, the …

Medicaid Forecasting Practices, Dan Williams Jan 1997

Medicaid Forecasting Practices, Dan Williams

Publications and Research

This paper examines forecasting activities among Medicaid agencies in the fifty United States, Washington, D.C., and five U.S. territories (American Samoa, Guam, Puerto Rico, Northern Mariana Islands, and Virgin Islands). Most frequently, studies of state or local forecasting practice focus on revenue forecasting. There are several reasons why comparison of state Medicaid forecast practice may be better than comparison of state revenue forecasting practices. First, there is no consistent reporting of state revenue estimates. States make forecasts when it suits them and report them in a manner that is satisfactory to their governors or legislatures. Collection of data through national …
