Fragmented governance hampers efforts to address tightly coupled challenges, like coming to grips with climate change and fulfilling the Millennium Development Goals. The way forward is to launch programmatic initiatives focusing on adaptation to climate change and the transition to a green economy that appeal to many separate bodies as win-win opportunities.

For the past several years, Pakistan remains caught in the vortex of low growth and high inflation. Its widening fiscal deficit is creating an unsustainable debt. Its surging number of unemployed remains a cause of social unrest. Its deteriorating law and order has shattered the public confidence on the state institutions and the government. To sum it up, the overall mood and sentiment in the country remains depressing. Is this state of affairs going to help the incumbent political parties at the centre and provinces? Street food vending is a global phenomenon present in both the developed and developing worlds and it is increasingly evident as countries continue to modernize, urbanize, and globalize. Street food policy is interdisciplinary in nature, incorporating economic, social, cultural, and health dimensions in order to account for urban planning, food safety, and tourism development. In Vietnam, street food is rampant, and in particular, in Hanoi’s Old Quarter, street food vendors can be spotted on every street at all times of the day. This paper analyzes the threat infectious diseases impose on global security, specifically in the migration context. Infectious diseases can threaten security through a variety of areas, and this paper aims to identify the global spread of infectious diseases through migration, international crises, humanitarian emergencies, HIV/AIDS, and emerging and re-emerging infectious diseases. This paper explores global health, security, and migration in an attempt to determine if combining these three areas can be meaningful. Generally, studies approach only two of the three areas to examine a topic, but this paper will assess and point out when combining all three fields is relevant. …

The social movement known as Movimento dos Trabalhadores Rurais Sem Terra (MST) was founded in 1984 with the intent of agrarian reform in a newly democratic Brazil. The movement arrived in Northeastern Brazil in the late 1980s and successfully organized a group of landless workers in the interior of Ceará on May 25, 1989 to create the first settlement the state had seen. The citizens of Assentamento 25 de Maio, as the settlement was later named, have undergone a unique social transition from circumstances closely resembling forced servitude and latifúndio to liberation. Do Tax Havens Really Flourish? Accounting For Endogeneity In Growth Regressions, Luisa Blanco, Cynthia Rogers

That tax haven policies contribute to favorable economic growth in tax haven countries is commonly accepted. There is, however, minimal empirical evidence to substantiate this assertion and empirical investigations are subject to endogeneity bias. Using a sample of 155 countries from 1982 to 2003, we find that the standard tax haven variable is endogenous to the error term in a typical growth regression. We offer land area measures as valid instruments for tax haven status. Results based on two-stage least squares estimation with heteroskedastic standard errors and controls for initial conditions provide support for the claim that tax havens “flourish” …

Over the last two decades welfare policies have undergone major reforms in Anglo-Western nations such as the U.S., U.K. and Australia. Central to these reforms have been the revision of welfare recipient entitlements and responsibilities and the emergence of a responsibility and obligations agenda. The essence of this agenda is conditionality and reciprocity, and it includes the threat of punitive sanctions for failing to comply with mandatory participation requirements. This paper highlights the potent influence of the ideas of American conservatives on policy reforms in the U.S., the U.K. and Australia and provides a thematic crossnational comparison of sanctioning policies …

Child Support As Labor Regulation, Yiyoon Chung

The development of child support policy over the past three decades provides an emblematic case study of the ways in which a new policy that reflects the rise of moral arguments about individual and family responsibility, once established, produces significant consequences for both the economic sphere and political dialogues. I use social control theory to examine a rarely appreciated consequence of child support policies: labor regulation. Particularly, I demonstrate the ways in which the discourse embedded in child support has exalted the importance of work even under the lowest terms, and has deflected public attention away from labor market issues.

Mountain Monitor Quarterly
Data through the second quarter of 2011 raise new questions about the pace and certainty of recovery in the Intermountain West. Even places like Denver, Colorado Springs, and Ogden—which only suffered mild setbacks in the early quarters of the recession—have stagnated in the wake of the nation’s worst economic slump since the Great Depression. Output and employment increased hesitantly in eight of the 10 major metros of the Intermountain West in the second quarter while the housing market slumped to new lows everywhere.

Money, Bargaining, And Risk Sharing, Nicolas L. Jacquet, Serene Tan

We investigate the dual role of money as a self-insurance device and a means of payment when perfect risk sharing is not possible, and when the two roles of money are disentangled. We use a variant of Lagos–Wright (2005) where agents face a risk in the centralized market (CM): in the decentralized market (DM) money’s main role is as a means of payment, while in the CM it is as a self-insurance device. We show that state-contingent inflation rates can improve agents’ ability to self-insure in the CM, thereby improving the terms of trade in the DM. We then characterize …
