Industry clusters (Porter, 1990, 1998b) have been the focus of numerous studies, and public policy programmes in recent decades (Ketels, 2013b). The maritime sector in particular has seen a number of maritime cluster organisations established in recent years as policy tools for regional development. Cluster analysis has focused on identifying and mapping clusters, yet comparatively little research has been undertaken on the optimal structure for cluster organisations (or initiatives) as additionality policy tools, to achieve the aim of strengthening cluster linkages and boosting the innovation capacity of cluster firms.

Texas is the leading US state exporter to Mexico, trading oil products, automobile components and electronics. The USMCA will impose a restructuring of the North American supply chains to meet the new input content requirements. In order to evaluate the impact of the changes in tariffs arising from the new rules of origin requirements, an econometric model with different tariff scenarios was estimated. The estimations indicate that the distance to Texas and the size of the economies of the states of Mexico are factors that impact Texas exports to Mexico. Unemployment among formerly incarcerated citizens is a complex problem that continues to grow. Previous reentry studies describe the collateral effects of incarceration on employment from the perspective of formerly incarcerated individuals, yet little academic research exists regarding reentry practitioners' perceptions of constraints during the job search process. During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. New buildings remained vacant because the library lacked funds to operate them. When the library proposed closing some branches, …

This dissertation consists of three essays on public program evaluation in health economics. This dissertation explores the estimation of treatment effects of public programs on risky behaviors, health insurance status, labor market outcomes or other health-related outcomes among adolescents or young adults and addresses causality inferences based on empirical modeling, analysis and applications. The first chapter in this dissertation identifies the causal treatment effects of keg registration laws on underage alcohol consumption and related outcomes: alcohol-related traffic fatalities, by exploiting the substantial variations in the timing of the introduction of these laws across different states at different times. The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Why Less Property Is More: Inclusion, Dispossession, & Subjective Well-Being, David Fagundes

The twin notions of exclusion and possession dominate our cultural and legal conceptions of property. This Article uses the lens of hedonics—the emergent science of happiness—to make a case for the less appreciated notions of inclusion and dispossession. Evidence from this new field shows that owners maximize their welfare, not when they amass land and chattels and keep others away from them, but when they pursue the polar-opposite strategies of inclusion and dispossession, such as sharing their property, donating it to charity, or giving it away. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? With the global rise of evidence-based policy, indicators have become an increasingly important part of governance. Indicators are statistics that represent social experiences, turning complex norms into simplified representations. Although seemingly objective, indicators reflect the values and beliefs of the actors who create them. An indicator’s normative underpinnings have significant consequences for social governance and policy because of an indicator’s power to shape understanding. Mass wasting, or landslides, commonly occurs in Washington State, posing risk to individuals residing in the area. The 2014 Oso landslide, the deadliest mass-wasting event in United States history, increased awareness for mass-wasting hazards in western Washington. Studying single-family homes from 2004-2017, this research uses a hedonic property model to measure consumer willingness to pay for a home in a mass-wasting hazard area after the Oso landslide and finds that home values in Snohomish County decreased by 11% after the Oso disaster.

This paper examines fiscal policy forecasts prepared for the Federal Open Market Committee and its influence on U.S. monetary policy. The forecasts contain useful information beyond that in the CBO’s forecasts. Fiscal forecast errors are only weakly correlated with forecast errors for inflation and output growth, but those for the budget surplus are highly correlated with those for the unemployment rate and the output gap. Some fiscal variables can also account for a significant fraction of the “exogenous” changes in the federal funds rate target that Romer and Romer (2004) studied, consistent with the board’s statements on the importance of …

Qualified and capable working age autistics face an 83% unemployment rate, thus, straining the economy and deteriorating their quality of life. This research examines potential contributing factors by inquiring what hiring agents' beliefs may be influencing their selection of qualified autistic candidates. This quantitatively weighted, concurrent, mixed methods (QUAN > qual), multiple linear regression study measured the influence of hiring agents' control, normative, and behavioral beliefs upon their selection of qualified autistic candidates. This dissertation consists of three essays. The first essay, or Chapter 2, advances the literature by examining the conditional effects of lobbying on the relationship between policy learning and policy reinvention. Scholars have consistently shown that learning of successful policies in other states leads to higher likelihood of policy adoption. This essay extends this finding two ways. First, policy learning can also lead to more comprehensive adoption of successful policies. Second, the effect of policy learning on policy comprehensiveness is conditional on lobbying by interest groups, an alternative source of information about policy success. Real estate property value analysis is used for municipal taxation and budgeting. Commercial properties make up a large percentage of the property tax base in many, if not most, taxing jurisdictions. Data constraints limit the number of analyses conducted on commercial property value patterns. This study employs a fairly extensive data set to address that problem in the context of El Paso in 2013. The sample contains data for 105,611 commercial real estate parcels. Empirical analysis is conducted using geographically weighted regression analysis. This paper examines the extent to which a change in the cost of car ownership affects the house price gradient with respect to distance from the central business district (CBD). Theory suggests that if the cost of car ownership increases, then people will shift towards other modes of transportation, thus reducing house prices farther away from the CBD. However, the cost of car ownership is likely to be endogenous and correlated with various unobserved factors that also contribute to a change in the house price gradient. To obtain causal effects, we exploit a unique feature of Singapore’s car registration process. …

This thesis investigates achievements in human development outcomes on health, education, and poverty indicators across Indian states, in order to discern what factors might influence a state’s better orientation toward social policies. After conducting data analysis, the study explains differences in outcomes, as achieved by Kerala and Uttar Pradesh, by building an argument of subnational solidarity and its impact on determining the state’s policy agendas.

One of the foremost government policies implemented in achieving Universal Health Coverage for the Indonesian population is the provision of financial assistance through contribution of Social Health Insurance for 92.4 million targeted poor and near poor households. Stroke is divided into two categories, ischemic and hemorrhagic. Each year there are 15 million people around the world who suffer a stroke. Stroke treatment requires a high cost. The burden of heart disease and stroke from 2012 to 2030 reaches Rp. 1,7 trillion. This study aimed to analyze the comparison of direct and indirect costs of stroke patient in X hospital in 2017. The results showed that the number of ischemic stroke patients more than hemorrhagic stroke patients.
