There have been many studies focusing on different types of traffic delays, pedestrians’ interaction at signalized intersections and economic losses as a result of these delays. However, there is a huge gap in the current literature, regionally and globally, in studying the traffic delays associated with jaywalking. In Egypt, jaywalking is considered a common phenomenon, however, population increased drastically over the past decades in Greater Cairo leading to more congested streets. By all counts, Puerto Rico’s housing market is in a deep and prolonged crisis. At least 18 percent of Puerto Rico’s housing stock is vacant as a result of the island’s prolonged economic recession, which commenced in 2006, and the spike in foreclosures after Hurricane Maria suggests that vacant units are increasing at an accelerated rate. Puerto Rico’s economic recession led to depopulation and the loss of jobs, which induced a decline of home equity values and an increase in foreclosures. Imagine agents having uncertain needs for a resource when the resource has to be divided before uncertainty resolves. In this situation, waste occurs when an agent's assignment turns out to exceed his realized need. How should the resource be divided in the face of possible waste? This is a question out of the scope of the existing rationing literature. Our main axiom to address the issue is no domination. It requires that no agent receive more of the resource than another while producing a larger expected waste, unless the other agent has been fully compensated. In 1908, Congress authorized payments to local governments, including counties and school districts, to compensate for the non-taxable status of the newly established forest reserves within their boundaries. The original program shared revenue generated from commercial activities on public lands, e.g. timber harvesting, not anticipating the major changes in the volume and types of activities on National Forest lands, particularly in the Pacific Northwest, that have played out over the past century. After the Vietnam War, increased defense funds assigned to the Army National Guard stimulated and supported small communities in Louisiana. Recruits from economically depressed regions lined up to join the Guard because of the competitive pay and the generous education benefits it offered. In the mid-1980s, when a state budgetary shortfall threatened to limit the stream of federal funds and close local armories, communities in Louisiana rallied to keep the doors of their armories open. This dissertation will explore how gender wage gap and political capacity represented by relative political extraction affect change in economic growth rate of a country. The main argument of the study is that gender wage gap is affecting the labor market by discouraging productive female labor force from entering the labor market. This in turn affects the efficiency and productivity of the labor market reflected in negative economic growth or economic growth potential being compromised. In developing countries, menstruation poses two significant challenges for females. First, the resources required for periods are expensive for those in low-income communities. Hence, the absence of such menstrual products lowers females’ access to schooling and employment. Next, periods are also heavily stigmatized – especially in poorer or rural areas. Such taboos surrounding menstruation negatively impacts females’ psychological development and hamper their prospects of socialization. Thus, to analyze this issue, we ran a randomized control trial in Nepal, where we provided reusable menstrual pads and / or health seminar to 312 schoolgirls and 100 of their mothers. This thesis examines the relationship between food security – defined as accessibility to an affordable, nutritious, and sustainable source of food – and socioeconomic mobility in the continental United States. This thesis is primarily focused on the effects of food insecurity on both individuals and communities, examining the chronic long-term effects of such insecurity on areas known as “food deserts,” which are often given status as areas of persistent poverty. Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.
Our review of the literature suggests that low-skilled immigration to the U.S., much of it from Mexico, has only played a minor role in rising …

Latinoamérica ha sido una excepción a lo que, por lo demás, parece ser la tendencia prevalente en los Estados Unidos, Europa y Asia. En los Estados Unidos, la acentuación de la desigualdad desde los años 1970 ha coincidido con el aumento de la migración mexicana. Over the course of a century, revolutionary movements have emerged every few years across the region of Central America, movements that fought for overturning dictatorships and confronting socio-economic inequalities. Women experience higher levels of poverty, human rights violations and discrimination due to gender inequalities. Funding higher education is among the critical financial decisions made by individuals and families. There are myriad options. Yet, the conventional wisdom—namely using Section 529 Plans—may not be the optimal vehicle to effectuate this goal. Therefore, this Article discusses various strategies to plan, save, and pay for higher education. It compares various savings methods including gifts, UTMA accounts, Section 529 Plans, trusts, and other vehicles. The student bodies of universities are made up of a diverse financial class of students which utilize various methods to cover financial obligations on campus, even with the use of welfare governmental assistance. Low-income students that are involved in government welfare programs are given an Electronic Benefit Transfer (EBT) card to support them while they are pursuing an education; however, every university in San Diego, CA (and nearly the entire United States), segregate EBT into an unacceptable category and refuse to accept the card at any venues on campus. Scarce water resources in the Western United States, in concert with population growth and climate change, constitute a need to better understand factors that impact water demand. In this dissertation, Chapter 1 provides cultural and historical context for water use in the West and argues that understanding water demand is important, especially when managing scarcity is a goal. Chapter 2 uses aggregate city-level data from four municipalities in New Mexico to investigate seasonal trends and breakpoints. Understanding The Racial/Ethnic Gap In Bank Account Ownership Among Older Adults, Luisa Blanco, Marco Angrisani, Emma Aguila, Mei Leng

The observed racial/ethnic gap in bank account ownership among older adults is substantial. We investigate socio-economic, cognitive and cultural barriers underling it. As additional potential barriers are accounted for, the residual gaps in financial inclusion with respect to Whites is reduced by 19 percent for Blacks and 46 percent for Hispanics. We find that citizenship and “taste for privacy” play a limited role for both minority groups, while real asset ownership, health, cognitive ability and cultural hurdles contribute substantially to the gap. For Hispanics, language barriers explain most of the gap, while neighborhood-level socioeconomic characteristics are more salient for Blacks. …

What Factors Drive Individual Misperceptions Of The Returns To Schooling In Tanzania? Some Lessons For Education Policy, Plamen Nikolov, Nursat Jimi

Evidence on educational returns and the factors that determine the demand for schooling in developing countries is extremely scarce. Building on previous studies that show individuals underestimating the returns to schooling, we use two surveys from Tanzania to estimate both the actual and perceived schooling returns and subsequently examine what factors drive individual misperceptions regarding actual returns. Using ordinary least squares and instrumental variable methods, we find that each additional year of schooling in Tanzania increases earnings, on average, by 9 to 11 percent.
