In recent decades, governments have committed enormous public resources to subsidize construction of new stadiums, and the dollar value of taxpayer contributions for these subsidies continues to climb. Spending of taxpayer dollars includes both direct subsidies from state and local governments, as well as indirect subsidies from the use of tax-exempt bonds to finance construction. In granting stadium subsidies, governments claim that the stadiums are a public good that attracts tourists and businesses, thereby generating increased spending and job creation—benefits that flow to the community rather than to team owners. Who Benefits From Accountability-Driven School Closure? Evidence From New York City, Robert Bifulco, David Schwegman

We estimate the effects of accountability-driven school closure in New York City on students who attended middle schools that were closed at the time of closure and students who would have likely attended a closed middle school had it remained open. We find that students who would have entered the closed school, had it not closed, attended schools that perform better on standardized exams and have higher value-added measures than did the closed schools. While we find that closure did not have any measurable effect on the average student in this group, we do find that high-performing students in this …

This paper examines the youth unemployment crisis in the autonomous community of Andalusia by assessing employment policies that are currently in place. Since the economic crisis nearly a decade ago, there has been very little change in the high rates of Andalusian youth unemployment, which as a whole, has left the region, the country and the European Union at risk due to a lack of inefficient policies. After a 100-year history, traditional zoning practices are being challenged as a contributing factor in a number of social, heath and economic problems facing cities in the United States. In this context, form based codes have emerged as a possible alternative way for cities to guide development. In the last 30 years, rice has become the number one food staple in Haiti, and rice imports have outpaced domestic production to supply the country’s increasing rice demand. Policy makers support the claim that increasing local rice supply will not only reduce the dependency on imported rice but also upheave the national economy. While public transit has a reputation as a potential means to ameliorate the adverse environmental effects of automobile travel, there have been very few empirical studies of the marginal effect of transit supply on air quality. We explore whether any of the substantial improvement in air quality observed in the U.S. from 1991 to 2011 can be attributed to increased public transit supply by developing an equilibrium model of transit and automobile travel volumes as a function of the level of transit supplied. Domestic Resource Mobilization (DRM) is "the generation of government revenue from domestic resources, from tax and non-tax sources (royalties, licenses, levies or other income)" (European Commission, 2010). Major scholars have exchanged contrasting views on the barriers to resource mobilization in Africa. While Di John (2006) asserts weak state capacity to mobilizing resources and the need for reconstruction of a viable state, Von (2007) contends that neopatrimonialism has inhibited African state's revenue. As Nigeria continues to grapple with the unprecedented rise in Internally Displaced Persons (IDPs), interventions for IDPs is now a humanitarian priority. This paper examines the social perceptions of IDPs, humanitarian responses bordering around building long term solutions, provision of specific needs for integration, voluntary return, fighting trauma, and economic isolation. It further recommends how responses should be better harmonized for sustained impact, with an ultimate goal to have IDPs return back home to normal or improved levels oflife - providing safety and security, sustained livelihoods, employment, housing and shelter, as against settling perpetually in camps.

Peacebuilding consists of a set of physical, social, and structural initiatives that are often an integral part of post-conflict reconstruction and rehabilitation. It actively works to promote a culture of peace, intercultural dialogue and non-violent conflict transformation. Because of social exclusion, lack of opportunities, slow implementation of public policies that promote reparation and reconciliation, young people become exposed and vulnerable to armed or political recruitment, as a result, they are considered perpetrators of crime instead of peacebuilders. Effect Of Know-What-Learn Strategy On Senior Secondary School Students' Academic Achievement In Reading Comprehension, Eke Eke Ogbu

This study investigated the effect of Know-What-Learn (KWL) on senior secondary school students' academic achievement in reading comprehension. The study adopted a quasi-experimental design - specifically a pretest posttest non-equivalent control group design. Two research questions and one hypothesis guided the study. The sample was made up of 80 students. The instruments for this study were 25 items multiple-choice reading comprehension achievement test. Mean and standard deviation were used to answer the three research questions while ANCOVA was used to test the hypothesis at p < 0.05. The result revealed that students taught using KWL had a higher academic achievement gain score than those taught using lecture method. Based on the findings, some recommendations were made which include that English language teachers should be trained and versed on how best to develop and use KWL strategy so as to achieve their objectives of enhancing academic achievement in Reading comprehension.
