Homeownership lies at the heart of the American Dream, representing success, opportunity, and wealth. However, for many of its citizens, America deferred that dream. For much of the 20th century, the devaluing of black lives led to segregation and racist federal housing policy through redlining that shut out chances for black people to purchase homes and build wealth, making it more difficult to start and invest in businesses and afford college tuition. This lecture explained how much money majority-black communities are losing in the housing market stemming from racial bias, finding that owner-occupied homes in black neighborhoods are undervalued by …

Democracy is at risk worldwide. And the economy may be, too.
Seventy-one out of the world’s 195 countries saw their democratic institutions erode in recent years, according to the 2018 year-end report by democracy watchdog Freedom House, a phenomenon known as “democratic backsliding.” Signs of backsliding include elected leaders who expand their executive powers while weakening the legislature and judiciary, elections that have become less competitive and shrinking press freedom.

Public pension funds invest in stock, bonds, and other assets in an effort to keep the costs to governments of funding pensions low. Researchers have examined the investment-related risks to public pension funds, to the governments that contribute to them, and to stakeholders in pension funds and governments, using stochastic simulation models of pension fund finances.
These models generally use simple investment return assumptions, such as that returns are drawn from a normal distribution, are independent from year to year, and are not correlated with the governmental tax revenue needed to pay pension contributions. Because investment returns and tax revenue …

This masters’ thesis aims to examine the impact of the legalization of marijuana for recreational use on the death toll from opioid misuse in the state of Colorado. This investigation was done using the Synthetic Controls Method via data collected primarily from the CDC and IPUMS databases. The results indicate that the 2012 legalization policy in Colorado appears to reduce the number of deaths due to opioid overdoses.

This paper studies testing of shifts in a time trend panel data model with serially correlated error component disturbances, without any prior knowledge of whether the error term is stationary or nonstationary. This is done in case the shift is known as well as unknown. Following Vogelsang (1997) in the time series literature, we propose a Wald type test statistic that uses a fixed effects feasible generalized least squares (FE-FGLS) estimator derived in Baltagi, et al. (2014). The proposed test has a Chi-square limiting distribution and is valid for both I (0) and I (1) errors. The finite sample size …

In 2018, the Language Comission of the Ministry of Education and Culture (Kemendikbud) of the Republic of Indonesia has made verification towards all the languages that exists in Indonesia. The verification conducted from 1991 to 2017 resulted in 652 languages to be found. That number still does not include the dialects and their sub-divisions of the 652 languages. Studies examining the costs of coastal habitat restoration have focused on the cost per acre of restoration or on cost efficiency of various restoration methods. On the other hand, studies examining the benefits of restoration have focused on various ecosystem services that more directly affect welfare including amenity value, storm protection, nutrient retention and biodiversity. We examine a set of 133 Gulf of Mexico coastal habitat restoration projects to estimate the cost of obtaining average annual habitat units (AAHUs), a measure which captures the quantity and, importantly, quality of habitat restored, which is one of the more direct ecosystem service …

Illicit trade in tobacco products (ITTP) creates many harms including reduced tax revenues; damages to the economic interests of legitimate actors; funding for organized-crime and terrorist groups; negative effects of participation in illicit markets, such as violence and incarceration; and reduced effectiveness of smoking-reduction policies, leading to increased damage to health. To study the prevalence of tax avoidance and ITTP, we analyze a large, novel set of data from empty discarded pack (EDP) studies. Mike Bradley has been the mayor of the City of Sarnia since 1988 and is the second-longest serving mayor in Ontario. In 2018, he won yet another municipal election with a whopping 64.4% of the vote. Although voter turnout and high margin election wins would suggest residents are pleased with their mayor of 31 years, recent census statistics point to unaddressed problems. This case study aims to explore the effect that long-term mayoral incumbency has had on municipal public engagement in the City of Sarnia and whether the 2018 mayoral election is a true reflection of voter sentiments.

This study investigates a potential mechanism to promote coordination. With theoretical guidance using a belief-based learning model, we conduct a multi-period, binary-choice, and weakest-link laboratory coordination experiment to study the effect of gradualism – increasing the required levels (stakes) of contributions slowly over time rather than requiring a high level of contribution immediately – on group coordination performance. Increasing healthcare costs and the deterioration of healthcare quality have always been major concerns to policy makers in the United States, and Certificate of Need (CON) Law has been implemented as one way to curb wasteful healthcare resource use. Theoretically, CON can lead to a reduction in the number of beds as well as in the number of inpatient days (possibly by shortening the length of patient stay). However, these two effects impact inpatient occupancy rate in opposite directions. We test empirically to find out which of these two effects dominate. The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. Whilst there is ample precedent to argue against the common-sense notion that the ideological leanings of political parties are congruent with their implementation of fiscal policy (Boix, 2000; Garrett & Lange, 1991; Hibbs, 1977; Liargovas & Manolas, 2007), there is a relative dearth of research on the role of discourse in shaping fiscal policy with one notable exception by Maatsch (2014). National parks have recently seen increased visitation demand. Glacier National Park is located in an area where changes in weather and climate will occur at an accelerated rate. Changes in fire and precipitation regimes are taking place at a time when Glacier National Park is setting new visitation records. This paper uses regression and forecast models to investigate the changing landscape of park visitation.
Findings suggest important impacts to monthly visitation and cycling on Going-to-the-Sun Road in Glacier National Park are associated with forest fire activity and precipitation. The conclusions of this paper support perceptions about the effect natural occurrences …

Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. Cluster robust models are a kind of statistical models that attempt to estimate parameters considering potential heterogeneity in treatment effects. Absent heterogeneity in treatment effects, the partial and average treatment effect are the same. When heterogeneity in treatment effects occurs, the average treatment effect is a function of the various partial treatment effects and the composition of the population of interest. The first chapter explores the performance of common estimators as a function of the presence of heterogeneity in treatment effects and other characteristics that may influence their performance for estimating average treatment effects. This chapter analyzes the experiences with tolling in the Hampton Roads region of Southeastern Virginia to better understand residents' and drivers' support for tolls and behavioral responses to tolls. The Hampton Roads region, with its population of 1.7 million and extensive network of highways, roads, bridges, and tunnels, has a long history of toll facilities that date back to the 1920s. The most recent tunnel tolls, associated with the Elizabeth River Crossing Project and introduced in February 2014, are the focus of this chapter. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

In recent years, tightening budgets have forced school districts to find new ways to save money. One way that has become increasingly popular is to shorten the traditional five-day school week to only four-days a week. This change is budget friendly and may act through efficiency wage theory as a recruitment tool for better teachers. The study aims to investigate the relationship between leverage on firms' opportunities to participate in export markets at the levels of aggregate sectors and subsectors of manufacturing of Indonesia by using Industry Survey data published by Badan Pusat Statistik (BPS) for the period 2007 - 2015. This study aimed to analyse the relationship between FDI firms with energy intensity in Indonesian manufacturing industry and its sub-sector. The data used are from the Manufacturing Industry Survey obtained from the Central Statistiks Agency (BPS) with observation period 2007-2015. The model in this study were estimated used the fixed effect estimation method. Estimation results from the model showed FDI firms tend to have a negatifly correlated to the energy intensity that mean there is a decrease in energy intensity which indicates energy efficiency. The primary purpose of this study is to determine the associations between socio-demographic factors and sexual behaviors in teens based on bivariate analysis from the Centers for Disease Control and Prevention’s Youth Risk Behavior Surveillance System survey for 2015. In conducting a comparative analysis of survey data for both the United States and the state of Mississippi, this study aims to depict a picture of the state of teen sexual behaviors both nationally and in Mississippi.
