Can Schools Sustain The Rising Cost Of Retiree Health Care?, Robert Bifulco, Iuliia Shybalkina

Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. In the average school district, pay-as-you-go spending currently amounts to 4.5 percent of district revenues. Assuming current benefit and funding policies remain, spending is …

This fact sheet reports on the artificial intelligence (AI) readiness of five Mountain West metropolitan statistical areas (MSAs): Phoenix-Mesa-Chandler, AZ; Salt Lake City-Murray, UT; Denver-Aurora-Centennial, CO; Las Vegas-Henderson-North Las Vegas, NV; and Albuquerque, NM. Using data from the Brookings Institution's “Mapping the AI Economy” report, the MSAs are benchmarked based on their overall population, employment, talent, adoption, and innovation.

This report summarizes the results from the sixteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally representative sample of 2,539 respondents completed the online survey from February 3 to February 27, 2025. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. A Capital Idea? The Welfare Effects Of Relocating Indonesia’S Government To A New City, Alexander D. Rothenberg, Radine Rafols, Yao Wang, Yi Jiang

Many developing countries are planning to create new capital cities, a place-making policy designed to alleviate congestion and respond to climate change. To evaluate growth and welfare effects, we specify a dynamic quantitative spatial model with public employment, informality, fiscal transfers, and frictions in trade and migration. We calibrate the model with data from Indonesia and conduct policy experiments studying the creation of Nusantara in East Kalimantan. Despite increasing employment in the new capital region, we find that building Nusantara reduces national growth and welfare. Climate change attenuates its negative welfare effects, but only slightly.

This fact sheet highlights the national and individual rankings of four key metrics for each Mountain West state: the fixed percentage of businesses using artificial intelligence (AI); the number of AI jobs per 1,000 workers; the number of AI-related degrees per 10,000 people ages 20-24; and federal funding for small business technology innovation per $1 million of gross domestic product (GDP).

The African diaspora consists of people who were displaced far from their ancestral homeland because of slavery, colonization, and other forms of direct and structural violence. This paper will discuss the voluntary repatriation of displaced people, specifically Black people living outside of the continent of Africa, who desire to voluntarily repatriate back to their ancestral countries of origin, their ancestral home, and/or some location on continent of people of African descent. This article identifies a viable group within the international law arena to support in addressing the requests for voluntary repatriation of African descendants to their African countries of origin. …

This study investigated the perceptions of teacher educators regarding the integration of ethical values into curriculum implementation within teacher education programmes in Nigeria. Through a survey conducted at Alvan Ikoku University of Education, Owerri, involving 191 academic staff. Researchers made a perception response questionnaire titled "Integrating Ethical Values into Curriculum Implementation within Teacher Education Programmes in Nigeria Questionnaire (IEVCITEP)". It had a reliability coefficient of 0.84 determined using Cronbach Alpha. The data collected was analyzed using mean and standard deviation in answering research questions while the hypothesis was tested using t-test statistical tools tested at 0.05 level of significance. Despite Tanzania's progressive legal frameworks that recognize women's rights to own and inherit land, significant gaps remain between policy and practice. This paper explores the role of Non-Governmental Organizations (NGOs) in promoting women's land ownership rights, using the Women's Legal Aid Centre (WLAC) as a case study. Located in Kinondoni Municipal, Dar es Salaam, WLAC employs a multifaceted approach that empowers women and safeguards their land rights. After independence, most African governments pursued public sector based economic development strategies based on import substitution which were considered to be key to rapid industrialization and modernization oflow-income countries. This public sector-led economic development however, proved to be unsustainable. There were severe economic crises associated with lack of growth, high inflation, rising internal and foreign debts, crumbling infrastructure and shortage of essential commodities. Protected from competition, the public sector and its enterprises failed to innovate, relied on inappropriate capital-intensive technologies, and became dependent on imported inputs. For many African leaders, the most serious threat to their rule does not come from elections or public protests but from the people closest to them—the military and ruling elites. This paper examines how Teodoro Obiang Nguema of Equatorial Guinea and Paul Biya of Cameroon have remained in power for more than four decades by carefully reshaping their security institutions in ways that minimize coup risks. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The child quantity-quality (CQQ) trade-off has been extensively studied in economic research since it was first introduced by Becker and Lewis in 1973. Studies have argued that the current economic circumstances and the presence of government aid in education and health determine the existence and extent of the CQQ trade-off. However, there is a dearth of empirically tested research on the possible decreasing effects of social programs on the CQQ trade-off. The data are sourced from the Georgetown University Center on Education and the Workforce’s “Ranking 4,600 Colleges by ROI” data tool, which provides standardized ROI estimates across institutions and degree levels nationwide. This fact sheet includes data for the following six public higher education institutions in Nevada that predominantly grant bachelor’s and associate’s degrees: University of Nevada, Reno; University of Nevada, Las Vegas; Nevada State College; Truckee Meadows Community College; Western Nevada College; and College of Southern Nevada.
