Amid the horror of the Russia-Ukraine war, Black refugees from Ukraine have suffered multiple traumas: The trauma of war and the trauma of anti-blackness. The world caught a glimpse of this via social media and news reports that African people were physically blocked from boarding trains and buses by Ukrainian officials, as well as neighboring countries denied entry to people who were not “Ukrainian.” These double traumas have undoubtedly placed Black refugees in Ukraine among the most vulnerable group of people in this humanitarian crisis. Contracting out and performance management have been universally adopted in public sector organizations, based on theoretical arguments that they would improve the efficiency and quality of public services. However, this broad adoption was carried out despite minimal empirical evidence that these interventions improve public service outcomes in practice. Traditionally, few studies have attempted to quantitatively link performance management and contracting out interventions to improvements in organizational performance and public service quality. A growing literature has investigated this relationship with inconclusive results, suggesting these interventions do not have a clear ability to improve organizational performance. This research draws upon expertise across multiple disciplines and fields. Leveraged are natural systems data and social-behavioral data. The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

Private tutoring continues to exist in Egypt, even though it has been officially banned by the 2016 ministerial decree No. 53 and the 2018 ministerial decree No. 714. The current research reviews the relevant literature, provides a background on private tutoring, analyzes the current policy for dealing with private tutoring in Egypt, and it proposes three policy alternatives for decreasing private tutoring in Egyptian pre-university education. These alternatives are turning most educational curricula into educational games, lengthening the school day, and returning extra-curricular activities to Egyptian schools. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. We propose a theory-inspired measure of the accessibility of a city’s center: the size of the surrounding area from which it can be reached within a specific time. Using publicly-available optimal routing software, we compute these ”accessibility zones” for the 109 largest American and European cities, separately for cars and public transit commutes. Compared to European cities, US cities are half as accessible via public transit and twice as accessible via cars. Car accessibility zones are always larger than public transit zones, making US cities more accessible overall. However, US cities’ car orientation comes at the cost of less green …

Diversity, Equity, and Inclusion (DEI) metrics enable organizations to set concrete goals and self-monitor their performance. In 2021, Nevada’s legislature passed Senate Bill No. 267 (SB267), authorizing the University Nevada, Las Vegas (UNLV) to study DEI benchmarks in the State. The study is designed to produce actionable results capable of informing policy and employer best practices in Nevada. This study was piloted in 2021, with study participation taking place between January 3-April 30, 2022.

By looking at some historical examples of Urban Studies literature and theory (and a detailed dive into Neil Smith's "Toward a theory of gentrification…") this thesis makes the case that Game Theory has valid insights to add to the foundation of Urban Studies and Planning and should be included in Masters and Doctorate level curriculums. Contemporary digital platforms have become increasingly infrastructuralized, and started to raise geopolitical tensions with their global expansion. Amidst the heightened geopolitical competition between the US and China, the growing power of Chinese infrastructuralized platforms has made them the center of recent geopolitical dynamics. Drawing from an exploratory case study, this paper discusses Alibaba, one of the most prominent Chinese Internet giants, as an infrastructuralized platform, and highlights its geopolitical struggles.
