The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. Mass Media Consumption In Post-Soviet Kyrgyzstan And Kazakhstan: The View From Below, Barbara Junisbai, Azamat Junisbai, Nicola Ying Fry

This article examines how ordinary people utilize and assess the information options available to them drawing on original, nationally representative surveys conducted in 2012 in Kazakhstan and Kyrgyzstan, two regimes characterized by different trajectories since independence. In both countries, television is the main go-to source, while the Internet is used least. Trust in media, however, follows an unexpected pattern. On average, media enjoy higher levels of trust in Kazakhstan than in Kyrgyzstan, despite greater media independence and pluralism in the latter. Moishe Postone And The Critique Of Traditional Marxism: Helplessness And The Present Moment Of The Great Acceleration, Alexander M. Stoner, Andony Melathopoulos

This chapter situates Moishe Postone's critique of traditional Marxism in relation to the present moment of the Great Acceleration. We engage a close reading of Postone reinterpretation of Marx's mature theory of capital with specific focus on the linkage between economic growth and ecological degradation, and how this linkage is necessary connected to social domination in modern capitalist society. Postone's Marxian theory is significant because, as we demonstrate, it allows one to grasp societally induced environmental degradation following WWII in a critical and reflexive manner. Georg Lukács (1885-1971) And The Critique Of Reification: On The Dialectical Genesis Of The Great Acceleration, Alexander M. Stoner, Andony Melathopoulos

This chapter situates Lukács' critique of reification (1923) in relation to the emergence of the Great Acceleration. We develop Lukács' critique through the issue of the increasing rationalization of industrial and administrative work in the early twentieth century. In do so, we show how Lukács is able to relocate the continued relevance of Marx's insights with respect to the deeper structure of capitalist society in his consideration of the differential manner in which proletariat and bourgeois class consciousness approach the problem of social contradictions. The Federal Reserve (the Fed) is responsible for monitoring, analyzing and ultimately stabilizing US financial markets. It also has unrivalled access to economic data, high-level connections to financial institutions, and a large staff of professionally trained economists. Why then was it apparently unconcerned by the financial developments that are now widely recognized to have caused the 2008 financial crisis? Using a wide range of Fed documents from the pre-crisis period, particularly the transcripts of meetings of the Federal Open Market Committee (FOMC), this paper shows that Fed policymakers and staff were aware of relevant developments in financial markets, but paid …

Public opinion on the European Union (EU) is significant and therefore a worthwhile topic of consideration. Analyses have identified and ordered the factors that impact public opinion on the EU, as well analyzed the efficacy of EU funds. Yet the confluence of these two lines of inquiry is understudied. Some Member States have surpluses and others deficits relative to the EU budget, which could impact citizens’ perceptions of the EU. To gauge this potential relationship, this article notes deficit and surplus Member States and responses to one Eurobarometer question about trust in the European Commission from 2000-2013. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

The 2008 Financial Crisis that began in the United States caused widespread panic throughout the financial sector which resulted in the collapse of some companies and large losses for others. The availability of credit declined even as investor confidence continued to deteriorate. The European periphery concluded that the Financial Crisis would be relegated to the American economy. However, in 2009 Greece suffered a credit downgrade that signaled that the financial shock entered European shores. Shortly thereafter Spain suffered a credit downgrade followed by Italy in 2010. Does The Message Matter? A Field Experiment On Political Party Recruitment, Jessica Robinson Preece

Do men and women respond to various party recruitment messages similarly? Working with the Utah County Republican Party, we designed a field experiment in which we invited over 11,600 male and female party activists to attend a free, party-sponsored “Prospective Candidate Information Seminar” by randomizing different invitation messages. We found that women were half as likely as men to respond to recruitment—log on to the seminar website for more information, register for the seminar, and attend the seminar. While we found some suggestive evidence about what recruitment messages may particularly motivate women or men vis-a-vis a control message, our findings …

In his 2015 State of the Union Address, President Obama announced “America’s College Promise,” a plan to make community college free for all American families making less than $200,000. In this thesis, I provide an analysis of the plan and provide an evaluation of its potential impact on the education attainment gap in the United States. I also evaluate the plan’s various components and assess its potential impact on community college student enrollment, completion, and transfer to four-year universities. Lastly, I offer recommendations for improvement.

Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. This thesis reviews the effect on economic openness that can be established by the presence of strong Global Compact local networks. The work identifies three measures of openness and four sets of domestic conditions in which the Global Compact operates, respectively: (1) prevalence of trade, (2) measures of foreign direct investment and foreign portfolio investment and (3) policy indicators of openness, in respect to democracies with (a) strong local networks or (b) weak local networks, as well as autocratic regimes with (c) strong or (d) weak local networks. This thesis tests the effectiveness of the World Bank’s agricultural-aid policy by examining case studies in Ghana and Ethiopia in the period of 2000-2010. Each study examines the policy context, project/program success, overall human development results, and threats to sustainability, of agricultural aid. The primary hypothesis of the paper is that participatory processes and inclusive institutions will prove to be decisive factors. Each case is tested against this political view of aid in addition to three additional images (Destructive, Ineffective, Effective Technical), in order to ensure a comprehensive review.
