This article explains how local government can hamper the development of retail net¬work in Padang City. In the case of Padang, the local government in the era of economic decentralization is assumed to encourage openness to investment, instead of using the instrument of authority to block the entry of retail network. The author uses a qualitative-descriptive method to answer the problem by digging primary data and supplemented by published data. The current hold of austerity on Irish public policy provokes a comparison with addiction. Postliberalism, the form of austerity Ireland is hooked on, brought the country to its knees. It tied the millstone of bank bailouts around Ireland’s neck, slashed its education and health spending and meant its budgets were closely supervised by the Troika of the Europe Union (EU), the International Monetary Fund and the European Central Bank from 2010-2013. Between Commerce And Empire: David Hume, Colonial Slavery, And Commercial Incivility, Onur Ulas Ince

Eighteenth-century Enlightenment thought has recently been reclaimed as arobust, albeit short-lived, cosmopolitan critique of European imperialism. Thisessay complicates this interpretation through a study of David Hume’s reflectionson commerce, empire, and slavery. I argue that while Hume condemned thecolonial system of monopoly, war, and conquest, his strictures against empiredid not extend to colonial slavery in the Atlantic. This was because colonialslavery represented a manifestly uncivilinstitution when judged by enlightened metropolitan sensibilities, yet also adecisively commercial institutionpivotal to the eighteenth-century global economy. Confronted by the paradoxical“commercial incivility” of modern slavery, Hume opted for disavowing the linkbetween slavery and commerce, and confined his …

Classical economists were interested in macroeconomic issues, i.e. how the economy worked as a whole and how it grew over time. This is opposed to neo-classical economists, which focus on decision-making processes of individuals and individual firms. This thesis sets out to examine how that change occurred and what it means for the way that economics studies the environment. Why did the Chinese government begin promoting the internationalization of its currency, the renminbi, after the 2008 global financial crisis? Only a few years earlier, Beijing balked at U.S. demands to reform its currency regime, which would require dismantling many of the country's long-preferred tools for promoting growth and maintaining domestic stability. Similar concerns about the dilution of monetary policy independence motivated previous rising economies Germany and Japan to proactively discourage the internationalization of their currencies. Regional organizations have developed into important global actors as they negotiate inter-regional trade agreements, regulate economic policies, and develop international security communities. States have much to gain from such regional cooperation efforts particularly in emerging regions such as Latin America. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? With the global rise of evidence-based policy, indicators have become an increasingly important part of governance. Indicators are statistics that represent social experiences, turning complex norms into simplified representations. Although seemingly objective, indicators reflect the values and beliefs of the actors who create them. An indicator’s normative underpinnings have significant consequences for social governance and policy because of an indicator’s power to shape understanding. The Trade-Security Nexus And U.S. Policy Making In Critical Minerals, Yujia He

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. We employ existing data sets and agent-based modeling to forecast changes in religiosity and existential security among a collective of individuals over time. Existential security reflects the extent of economic, socioeconomic and human development provided by society. Our model includes agents in social networks interacting with one another based on the education level of the agents, the religious practices of the agents, and each agent's existential security within their natural and social environments. Electricity generated through residential solar provides a low carbon source of electricity. However, diffusion of residential solar remains low across the United States. Growing this diffusion takes an understanding of localized uptake trends, which can focus policy and business efforts to help increase residential solar market penetration. This is the first research to investigate residential solar uptake in Washington State and to examine environmental education as a potential driver of residential solar uptake. Voices Of Women: The Impact Of Women's Political Reservations On Female Child Mortality In India, Kohsheen Sharma

This paper uses state-level variation in the implementation of the 73rd amendment in India to observe the relationship between political reservations for women in local government and female child mortality. Nationally, reservations for women are not associated with a statistically significant difference in female child mortality. However, a state by state analysis shows variations in the level of impact of reservations on the topic of female child mortality. This paper examines the constraints on female representatives and their level of effectiveness in executing pro-female policies given the political and social environment.
