Indian children have long suffered from some of the world’s worst rates of malnutrition. However, there is an evident mismatch between the macro proliferation of India’s intergenerational cycle of malnutrition and the micro ways in which it is often approached, as established views that place blame on mothers for the poor health status of their children have systematically removed blame from underlying structural determinants of health such as government policies, social inequalities, and economic conditions. Throughout the history of Mexico, the country's gradual involvement with capitalism has given rise to different eras of profound economic change which have consequently generated a variety of influences implicating changes in Mexican sociocultural identity. This work investigates two specific eras of novel capitalist engagement to determine the relationship between these economic changes and the evolution of Mexican identity using the urban environment of Mexico City as the socio-spatial center. Fiscal deficit has remained a predominant occurrence at both the Federal and state government levels, and this has become a source of concern for economic managers. At the individual state level, a quarter of the state governments consistently ran deficit for more than six consecutive years, from the period 2007 to 2014. More importantly, the combined overall fiscal balance of the state governments has resulted frequently in deficit in the past two decades. Fiscal deficit is not bad in itself, but most of the state governments are running fiscal deficit to sustain recurrent expenses, rather than infrastructure development. Available studies …

Weak Law V Strong Ties: An Empirical Study Of Business Investment, Law And Political Connections In China, Wei Zhang, Ji Li

Based on a large-scale survey of Chinese entrepreneurs, our study explores how institutions (formal and informal) influence investment decisions made by private companies. The study finds that, consistent with the conventional view, a more effective legal system is correlated with short-term general investment, and that the judiciary is important mainly because of its restraint over the state. The role of effective courts, however, diminishes when private entrepreneurs consider making long-term investment. We find a positive association between the entrepreneurs’ political backgrounds and their R&D investment, suggesting that Chinese courts, in spite of decades of reform, are not yet viewed as …

Determinants Of Urban Land Supply In China: How Do Political Factors Matter?, Wen-Tai Hsu, Xiaolu Li, Yang Tang, Jing Wu

This paper explores two political factors for their potential effects on urban land supply in China: corruption, and competition for promotion. We find that standard urban economic predictions hold in the sense that both population and income increases are strongly significant determinants for the increase in urban land supply. Conditional on these demand-side factors, we find that the usage of two-stage auctions (as a proxy for corruption) is highly correlated with the increase in land supply. The corruption effects are strongest for commercial land, followed by residential land and then industrial land. To shed light on the competition motives among …

The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.

Reconstruction of contemporary war-torn societies can lead to further dispossession and social exclusion, particularly through neoliberal development policies and financialized indebtedness. This dissertation analyses post-war reconstruction of the Jaffna District in the Northern Province of Sri Lanka after the end of a brutal three decade long civil war in May 2009, through a survey and ethnographic study of one village, Pathemany and its oppressed caste quarter, Bharathy Veethy. Drawing on a study of Pathemany village on agrarian change before the war, this study addresses contemporary questions about land, rural incomes, rural debt and caste structure. The contemporary neoliberal economic order plays a significant role in American social organization and policy-making. Most importantly, neoliberal ideology drives the creation and imposition of markets in public goods and services and the valorization of free market ideology in cultural life. The neoliberal ‘project of inequality’ is in turn delimited and upheld by an authoritarian system of punishment built around mass incarceration, surveillance, and an unprecedented level of social control directed at the lowest strata of American society – a group that includes both the urban underclass, and unauthorized immigrants.

We investigate whether judicial decisions are affected by career concerns of judges byanalysing two questions: Do judges respond to pandering incentives by ruling in favourof the government in the hope of receiving jobs after retiring from the Court? Does thegovernment actually reward judges who ruled in its favour with prestigious jobs? To answerthese questions we construct a dataset of all Supreme Court of India cases involving thegovernment from 1999 till 2014, with an indicator for whether the decision was in its favouror not. This paper explores whether and how corruption and competition-for-promotion motives affect urban land supply in the People's Republic of China. Conditional on demand-side factors, we find that corruption is highly correlated with an increase in land supply. The corruption effects are strongest for commercial land, followed by residential land, and then industrial land. To shed light on the competition motives among prefectural leaders, we examine how the number of years in office affects land supply and distinguish among different hypotheses. Our empirical results show robust rising trends in land sales. These results are consistent with the hypothesis that among prefectural …

This study provides estimates of the effect of earnings taxes in Saint Louis and Kansas City on population growth in the two cities and their surrounding metro areas. The results of this analysis are consistent with the proposition that the earnings taxes had negative effects on population growth in the City of Saint Louis and Kansas City, and positive effects on the rest of their metro areas. In net, the estimates indicate that the metro areas lost population because of their central cities’ earnings taxes. To summarize:

How do Americans' perception of a state formulate based on the state's military expenditure? Conventional research theories indicate that Americans might feel a shared political culture with other democratic nations. Such feelings of solidarity may engender Americans' trust and favorability of some states' military development, but provoke negative feelings toward others. Using data mostly from Gallup and the SIPRI Military Expenditure Database, this study examines Americans' attitudes toward major states' in the world (vis-à-vis military expenditure).

This article looks back at an Obama administration foreign policy initiative called Internet freedom and discusses US responses to anti-American extremism involving digital communications technologies. It does this by using Marx’s concept of the fetish to argue that technological fetishism played a constitutive and mediating role in policymaking. Through this analysis – relating international relations with political economy and Marxist theory – the empowering implications of these technologies for American state interests are shown to be also disempowering. This study focuses on evaluating the monetary, fiscal and external inflationary sources in Nigeria. The Auto-Regressive Distributive Lag estimation technique was adapted to capture these effects. Empirical findings of the study showed that overall, the main determining cause of inflation in both short run and long run periods in Nigeria, are more of monetary and external factors and less of fiscal sources. Specifically, the problem of inflation in Nigeria appears to be more of structural phenomenon than monetary in the short run. However, in the long run, combinations of monetary and external factors tend to be the major cause of …

In many states, public institutions of higher education have the autonomy to raise tuition. This has not been the case in Louisiana since a 1995 constitutional amend-ment required a two-thirds majority of the state legislature for any tuition increase. In November of 2016, voters in Louisiana rejected Amendment 2, a constitutional amendment that would have given state institutions of higher education autonomy in setting tuition. We examine parish-level voting on Amendment 2 using an empirical political economy model and find that parishes with a greater percentage of African-Americans and university employees were more likely to vote yes. With GDP growth for the 2016 fiscal year reported at 6.7%, it appears that the Chinese economy has departed from the three-decade period in which GDP growth averaged plus-10%. While both academic journals and media outlets have accredited this slowdown to a variety of factors, existing research has failed to conflate the economic and political factors into a comprehensive explanation. This dissertation examines how confusion and lack of access to information about subsurface property rights facilitates the rapid acquisition of mineral rights by mining interests, leaving those who live 'above the surface' to contend with complicated corporate and bureaucratic apparatuses. The research focuses on the first proposed state-run large scale mining project in Ecuador, believed to contain copper ores, and on the natural gas hydrofracking industry in three counties in north central West Virginia. U.S. leadership in artificial intelligence (AI) research and development (R&D) may be challenged by China’s recent and centralized policy planning aimed at rapidly developing AI-related technologies. The Chinese government supports AI as a strategic area supported by high-level policies with ambitious and quantifiable targets, inter-ministry coordination, government funding for research and development, support for workforce development, and suggestions for international collaboration and expansion. Still, as a relative latecomer in the global AI race, China faces numerous challenges to implement its policy planning, including short-term skills gap and long-term institutional constraints.

This work highlights specific lexical items that have become racialized in specific contextual applications and tests how these words are cognitively processed. This work presents the results of a visual world (Huettig et al 2011) eye-tracking study designed to determine the perception and application of racialized (Coates 2011) adjectives. To objectively select the racialized adjectives used, I developed a corpus comprised of popular media sources, designed specifically to suit my research question. I collected publications from digital media sources such as Sports Illustrated, USA Today, and Fortune by scraping articles featuring specific search terms from their websites. This dissertation focuses on how distributive politics influences the geographic allocation of federal grants to state and local governments. A secondary focus is the role of social trust in the growth of government. In the first essay, I test the degree to which the earmark ban of 2011 prevented legislators from directing federal competitive grants to their home congressional districts and whether earmarking distorted equality in the distribution of federal grants across demographic groups. I find that earmarking skewed the distribution of federal grants toward wealthy congressional districts and away from poor congressional districts. This is a groundbreaking finding, considering …

This article investigates how the budget priorities of Arkansas state government departments vary with changes in economic conditions. The Arkansas Revenue Stabilization Act (ARSA) of 1945 established a formalized method of state budgeting by priorities. State funds are allocated, meaning the funds are legally made available, according to priority levels established each year by the Governor and the General Assembly. Those allocated funds are later distributed, meaning released for spending, according to priority levels as funds become available. In this study, we ask the research question: Are departmental budget priorities driven by stability or are they responsive to economic condition? …

Hillary Clinton and Donald Trump ran highly controversial campaigns in the 2016 Presidential Election, which then leaves us with the question of what impact is this having on the current economy? Prior analysis of political influence on the stock market tells us that isolating political impact on the stock market is nearly impossible. However, there are clearly defined 4-year cycles in stock prices that seem to correspond with election years. In this paper, I create my own index of stocks in the four major U.S. industries and measure both day-to-day and intraday volatility in stock prices across three comparable time …
