Adam Smith's definition of justice as a moral virtue based on the "passion" of resentment in 'The Theory of Moral Sentiments' (1759), despite seeming contradictions, supports his analysis of an acquisitive, commercial society in 'The Wealth of Nations' (1774) partly by precluding the concept of a just price.

This article focuses on periods of economic crisis and structural adjustments in Tanzania, when the informal sector changed both quantitatively and qualitatively. It highlights that the traditional view that the informal sector accommodated the unemployed, the poor, the unskilled, as well as utilizing family labour and local resources, was questionable in most of the sub-Saharan countries which were experiencing a severe economic crisis and have adopted structural adjustment policies (SAPs). Economic Reforms And Health Conditions Of The Urban Poor In Tanzania, Joe Lugalla

This paper examines the impact of economic reforms, namely Structural Adjustment Policies (SAPs), on the health conditions of the Tanzanian urban poor. My conclusion is that these policies have had detrimental effects on the living conditions of the urban poor. Thus, SAPs are contributing to the deterioration of health conditions among these people rather than improving them. SAPs are affecting these people in a variety of ways. First, by affecting negatively the development of the urban environment, SAPs are destroying the environmental conditions on which the poor depend for their existence and survival. Using a radical political economy approach, this thesis examines how changing global economic and political pressures have forced the Ontario government to reconsider their policies toward higher education. Specifically, this thesis describes and analyses provincial government initiatives toward universities in the period 1985 and 1995, and assesses what these changes mean for understanding the functions of Ontario universities in the present era of global economic change. The thesis argues that Ontario universities historically have served three primary functions: ideological, vocational, and research. Political Involvement In Transition: Who Participated, And Electoral Dynamics, In Central And Eastern Europe?, David S. Mason, James R. Kluegel

Using surveys conducted in 1991, this paper examines the sociodemographic, experiential and ideological determinants of nonelectoral and electoral political participation in eight postcommunist states of eastern Europe, with comparisons to Germany and the United States. Comparing the postcommunist states to the capitalist ones, we find the determinants of participation in the former largely conform to the patterns in the west, with education playing an especially large role. In the postcommunist states, we found that youth, political anger and antisocialist ideology were important determinants of political protest and party sympathy, but not of the decision to vote in the initial elections. …

Smith was against slavery on moral and economic grounds. The "invisible hand" in societies which allow slavery, operates in such a way that increases in the wealth of the rich, leads to increased misery for the poor free citizens as well as for the slaves themselves. It seems that the beneficial workings of the "invisible hand" are dependent upon commercial societies which arc not based upon the institution of slavery.

This Occasional Paper, based on a presentation to the National Puerto Rican Coalition in Washington, DC, in 1992, proposes some limitations in "quantitative-only" research focusing on Puerto Rican poverty in the United States. An overreliance on quantitative-based analysis, as well as overlooking historical and comparative data, may not allow for a full understanding and awareness of the nature and maintenance of poverty in Puerto Rican communities in the United States. While the presentation acknowledges the importance of sophisticated quantitative research, it implies that joined together with historical and comparative analysis, investigations of Puerto Rican poverty would be vastly improved. Natural and nature are complex words, fraught with ambiguity and contradiction. This paper does not attempt to give a complete account of Smith's use of these words. However, it does demonstrate that Smith did not necessarily approve of what he called "natural" or "nature". Economists and others who assume otherwise are in error. A study, analysis, and/or interpretation of Smith's work which depends upon this (at times unstated) assumption - that Smith necessarily approved of "nature" or the "natural"- needs to be read with great care; perhaps even incredulity.1

A study of 134 Rhode Island programs, administered during the state's budget crisis in the fiscal years 1987 to 1991, yielded a number of important lessons. The more mandated formula spending there was in a budget, the more uncontrollable was the budget. There is a spending bias ingrained in the political culture. Some nonentitlement spending can be difficult to curtail. Cutback management strategies are inadequate to address significant revenue shortfalls.
