As a country of origin, transit, and destination for migrants that now borders four European Union (EU) member countries, Ukraine has seen future integration possibilities with the EU become, in part, conditional upon its willingness to cooperate in controlling cross-border migration. The EU is now “externalizing” aspects of migration and border control to Ukraine through making investments in Ukraine’s capacity to selectively “manage” cross-border flows in line with EU security and economy priorities. This thesis examines the evaluation of the economic, environmental and social effects of dams, and lessons learned from previous dams. It then focuses on cost benefit analysis as a decision-making tool pre-project for evaluating the potential gains and losses of building a dam; and as a framework for evaluating dams in operation. It reviews the basic assumptions required for a legitimate cost benefit analysis, and the inherent limitations of this method. More particularly, the region faces a pressing crisis of water security, where rapid urbanization has outpaced water sector development. The discussion of aid effectiveness continues to gain prominence in international development policy discourse and analysis. However, the question of why aid seems to be ineffective is far more complicated and remains largely unanswered. While the notions that aid drives donors’ interests and creates dependency are still relevant, this thesis confronts the problem, by examining the issues that influenced the operationalisation and effectiveness of aid programs in the context of Ghana’s Community-Based Rural Development Project (CBRDP) (2005-2011). Foreign aid donors increasingly demand that aid is used efficiently and effectively. This study examines the effect of corruption levels, measured by the Corruption Perceptions Index, within a recipient country on the levels of economic growth. A growing literature outlines the mechanisms through which corruption impedes economic growth and is summarized within. Additionally, as longevity gains may result from foreign aid but are not captured in economic growth, this study computes a variable called the Life Quality Indicator (LQI) that combines such gains with economic growth and examines corruption’s effect on LQI growth. Analysis of the National Sample Survey Data from 2011-2012 shows that a gender-based education gap exists. Women are more likely than men to be illiterate. Some parents continue to view household duties as more important than education in the case of girls, causing some to drop out in primary and middle school, which leads to lower experience accumulation. However, females are almost equally as likely as males to be enrolled in school, and an equal proportion of males and females earn higher education degrees. Fossil Fuel Subsidies: Impacts And Reform Strategies, Jennifer E. Good

This thesis uses cross-country panel regressions to identify the effects of fossil-fuel subsidies for both oil importers and oil exporters on GDP growth, industry growth, crowding out of government expenditures in education, health, and infrastructure, government debt, carbon dioxide emissions, inequality and poverty. Fossil-fuel subsidies are found to be associated with lower levels of growth and industry growth, less government expenditure on health and education, poorer infrastructure quality, more government debt, and higher rates of carbon dioxide emissions. No relationship is found between fossil fuel subsidies and poverty and inequality. These results confirm the arguments of those that argue that …

The purpose of this study is to explore the mechanics of guanxi in an organizational setting, focusing on the use of interpersonal relationships within Chinese firms to discover how firms initiate, build and use guanxi networks. Two richly detailed case studies document changes that take place over time in two distinct networks with respect to key actors and their contacts. This research also investigates patterns of social structure that emerge over time in these two distinct cases looking at brokerage relationships, network density, and dyadic redundancy in three waves at six month intervals. The five-factor model (FFM) of personality variation has been replicated across a range of human societies, suggesting the FFM is a human universal. However, most studies of the FFM have been restricted to literate, urban populations, which are uncharacteristic of the majority of human evolutionary history. We present the first test of the FFM in a largely illiterate, indigenous society. Tsimane forager–horticulturalist men and women of Bolivia (n = 632) completed a translation of the 44-item Big Five Inventory (Benet-Martínez & John, 1998), a widely used metric of the FFM. The chapter provides an introduction into law and globalization for sociolegal studies. Instead of treating globalization as an external factor that impacts the law, globalization and law are here viewed as intertwined. I suggest that three types of globalization should be distinguished—globalization as empirical phenomenon, globalization as theory, and globalization as ideology. I go on to discuss one central theme of globalization, namely in what way society, and therefore law, move beyond the state. Monetary Regime Choice In Singapore: Would A Tayor Rule Outperform Exchange-Rate Management?, Hwee Kwan Chow, G.C. Lim, P. Mcnelis

This paper adopts a dynamic stochastic general equilibrium-vector autorgressive (DSGE-VAR) approach to examine the managed exchange-rate system at work in Singapore. We examine if the country has any reason to fear floating the exchange rate and adopting a Taylor rule. Our results show that, in terms of overall inflation volatility, the exchange rate rule has a comparative advantage over the Taylor rule when export price shocks are the major sources of real volatility, while a Taylor rule dominates when domestic productivity shocks drive real volatility. The exchange-rate rule also dominates the Taylor rule for reducing inflation persistence.

梁漱溟乡村建设的核心思想是人的建设和社会的重建。在过去的20年里,一批年轻人在梁漱溟等先人思想的感召下,面对全球化带来的一些列社会问题的挑战,全身心地投入到乡村重建的工作中,从90年支持农民的维权行动,发展到2000年开展综合的新农村建设,坚持不懈地直到今天的生态文明建设的工作。梁漱溟乡村建设中心一直积极地参与到这些工作中,尤其是在组织大学生支农调研维权,到支持农民合作组织来建设农村的自治组织,通过社区支持农业来建构城市和农村互相支持的平台等方面发挥了重要的作用。

在多年的实践中,梁漱溟乡村建设中心意识到要实现乡村建设的目标是需要一个长期的努力过程,尤其是在培养人才,进而形成内生的自我解决社会问题的力量。在这个过程中,如何协助参与这个过程的人群的学习,不仅是我们自己,还有我们的合作伙伴-农民,作为主体能够意识到自身所处的小乡村的命运与大社会变革的关系,进而转化为主动型维护自身阶层利益的能力,是非常重要的,也是我们目前所面对的巨大挑战。

Liang Shuming’s core philosophy for rural reconstruction is human reconstruction and social reconstruction. In the past 20 years, a group of people, who believe the philosophy of rural reconstruction, have taken the challenges of globalization through supporting farmers’ legal appeal to protect their rights in the 1990s, supporting government’ new socialist rural reconstruction program in 2000s, and further to build ecological civilization in the society in 2010s. 在近代中国思潮的起伏波动中,重商主义的倡导与中国传统的重农思想的冲突在所不免,由此引发了一场持续数十年的“工商立国”与“农业立国”之争。自1901年初《自强说》发表至1911年清朝覆亡的10年间,见诸报刊的讨论文字日渐增多,其观点则大致可分为工商为本论,农工商并重论,农业为本论三大类。1920年《农业立国意见书》的发表,标志着“农业立国论”将在未来的历史选择中开始拥有了独特的时代意义和价值。从某种意义而言,它形成了其后乡村建设思想的历史起点。

卢作孚主持的嘉陵江三峡乡村建设运动,是民国时期众多乡村建设实验中持续时间最长(1927~1949),成效突出的一个。其重要原因是卢作孚将“乡村现代化”作为其乡村建设运动的宗旨和理想目标;将“以经济建设为中心”作为实现“乡村现代化”的建设方式和实践方针。两者相辅相成,成为嘉陵江三峡乡村建设运动持续不衰的动力,也成为在民国时期众多乡村建设实验取得与众不同较大成就、较好成效的重要原因,对今天建设社会主义新农村和西部大开发具有现实启示意义。

An exploration of Lu Zuofu's thoughts and practices on rural reconstruction

Of the many rural reconstruction experiments that took place during the Republic Period, the "Jialing River Three Gorges Rural Reconstruction Movement " conducted by Lu Zuofu was the most long – lasting and had outstanding success. 晏阳初先生是世界著名平民教育家,中国乡村建设运动的奠基人,在上世纪20年代初兴起的的中国平民教育和乡村建设运动中,他一枝独秀,在时间上坚持最长,从1926年定县实验开始到1990年逝世,长达70余年;在空间上扩展最广,从中国的华北(河北定县实验县)、华中(湖南衡山实验县)华西(新都实验县、华西实验区)到亚洲(菲律宾、泰国、印度)非洲(加纳)拉丁美洲(危地马拉、哥伦比亚)。他不但长期躬身实践,积累了丰富的实践经验,而且创造了完整的理论体系,被广泛地运用于世界乡村改造运动。

晏阳初的乡村建设的历程,可分为三个阶段。1926年开始的定县实验,标志着晏阳初领导的平民教育运动实现了从识字运动到乡村建设的(即兼及对人和自然环境、社会环境进行综合改造)的重大转折。这是一个质的突破,标志着平民教育运动发展到一个崭新的阶段。到1936年6月,定县实验才因抗日战争爆发而被迫停止。这10年,是晏阳初乡村建设运动的第一阶段。第一阶段的主要成果是创造了“定县经验”,找到了建设中国农村的正确方法,后来被证明也是适合改造世界贫困农村的正确方法。第二阶段包括湖南衡山实验县、四川新都实验县及华西实验区的工作,其中尤以华西实验区的工作为代表,历时13年。第三阶段是从上世纪50年代起将产生于中国大地,由中国人创造的乡村建设理论推向世界大舞台,经受了不同国度的人文环境、自然环境、政治环境的长期考验。这个阶段是以菲律宾的乡村建设为起始,扩展到亚、非、拉广大第三世界国家和地区,从1950年开始到1990年晏阳初逝世,历时40年。

Yang Yangchu was a world famous civil educator, the founder of national rural construction movement. 重庆民间非营利公益组织合初人文化传播社,就是在对这个问题的困惑与思考中创办的,也是在对这个问题的回答中找到了力量的源泉,并在持续的行动中不断地探索着现实的道路——从“本体健康”理念的提出,到健康文化的倡导,到农耕身心康复的尝试……

从帮助城市农民工的自我认知、自我认同、心理健康与人文社会公益教育,到城乡互助与CSA本地化实践……

从合初人自然农园雇佣劳动力从事农耕生产到扶持生态小农户的生态生计,再到“新农夫实习计划”……

从帮助农民工融入城市到“发现与复兴中国乡村社会的魅力”愿景……

从生态农业的试验到生态社区的设计……

从九年前用1万元注册机构组织到三年前1.5万元启动生态农园……

“幸福生活社区课堂”从城市到乡村……

合初人正在探索着如何不依赖政府和资本,如何靠普通人的互助,靠社会力量的支持,靠清醒的信念和本源的力量去持之以恒,走出属于普通人的更多自主、更多合作与更多快乐、幸福的生态生存与永续生活之路……
