Consumption taxes play a major role in revenue generation for many developing countries. They are also used to encourage or discourage certain consumption behaviors. However, the administrative aspects of implementing these taxes can create challenges for the tax authorities, and lead to distortions in taxpayer behavior. To overcome these challenges, efforts have been made to simplify policies and utilize technology to improve administration and compliance. My dissertation aims to provide empirical evidence on the effects of three consumption or commodity tax policy reforms in Indonesia. The dissertation consists of three essays as follows.

Whether the activities of lawyers might hamper economic growth has been hotly contested over the past three decades. Contradictory conclusions have flowed from evidence that typically has focused on the impact of lawyers on the growth rates of countries. Disputes over definitions and samples that vary among countries have colored portions of these debates. We surmount many of these issues by adopting a 50-state panel covering the period 2005-2018 for the United States and by utilizing widely accepted variables regarding economic activity and who is considered a lawyer. The problem explored in this mixed-method research is that many cities are unprepared for urban growth, which can only increase poverty and crime. The traditional transportation system is inadequate to support the increase of urbanism; it is responsible for polluting the air, increasing greenhouse gases, and losing thousands of lives annually due to car crashes and road-related accidents. The transportation sector is responsible for 28% of the overall greenhouse gas emissions (Environmental Protection Agency, 2018), and the economic costs of vehicle crashes in the United States totaled $340 billion (Department of Transportation, 2019).

The Philippine economy grew 7.2 percent, featuring robust growth despite facing domestic challenges. Fourth quarter growth reflected a more optimistic consumer sentiment as the economy continued to open up. Economic growth in Q4 2022 was 7.2 percent year-on-year and 17.1 percent quarter-on-quarter (q-o-q), showing the Philippines’ consistent effort to create a positive growth outlook for the economy (see Table 1). Year-on-year growth exceeded the median analyst forecast of 6.8 percent despite accelerating inflation and growing food security issues. Given the mixed results of the existing research on the relationship between transport infrastructure and economic growth in Indonesia, this study, which aims to examine this relationship, uses two approaches, first using time-series data and second using panel data. From the first approach, this study concludes that there is a unidirectional relationship from economic growth to road infrastructure, while between economic growth and air and sea transportation infrastructure there is no relationship. Similar results were also found using the second approach. The growth of three types transport infrastructure does not have a significant effect on economic growth.

The Freedman's Savings and Trust Company (the Freedman’s Bank), collapsed in 1874, resulting in the loss of savings for many African American depositors. This study uses a difference-in-difference analysis to investigate the impact of the closure of the Freedman's Bank on the economic well-being of African American taxpayers in Georgia and Kentucky during the Reconstruction era. The analysis did not identify a statistically significant treatment effect; however, it highlights the potential of previously unused archival data sources for future research. Disability culture is often misunderstood by counselors who lack extensive training in working with individuals with disabilities (IWDs) (Stuntzner & Hartley, 2014). This quantitative study used the Counseling Clients with Disability Survey (CCDS) to explore the beliefs and perceived knowledge of counselors-in-training (CITs), counselors, and counselor educators regarding preparation to counsel IWDs, which is particularly important as disability status can change across the lifespan, and given that the Council for Accreditation of Counseling and Related Educational Programs (CACREP) Standards Review Committee provided a guide to the draft standards incorporating the infusion of disability concepts. This conceptual paper will aid counselors and mental health professionals in obtaining insight to utilizing a Social Determinants of Mental Health Framework with older adult clients. Further, the article incorporates the Multicultural and Social Justice Counseling Competencies to further contextualize the therapeutic alliance. The authors utilize the Social Determinants of Mental Health Framework to frame counseling assessment, case conceptualization, and treatment planning to improve the mental health outcomes of older adults. The article utilizes a specific case example to assess, conceptualize, and plan treatment for an older adult client contextualized in their environment.

Economic Freedom And One-Way Truck Rental Prices: An Empirical Note, Alexander Cardazzi, Robert A. Lawson

This study examines the one-way truck rental prices for 378 cities. There are large price differentials in one-way rental prices between city pairs. The pull of people toward higher economic freedom locales and push away from lower economic freedom locales is found to be an important determinant of the city-pair price differentials.

This study investigates EKC hypothesis in Indonesia over the period of 1980–2019. Within the EKC framework, we examine the impact of GDP, energy consumption, and financial development on CO2 emissions using ARDL bound-test. The results show that the study variables are cointegrated, representing a long-run relationship. The EKC hypothesis is not validated as we found a U-shaped relationship. Given the turning point (IDR13,274,579) has been reached in 1987, a further increase in GDP would only be associated with an increase in CO2 emissions. While energy consumption increases CO2 emissions, financial development seems to improve environmental quality by lowering CO2 emissions.

Financial inclusion is a critical means of empowering individuals to improve their own lives, and Uganda provides an excellent case study for examining various financial mechanisms in a developing country context. This thesis investigates four such mechanisms: formal banks, microfinance institutions, mobile money, and contribution clubs. The analysis is conducted using five criteria to evaluate their level of inclusion: (1) quantitative coverage, (2) standard of living, (3) gender, (4) education, and (5) social capital. This paper combines two datasets to identify the effect of joining a bilateral Free Trade Agreement with the United States on innovation in four select countries: Australia, Chile, Singapore, and South Korea. Using an probability concordance developed by Lybbert and Zolas (2014), I map the number of patents recorded by the World Intellectual Property Organization (WIPO) into four digit North-American-Industry-Classification-System (NAICS) codes, which are then combined with industry level trade data from the US International Trade Committee (USITC). This paper investigates the relationship between the Paycheck Protec- tion Program (PPP) and real estate price increases. The Paycheck Protection Program was established by the Small Business Association in 2020 to pro- vide forgivable loans to businesses to aid with potential losses from COVID- 19 impacts. I leverage zip code level data across the United States and a fixed effects panel data model to quantitatively measure the PPP’s influence on housing and rental prices. To do this, I examine the relationship between a proxy for drug movement from Mexico and large economic variables in the country. Using data on individuals from the National Income Dynamics Study (NIDS), this paper analyzes the relationship between intergenerational mobility and subjective well-being for two cohorts of South Africans. Subjective well-being has been measured using a multitude of factors, but the impact of changing economic mobility on reported life satisfaction has been less explored in the context of South Africa. Education and social mobility are the two mobility variables used to understand how changes in economic status relative to one’s parents affect self-reported well-being. Is Democracy Good For Growth? Development At Political Transition Time Matters, Di Sima, Fali Huang

Is democracy a better political regime for economic prosperity than autocracy? This paper shows that the answer depends on the initial economic development level during the democratic transition when the foundation of institutions was laid. Democracy facilitates growth only in countries that already have adequate development at transition time. These countries are more likely to create and sustain growth-enhancing institutions than others. Without appropriate development, democracy does not improve growth; this applies to about 40% of the third-wave democratized countries. These results are based on a sample of 153 countries in 1960–2010 and robust to various specifications and endogeneity issues.

The nonlinear relationship of pollution emissions with economic growth alongside energy consumption variables was examined to test the Environmental Kuznets Curve (EKC) hypothesis using a panel sample comprising 34 Asian economies from 2001 to 2013. Panel Autoregressive Distributed Lag models in the forms of Pooled Mean Group and Mean Group models were estimated and tested against one another using the Hausman test. For robustness checks, the same econometric techniques were applied to disaggregated panel groups based on income classifications. This paper explores how human development responds to selected macroeconomic shocks in Nigeria. Gaurav Vasisht served as assistant counsel, banking and financial services, to the governor of New York during the Global Financial Crisis of 2007–2009 (GFC). In his role, Vasisht set the governor’s agenda for banking and financial policy and oversaw the regulatory and legislative priorities of the state banking and insurance departments. Vasisht played a pivotal role in developing and drafting consumer protection legislation, particularly as it related to housing foreclosures at the time of the crisis. Kevin Stiroh was head of the Financial Sector Analysis Supervision Group at the Federal Reserve Bank of New York (FRBNY) during the Global Financial Crisis of 2007–2009 (GFC). At the FRBNY, Stiroh was a leader in the design of the “stress test” for the banking system, the Supervisory Capital Assessment Program (SCAP). In the aftermath of the GFC, members of the FRBNY, including Stiroh, drafted a report on systemic risk and bank supervision, laying out lessons learned from the crisis and their recommendations. Veerathai Santiprabhob was the governor of the Bank of Thailand from 2015 to 2020, a period that included the onset of the COVID-19 pandemic. Earlier in his career, he was an economist at the International Monetary Fund. At the time of the 1997–1998 Asian Financial Crisis, he returned to his home country to take a position at the Ministry of Finance.
