An Exploration Into Individual Development Accounts As An Anti-Poverty Strategy, Timothy G. Reutebuch

The Journal of Sociology & Social Welfare

A non-random, cross-sectional sampling procedure was utilized in this study to determine what factors are related to households choosing to utilize Individual Development Accounts (IDAs) as a means to escape poverty. Surveys from 111 households were collected from September 1997, to April 1999, in seven Ohio counties to elucidate the relationship between the level of assets in working poor households and selected household demographic variables, and the decision on whether or not to actually participate in an IDA program. Findings revealed that households 1) with more than one wage earner and 2) with higher levels of education are more likely …

Measuring economic activity associated with the ocean through examination of the goods and services produced by specified industries and in coastal locations will provide answers to many of the most commonly asked questions about the ocean economy. But even this data will still be incomplete. Beyond are a variety of "non-market" values, which are needed to complete the picture. Globalization has of late become the lingua franca of the study of the international political economic system. As its ideological counterpart, globalization has elevated neoliberalism to the status of an international theology. Voluntary free trade has the potential, slowly and gradually over time, to create "general opulence" because it allows workers to acquire greater competency and specialization: in a word, workers become more productive. The creation of a Free Trade Area of the Americas (FTAA) would expand market areas and thereby potentially contribute to raising future living standards of workers. This paper seeks to analyze the theoretical basis for trade, provide an economic overview of FTAA countries, and analyze the winners and losers from trade.

Overall prosperity in the Greater Boston region masks the extreme diversity among its cities and towns. Some areas have experienced robust growth in relatively high paying industries. Others have faced growth only in low-paying jobs, accompanied in many cases by a substantial decline in high-paying sectors. By examining the area’s five subregions in terms of industry types, wage levels, and employment growth, we begin to see reasons for these differences.

This report presents results from a quantitative and qualitative study on youth livelihood opportunities in Egypt. The study was motivated by growing evidence of increasing unemployment among the young at a time when new entrants into the labor force are also increasing at unprecedented rates. Egypt has a youth population of over 13 million aged 15–24—over a fifth of the total population. They constitute the largest segment of the economically active population. In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

The impact of restructuring in the manufacturing sector of Kitchener, Ontario has been felt in many ways. For those who were displaced, the alternatives for re-employment were limited. In some cases, workers have turned to self employment and small firm creation as a source of income. This study attempts to quantify the business dynamic at work in the Manufacturing and Business Service sectors in Kitchener between 1987 and 1998. An Econometric Look At Inefficiency Among Us States, 1977-1986, Gregory J. Brock

U.S. states during the 1977-1986 business cycle are found to have small but significant technical inefficiency in the private sector. Inefficiency is influenced by several factors, including prior economic performance, location, Hicks labor augmenting technical progress in the manufacturing sector in an earlier 1970s period, college graduation, and income inequality. The existence of a monetary channel, urban agglomeration, and a high school diploma "sheepskin" effect for improved technical efficiency are rejected. Results from earlier studies using noneconometric methods to measure technical efficiency are independently confirmed, indicating that interstate technical inefficiency exists and can be measured using both parametric and nonparametric …

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

This research report examines the socio-economic differentials of remittances in Kerian, Hilir Perak, Sabak Bemam and Rembau, using data from a based on a survey on "Consequences of Rural Depopulation on the Agricultural Communities" conducted in 1997 by a group of researchers from the University of Malaya. Many commentators have extolled the virtues of new information and communication technologies (ICTs) in reducing poverty and improving the quality of life. While such arguments have been used before in relation to many predecessor technologies, including other earlier communications technologies, the promise has often floundered. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.
