The areas surrounding Marshall University (MU) in Huntington, West Virginia (WV) are underemployed and economically distressed. MU has an opportunity to support workforce development in the region, aligning with leading geographical regions in agriculture and natural resources (ANR) by offering microcredentials designed to meet the relevant needs of the current workforce. With more than 20,000 students enrolled across eight distinctive colleges and schools, offering more than 200 degree and certificate programs, and employing a total workforce exceeding 3,500, PSU contributes significantly to economic, social and community vibrancy through its core educational, research and engagement activities. This conceptual overview offers a comprehensive overview of systemic pathways that negatively impact the mental health of Black Men throughout their lives. Our argument highlights the importance for counselors and mental health professionals to utilize a thorough social risk assessment that considers these pathways in order to effectively address the mental health needs of Black Men while fostering positive working relationships. This overview strongly advocates for the use of context and structural determinants when evaluating mental health symptoms. Without an appropriate understanding of social risk and determinants, counselors may inadvertently perpetuate disparities by decontextualizing symptomology, and reproducing racist discourse.

Is West Virginia A Haven For Disabled Workers? An Evolving Story, James V. Koch, Robert M. Mcnab

With a particular focus on West Virginia, this study utilizes state-level monthly panel data over 13 years (2010-2022) to examine the determinants of the rates of application of individuals for Social Security Administration disabled worker income payments (SSDI) and the initial recommendations of those applications for approval by the states. Application rates are particularly sensitive to the educational attainment of state populations and approval rates to economic conditions. However, in contrast to media coverage and public perceptions, both the number of applications for SSDI and approval rates have been declining nationally and in West Virginia.

[Introduction] Today's most mature, most sophisticated, best-in-class forecasting is what we call consumption-based forecasting (CBF). In contrast, the least sophisticated companies typically do not forecast at all, but rather set financial targets based on management expectations. Companies beginning to use statistical forecasting techniques usually take a supply-centric orientation, relying on time series techniques applied to shipment and/or order history. The next stage of progression is to incorporate promotions data, economic data, and market data alongside supply-centric data so that regression and other advanced analytics can be used. The first chapter examines New York State's Fiscal Score Monitoring program to find the effect of two quality labels on school district outcomes: fiscal stress scores, reflecting the budget solvency, and environmental stress labels reflecting economic and demographic conditions. Using the NYS school district data from 2013-22, I employ the regression discontinuity design to find the effect of stress labels, in response to the political pressure on district finances, housing, and school outcomes. I find the effect of fiscal stress label is limited, leading to a decrease in the fund balance ratio and an increase in the tax rate. However, …

This paper presents a conceptual prototype of an efficient urban farming community that can be scaled for a single apartment building or an entire community across all global geoeconomics regions, including densely populated cities and rural, developing towns and communities. The purpose of this study is to examine in what ways, if any, the introduction of the equity incentive portion of Louisiana’s performance-based funding model impacted the underserved student groups it was designed to support. I employed a quantitative quasi-experimental design for this study by running three outcome variables (Adult Learner Enrollment, First-Time Enrollment for Racially Minoritized Students, and Low-Income Student Enrollment) by sector (two- and four-year public institutions) and employing a differences-in-differences regression with panel data. In this paper, we propose a new form of multidisciplinary academic collaboration that goes beyond the traditional modes of knowledge exchange. We argue that most research collaboration today is based on interactions between closely related disciplines, in which researchers share data, methods, and insights within a common framework or problem. However, such collaboration may not foster the development of the communication and management skills essential to a multi-disciplinary research career. Barriers to education and training can have a generational impact on socioeconomic status and economic development. Post-traditional students have been shown to experience a variety of barriers to education and family sustaining employment. Social capital has been shown to help alleviate some of the barriers for students resulting in stronger economic outcomes, such job retention, and higher wages. This case study examined a workforce development approach to providing support to post-traditional students in non-credit industry training. Job loss leads to persistent adverse labor market outcomes, but assessments of gender differences in labor market recovery are lacking. We utilize plant closures in Denmark to estimate gender gaps in labor market outcomes and document that women face an increased risk of unemployment and lose a larger share of their earnings in the two years following job displacement. When accounting for observable differences in human Capital across men and women, half of the gender gap in unemployment remains. In a standard decomposition framework, we document that child care imposes an important barrier to women’s labor market recovery regardless of …
