Women’s employment remains highly sensitive to childcare constraints, making childcare availability a critical lever for supporting mothers’ labor force attachment. We study the effects of expanded full-day programming in Head Start, using the 2016 federal funding initiative that targeted grantees with low full-day enrollment. Linking administrative program data, geo-coded center locations, and household data on employment, we estimate a difference-in-differences design by comparing mothers of young children in treated and untreated areas. The policy increased full-day enrollment by 19 percent and raised single mothers’ employment (1.9%), hours (2.5%), and earnings (6.5%). Moving beyond technology-centered theories of digital transformation, this thesis examines the institutional and governance factors shaping digital public service delivery in Egypt. It analyzes how governance structures, data governance arrangements, and interoperability frameworks influence the extent to which digital transformation initiatives result in integrated, scalable, and citizen-facing public services. Using a qualitative research design, the study draws on an analysis of relevant policy and program documents and semi-structured interviews with key stakeholders involved in digital transformation initiatives in Egypt. Encouraging Naturalization: The Broader Effects Of Daca On U.S. Immigration, Emily Battaglia, Thomas Pearson

This paper examines how protection from deportation and work authorization affect immigration outcomes, focusing on Deferred Action for Childhood Arrivals (DACA). Using a difference-in-differences design exploiting geographic variation in exposure to DACA-eligible immigrants, we find that DACA significantly increased the number of naturalized citizens without increasing the number of noncitizens. This increase is driven by higher naturalization among prior noncitizens, most of whom are likely not DACA beneficiaries. We provide evidence consistent with DACA increasing incentives for, and reducing barriers to, naturalization by protecting undocumented DACA-eligible contacts, suggesting temporary protections can encourage longer-term commitments and permanent residence among existing immigrants.

We estimate the causal effect of attending elite schools in England, Scotland, and Wales on human capital and labor market outcomes for cohorts of children from the 1958 National Child Development Study and the 1970 British Cohort Study. For identification, we employ a nonparametric partial-identification approach that provides bounds on the causal effect by assuming that, on average, there is positive selection into elite school attendance, and that attending an elite school does not worsen average potential human capital or labor market outcomes. Urban Sprawl And Residential Carbon Emissions: Evidence From Indonesia And The Philippines, Yi Jiang, Taylor Lathrop, Alexander D. Rothenberg, Yao Wang

This paper studies how neighborhood density affects residential carbon emissions, using detailed data from Indonesia and the Philippines. To address simultaneity, we instrument density with soil characteristics, and to address sorting, we control for community averages of observed characteristics. Unlike cities in developed countries, we find that density is positively correlated with residential energy use. After controlling for sorting, we find a precise null relationship between density and residential carbon emissions. Our results suggest that policies to control urban sprawl may not be successful in reducing residential carbon emissions in developing country cities.

Despite decades of economic reforms and growing international integration since the 1990s, Brazil has remained one of the most protectionist large economies in the global trading system. Tariff levels remain relatively high, the country maintains a limited network of trade agreements, and non-tariff barriers play a significant role in shaping market access. Existing explanations for this persistence have focused primarily on the influence of organized interests, particularly import-competing industries, and the enduring influence of developmentalist ideas rooted in Brazil’s import-substitution industrialization (ISI) legacy.

Drawing on microdata from the Survey of Health, Aging, and Retirement in Europe, this study compares European Holocaust survivors who received reparations with similar Europeans who did not. It finds that, decades on, recipients are not systematically better or worse off on core outcomes like life satisfaction, savings, and debt. This is consistent with the argument that reparations restore parity rather than create new advantages. Where differences emerge, they point to stabilization in more vulnerable settings (e.g., lower likelihood of high debt in parts of Eastern Europe). I examine the impact of the Affordable Care Act’s Medicaid expansion on maternal and fetal health outcomes using National Center for Health Statistics Natality data from 2006 to 2023. I exploit staggered state adoption as a quasi-experiment, and the staggered differences-in-differences estimates indicate an increase in the share of Medicaid births but broadly no impact on maternal prenatal care, maternal health, and fetal health. The absence of statistically significant effects is consistent across heterogeneity groups. Many New York State school districts spend significant amounts each year for retiree health care benefits, and these payments are expected to grow over the coming decades. This brief summarizes findings from a study examining approximately 300 New York State school districts. Unlike retiree pension plans, which are typically prefunded, retiree health care benefits are funded on a pay-as-you-go basis, meaning that benefits for past employees who are currently retired are paid using current district revenues. Many developing countries are planning to create new capital cities, a place-making policy designed to alleviate congestion and respond to climate change. To evaluate growth and welfare effects, we specify a dynamic quantitative spatial model with public employment, informality, fiscal transfers, and frictions in trade and migration. We calibrate the model with data from Indonesia and conduct policy experiments studying the creation of Nusantara in East Kalimantan. Despite increasing employment in the new capital region, we find that building Nusantara reduces national growth and welfare. Climate change attenuates its negative welfare effects, but only slightly.
