Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik
Upjohn Press
Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

Sinclair Community College, like all institutions of higher education, has tremendous need for accurate enrollment forecasts. Until recently, using a combination of forecasting tools, the forecasts generated by the Office of Institutional Planning and Research (IPR) have been quite adequate. Recently, however, the accuracy of the enrollment predictions has waned considerably. In an effort to reverse this trend, it was decided to add another, previously untried, forecasting method to the IPR arsenal: Autoregressive Integrated Moving Averages, or ARIMA.

The majority of literature dealing with the adult learner concept revolves around teaching methodologies or learning capabilities. While there is some literature on motivation in adult learners, the general assumption is that all those over the age of 25 are similarly motivated and share common perceptions.
To determine whether student perceptions, motivations and needs could be distinguished by age categories, survey results of 936 students at Sinclair Community College were categorized within 4 age cohorts. The development and implementation of a mail questionnaire proved to satisfy the goal of the Dayton Area Chamber of Commerce to promote export activity in the region. The results of the survey indicate that over one third of the respondents to the survey are actively engaged in exporting. The identification on these firms will allow the Chamber to more effectively promote their goods and services abroad.

This thesis examines the automation of the Directorate of Research and Development Contracting at Wright-Patterson Air Force Base. Background information on the Directorate is given along with the previous methods of producing contractual documents. The central problem of the thesis is to determine if the benefits of automating the Directorate outweigh the costs. A cost benefit analysis was used to make this determination. Each cost and each benefit is discussed in great detail along with the methodology used to measure each particular cost and benefit. Hirsch develops a model of union rent-seeking in which the unions capture a share of quasi-rents that make up the normal ROI in long-lived capital and R&D. He finds that in response, firms adjust their investments in vulnerable tangible and intangible capital. Hirsch also attempts to explain the connection between the contraction of the size of unions which occurred in the 1970s and firms' lower profitability, diminished market value, and lower investment levels.

The Nigerian economy was in a deplorable state prior to the introduction of various policy and structural reforms in 1986. During the period of oil boom (1973-80), the production and consumption patterns in the country became import- dependent. With the collapse of oil prices in mid-1981, a foreign exchange crisis emerged. Foreign exchange earnings declined from US $25.9 billion in 1980 to $7.2 billion in 1986 with adverse consequences for the economy. Although the 1988 survey on Foreign Private Investment showed that there was an increase in the net capital inflow through the Nigerian/foreign jointly-owned companies, a closer look revealed that the 22 per cent increase in the level of the gross inflow of capital over the 1987 level was merely due to naira exchange rate depreciation of 222 per cent between December 1987 and December 1988. The industrial sector recorded modest improvement in the fourth quarter of 1990. At 262.8 (1972=100), the index of industrial production showed increases of 7.8 and 4.2 per cent over the levels in the third quarter of 1990 and the fourth quarter of 1989, respectively. The improvement was attributed largely to illcreases of 7.2 and 3.6 per cent in mining and manufacturing output, respectively. Electricity consumption index, on the other hand, fel] below the level in the corresponding quarter of the previous year by 1.7 per cent.

The growth of the money stock maintained the high tempo observed since the third quarter. The acceleration was influenced by the sharp rise in foreign assets ( net) of the banking system and the increase in credit (net) to the domestic economy. Credit (net) to the government sector rose sharply while merchant banks' credit to the private sector was excessive. The expansion in the number and activities of commercial and merchant banks continued into the fourth quarter. The banks' assets and deposit liabilities increased substantially. Activity on the capital market w~ mixed and varied during the fourth quarter. The tempo of activity in the new issues market was very high in contrast'-to developments in the secondary market. The number of stockbroking firms increased from 76 in the third quarter to 80 in the fourth quarter of the year. Also, the unit trust scheme was launched during the quarter. Both the primary and secondary segments of the money market were quite active during the quarter. Total money market instruments outstanding increased substantially while the volume of rediscounts also increased appreciably.

The retail price of some selected consumer items in the Lagos Area rose marginally during the fourth quarter of 1990. The report of the survey conducted by CBN revealed that the prices of 37 out of the 69 commodities sampled increased when compared to their levels in the preceding quarter. Overall, the index of consumer prices was 2238 (1975=100), representing an increase of 2. 7 per cent over the level in the preceding quarter and 6.8 per cent when compared to the corresponding quarter of 1989 (see Table 1). The external sector came under more severe pressure during the fourth quarter of 1990. This was attributed to developments in both foreign exchange receipts and outpayments. While foreign exchange receipts declined by 9.1 per cent, outpayments rose by 23.4 per cent from their levels in the third quarter. As a result of these developments, the overall movement in foreign exchange, which showed a slight surplus in the third quarter of 1990 vis-a-vis the fourth quarter of 1989, turned around to a deficit of $390.3 million in the fourth quarter of 1990. Rolnick and Weber found that a sharp decline in asset prices led to bank panics and, ultimately, bank failures during the free banking era. An examination of New York and Wisconsin free bank portfolios prior to a fall in asset prices indicates banks that weathered the turmoil held significantly different portfolios than closed banks. In general, solvent banks held more loans and specie, and issued more deposits and less bank notes than closed banks.

The main idea under discussion is the implication of monetary and fiscal policy in an Islamic economy framework. This analysis shows how the positively sloped IS and LM curves can be achieved.
