The following is a policy statement issued October 12, 1989, by the "Study Group on Employment, Income, and Occupations" of the Assessment of the Status of African-Americans project conducted by the William Monroe Trotter Institute. The full report of the study group is published in an article entitled "Race and Inequality in the Managerial Age," which appears in Social, Political, and Economic Issues in Black America.

Trotter Review

For the first time in the country's history, the level of skills and education of the African-American labor force is a critical determinant of the potential for growth of the economy itself. The integration of black labor into the economy now means that the development of one is dependent upon the development of the other. To investigate this relationship we first examine the recent performance of the economy and the consequences of that performance for the black standard of living, and then the role the African-American labor force can play in overcoming the economic deficiencies that have plagued the economy.

The Islamic economy is the subject of this thesis, which reviews the basic foundations of this system. The main idea under discussion is the implication of monetary and fiscal policy in an Islamic economy framework. This analysis shows how the positively sloped IS and LM curves can be achieved. These two curves are used to determine the value of national income and expected profit rate. The stability of the system is ensured and the policy effectiveness is studied. This study shows the following results: (1) IS-LM framework can be used to analyze the macroeconomic aspect of Islamic economy. (2) The …

Mathews County Shipbuilding Patterns, 1780-1860, Peter Jennings Wrike

This thesis examines the volume and characteristics of a Chesapeake Bay county's shipbuilding activity to assess its impact on American waterborne commerce. The thesis proposes that this county built a significant number of fast sailing vessels in the late eighteenth and early nineteenth centuries. Previous works on American shipbuilding as well as regional histories have overlooked this county and concentrated on nearby large ports such as Norfolk and Baltimore. This thesis suggests these ports acted more as vessel brokers to the maritime industry than manufacturers and that this county was, among other small bay counties, a major contributor to that …

For many years copyright was a backwater of the law. Perceived as an esoteric and narrow field beset by hypertechnical formalities, the discipline and its practitioners were largely isolated from scholarly and case law developments in other areas. There were exceptions of course. Well before the explosion of intellectual property litigation in the last twenty years, persons such as Zcharia Chaffee Jr. and Judge Learned Hand brought a wealth of learning and a broad perspective to copyright.

Virtually all the issues canvassed above embody the tension that exists in seeking to honor the interests of two generations of creators. For example, the essay has discussed the need for new adaptive artists to have a copyright in their own productions and the dangers that the "subconscious copying rule" poses to new creators, particularly in an age of ubiquitous media.

This study examines the role of the Court of Justice in the major issues of European integration: dismantling technical barriers to the free flow of goods, protecting human rights within the European Community, and facilitating the free movement of capital, people and services. Success or failure of the Court is measured by whether the member states have implemented its rulings and whether the rulings have aided or hindered the development of a European internal market.

This issue of the New England Journal of Public Policy had many beginnings and, like most efforts in which a theme is slowly resolved, probably should not have an ending.

The discussion of this theme started several years ago when a group of senior Boston businesswomen talked about the need and value of meeting on a semi-regular basis. Their purpose would be to focus discussions on a narrow but important issue — the economic advancement of women.

Workforce supply and demand has catapulted "women's issues" to the forefront of the business agenda. These issues will continue to be the poor stepsisters of other corporate needs, however, unless they are recognized as broad-based workforce issues of the 1990s. The dynamics of women's entrance into the labor market have dramatically changed the structure of the family and consequently the needs of both men and women in the business community. The corporate challenge for the next decade will be to solve creatively the work/family puzzle and establish an environment that supports the full utilization of women in business.

As women in a community move into senior positions from which they can influence the economic advancement of women at all levels, commentators have examined factors contributing to their advancement. This article outlines data about the Women's Economic Forum, a Boston group formed in 1985. The degree to which interdependence or "partnership" is a positive element in achieving the group's objectives suggests that other communities could adopt the WEF model.
