This article aims to analyze the settlement of a prolonged conflict between the Free Aceh Movement (Gerakan Aceh Merdeka/GAM) and the Indonesian Government through a Memorandum of Understanding (MoU) of Helsinki that had implications on changing the law for Aceh. Some previous studies stated that Memorandum of Understanding (MoU) as a win-win solution has been working well and give a better chance to end the separatist conflict in Aceh. This article examines the religious transformation of the Muslim middle class and its relationship with the growing sharia market in post-New Order Indonesia. It argues that in the Indonesian neo-liberal era, this spiritual revival considerably influenced the economic realm. The transformation of piety of the Indonesian middle class marked the emergence of new potential economic markets. It was responded to enthusiastically by markets producing selective products with a spiritual content. This article begins with the emergence and shared assumptions of the absence of the state in Lapindo case. This article aims to problematize ‘the truth’ of such assumptions. Adopting Oliver-Smith’s definition of “disasters of development,” this article argues that disaster is not just an event but also a process which can be elaborated through an examination of encompassing political agendas. Therefore, it can trigger the awareness of preventive actions prior to a disaster. The argument of the article are based on a series of critical re-reading of public documents related to the case. This paper tries to understand why religious violence increasingly occurs in post-New Order Indonesia. There are two dominant views in understanding this. First, the secu- rity approach that perceives the violence as a result of the emergent of “radical” agent of political Islam in the more open political space. As a process of military withdrawal from politics, the internal reform of The Indonesian National Defense Forces (Tentara Nasional Indonesia/TNI) has specific characters in its pattern as well as in its professionality. In this paper, Talukder Maniruzzaman’s concept of military withdrawal from politics and Robert K. Merton’s and Talcott Parsons’ functional analysis were laboured to inquire that process experienced by TNI. That inquiry used the combination of quantitative and qualitative methods. But those changes are not fundamental enough to build democratic civil–military relation that relies on civilian supremacy. The process of military reform in Indonesia showed us that the success of democratization of civil–military relation depends on institutional setup of the military related to civilian institutions’ persistency, guidance, and initiative.
