Many regions of Sub-Saharan Africa (SSA) are experiencing fast increases in human population pressure and urbanization. By 2050, feeding a planet of 9 billion people will require an estimated 50 percent increase in agricultural production. Farmers in in the Sahel are exposed to a highly variable weather over time, and to their limited adaptive capacity, therefore often use livestock as income generator, export earnings, and as insurance against weather risk. Scientific evidence suggests that future climate change has the potential to bring about an increase in both the frequency and duration of drought in some regions of the world (United Nations, 2012). Economists have theorized that at least some of the adverse effects of these droughts will be mitigated through various adaptive responses by agricultural producers. This paper reviews the literature surrounding climate change adaptation and mitigation to assess the possible contributions and limitations of heterodox economics to climate change policy. Through interdisciplinary research between economics and environmental issues, this paper aims to stress the importance of utilizing heterodox schools of economics to create more pragmatic and dynamic policy. The secondary aim is to use Austrian frameworks to contribute to the construction of feasible, efficient, and equitable climate change policy.
