The Theory And Measurement Of Producer Response Under Quotas, Lilyan E. Fulginiti, Richard K. Perrin

Tobin and Houthakker's work on consumer behavior under quantity rationing has been extended by many authors, especially through the use of duality theory. This paper uses duality theory to extend the work on demand theory under rationing to the case of producer behavior under quotas. These results permit estimation of otherwise unobservable market supply and demand structures The structure of the farm economy operating under a tobacco quota system is estimated, and the theory is utilized to infer that the supply elasticity of tobacco would be about 70 if the quotas were removed. Agricultural Protection In Developing Countries, Lilyan E. Fulginiti, Richard K. Perrin

The present paper explores why farmers are taxed in poor countries and subsidized in rich countries. Using the economic theory of contests to come to an understanding of the incentives for agricultural protectionism, we first sketch a framework for an excludable and rivalrous rent. We then apply this framework to agricultural protectionism in developing countries.

The Ogallala Aquifer, which underlies a vast area reaching from Nebraska to Texas, is an important source of water for homes, industries and irrigation (Figure 1). Irrigation wells first started tapping the Ogallala in the "Dust Bowl" days of the 1930s, eventually turning 16 million acres of dry cropland and range into highly productive irrigated lands. Irrigation has changed High Plains agriculture from an uncertain and meager existence to a more certain and more viable economic enterprise. The growth in agricultural productivity and the significance of science and technology in contributing to this growth has been well documented by Bredahl, Cline, Evenson (1967), Griliches (1964), and Peterson. The results of these studies generally indicate that over the past several decades, investment in agricultural research has paid off with relatively high rates of return. The problems and policy choices in state and local government finance were the main topics discussed in the major public affairs extension program of the University of Nebraska in 1961-62. The program was entitled: "Let's Talk About Nebraska Taxes." This educational activity for the citizens of the state was planned, prepared, and presented by the extension staff in agricultural economics under the leadership of the public affairs specialist. The general purpose of the program was to meet the need and desire for objective information on this important public issue as expressed by farm and nonfarm people throughout the state.
