Farmers are becoming increasingly aware of the environmental consequences of farming practices that have become "conventional" over the last 30 to 40 years. As agricultural producers, they are expressing concern about erosion, ground water contamination, and personal health considerations from chemical use. At the same time, farmers are concerned about the economic viability of their operations. Farmers cannot afford to sacrifice net farm income in order to meet stricter environmental regulations. A software package named Planetor has been developed that can be used to examine the interrelationships between economic sustainability and environmental safety. The theoretical analysis of competitive firm behavior under economic uncertainty has been explored in the areas of input and output price uncertainty in the papers by Baron (1970), Sandmo (1971), Batra and Ullah (1974), and Blair (1974) among others. The issue of the competitive firm facing production uncertainty generated by input quality variability was addressed in a paper by Ratti and Ullah (1976). Incomplete and varying degrees of information on product quality creates risk in a market transaction. Numerous researchers have documented that market participants will react differently in the presence of risk depending upon their attitudes toward risk. Many of these studies have classified agricultural market participants according to the Arrow-Pratt risk aversion coefficient into three general categories of risk averse, risk neutral, or risk preferring (Raskin and Cochran, Wilson and Eidman, King and Robinson) and have found individuals in all three categories. South Dakota has one-third of the 410,000 wetland acres enrolled in the U.S. Conservation Reserve Program in the 8th and 9th signup periods in 1989. The major objectives are: (1) to examine the major characteristics of CRP wetland tracts, and (2) to determine post-CRP contract land use plans for CRP wetland tracts. The major data sources are the USDA CRP contract file database for South Dakota and a 1993 CRP survey of a random sample of South Dakota CRP contract holders. The major objective is to determine the most important factors that affect contract holders post-CRP land use decisions in South Dakota. The major data source is a 1993 CRP survey sent to a random sample of 8. 33% of South Dakota CRP contract holders and completed by 5 5 6 of 1133 persons contacted. Management, socio-economic, and land use intentions data are combined with their CRP contract file from USDA. Respondents are classified into major categories based on their post-contract CRP land use intentions. In terms of population and income, South Dakota is a small, rural state relative to the rest of the nation. South Dakota's 1992 Gross State Product (GSP) was roughly 12 billion dollars, which implies South Dakota contributes .2% toward U.S. Gross Domestic Product (GDP). The agricultural sector of the South Dakota economy contributed approximately 10% to GSP in 1992. The beef industry is the largest agricultural subsector in the state. In 1992, it generated 1.3 billion dollars in marketing revenue and produced approximately 41% of agriculture's contribution to GSP. This paper proposes a model of joint product smuggling which explicitly examines the roles of uncertainty, enforcement, taxes, and the magnitude of a real resource cost in determining the firm's decision to smuggle and smuggling's impact on welfare and tax revenue collection. A framework is presented in which: 1) the tax rate, 2) the level of government enforcement, and 3) the real resource cost are analyzed to determine their impact on a firm's decision to smuggle or engage in strictly legal trade. This paper covers one component of a research project aimed at exploring the sustainability of beef cattle production in South Dakota. In this exploratory research, farmers/ranchers who follow alternative "near-organic" production practices are being studied in relation to farmers/ranchers who follow "mainstream" production practices. The study is being accomplished through comparisons of four "matching" pairs of "near-organic" and "mainstream" case study farms/ranches, with the members of each pair being as similar as possible in size-of-operation, types of cattle, natural and economic resources, and overall farm management levels.
