Property taxes are the primary revenue instrument of local governments in the United States, yet the burdens they impose are distributed unevenly. Farmland, because it cannot be relocated, often absorbs a disproportionate share. This paper examines two related questions: what fiscal factors determine how heavily agricultural land is taxed, and do those tax rates capitalize into farmland asset values? Using an annual panel of Iowa, Illinois, Indiana, Kansas, Minnesota, Nebraska, and Wisconsin from 2009 to 2022, we first document how each state allocates property tax revenue across four major spending categories (education, public welfare, health, and utilities) finding that all …

This study evaluated the feasibility of converting corn stover into biogas through anaerobic digestion (AD) in Jo Daviess and Carroll Counties, Illinois, with consideration of the Savanna Industrial Park as a potential centralized processing hub. Although corn stover represents one of the largest biomass resources in the United States, this research identifies a critical gap between theoretical availability and practically recoverable feedstock. This study examines the relationship between Adverse Childhood Experiences (ACEs) and preventive healthcare use among adults in Georgia, specifically within rural populations facing structural barriers. Using 2023 Georgia Behavioral Risk Factor Surveillance System (BRFSS) data, the research analyzes associations between ACE exposure, rural residence, and preventive care outcomes, including physical exams and flu vaccinations. Dryland crop production in Nebraska's semi-arid High Plains faces challenges from fluctuating weather impacts of climate change, including extreme temperatures, short growing seasons, and recurring droughts. Proso millet is an alternative crop used to build a more robust three-year rotation in the region, rather than the traditional two-year wheat-fallow cycle. This dissertation provides a systems-level assessment of proso millet, a climate-resilient crop with great potential to support sustainable cropping systems in the US High Plains. This dissertation consists of two essays: the first examines the welfare and trade implications of the 2016–2017 drought in Brazil and the subsequent temporary import ban on Robusta coffee; the second examines how trade openness influences agricultural total factor productivity across 26 NUTS-2 regions in Türkiye from 2013 to 2020.

The first essay focuses on Brazil, a major Robusta coffee producer and exporter that faced a significant drought in 2016–17, reducing Robusta output. Despite decades of investment in agricultural research and rice development, the Philippines continues to face stagnation in domestic rice production. This persistent trend, occurring despite a sizable arable land base and large rural workforce, has contributed to the country’s growing reliance on rice imports to meet national food needs. In response, the government has implemented a tariff-based import system designed to fund domestic productivity improvements. This needs-based assessment provides insight into the challenges of small meat processors in two regions of the US. On-line surveys were provided to processors and despite regional differences, data show approximately 70% of processors in each state find retention of skilled labor the greatest challenge in maintaining current levels of operation and impede future growth. These findings suggest educational and certification programing may help improve small processor viability and mitigate local food security concerns. Given the disparity in animal production and livestock availability between these diverse states but similarity in responses, we posit this information is translatable across the US.

Given the rapidly shifting climate, high vulnerability, and low adaptability to climate related changes that rural areas face, this study highlights the complex relationship between climate change -- especially water scarcity -- agriculture, and internal migration in rural Jordan. In this manuscript, we explore the intersection of artificial intelligence (AI) and equitable learning in higher education, focusing on data science as a subset of AI and social justice as the core theme of equity. Our investigation sheds light on the nuanced tensions inherent in employing data science for social justice. Rooted in situated perspectives of learning and consequential learning, our study employs an instrumental case-study methodology and analysis techniques from interaction and conversation analysis. Coral reefs are one of Earth’s most vital and threatened ecosystems. They protect coastlines, generate billions of dollars of tourism revenue, support valuable fisheries, and contribute to the development of vital medicines. Yet half of the world's coral reefs have been lost in the last 50 years, and 90% of remaining reefs are projected to die off by the middle of this century, mainly due to warming seas from climate change.

Federally supported risk management programs for livestock producers have existed for the last twenty years. Among these, Livestock Risk Protection (LRP) is a federally subsidized insurance tool available for cattle producers to manage downside price risk. In recent years, participation in LRP has surged.
