During 2021/22, the Council continued to monitor biosecurity-related developments at national and State levels and proactively engaged with industry, community and government on biosecurity matters.

The key areas of advice that were progressed during the year were:

• The use of biological control agents to manage pests;
• Mechanisms for funding biosecurity and pest management; and
• Other matters as requested by the Minister.

Mismatches between parental genomes in selfish elements are frequently hypothesized to underlie hybrid dysfunction and drive speciation. However, because the genetic basis of most hybrid incompatibilities is unknown, testing the contribution of selfish elements to reproductive isolation is difficult. Atmospheric soot loadings from nuclear weapon detonation would cause disruptions to the Earth’s climate, limiting terrestrial and aquatic food production. Here, we use climate, crop and fishery models to estimate the impacts arising from six scenarios of stratospheric soot injection, predicting the total food calories available in each nation post-war after stored food is consumed. In quantifying impacts away from target areas, we demonstrate that soot injections larger than 5 Tg would lead to mass food shortages, and livestock and aquatic food production would be unable to compensate for reduced crop output, in almost all countries. I provide insight on colonialist tendencies, or ways in which the marginalization of Indigenous peoples is deeply entrenched within government, educational, and other leadership settings, as a way to evaluate and restructure urban agriculture projects to serve, represent and heal Native communities. Mississippi leads the United States in food insecurity, with 15.3% of Mississippians experiencing food insecurity in a given year. To determine the impacts of the COVID-19 pandemic on the food insecurity of Mississippians, a survey containing the USDA Household Food Security Questionnaire was distributed to adult Mississippi residents. By employing the USDA Household Food Security Scale and the Foster-Greer-Thorbecke Methodology, this study finds that the food insecurity rate, food insecurity gap, and squared food insecurity gap have worsened in Mississippi since the beginning of the COVID-19 pandemic. A handful of recent papers have documented positive impacts on dietary quality resulting from interventions that remind people to consider health through prompt messages or subtle priming in supermarkets and in controlled, online experiments. These studies have focused on the impact of reminders on nutritional quality rather than explaining how reminders work. In this thesis, we examine the role of local ethanol plants on net price received by Nebraskan corn growers, with net price comprised of the grain buyer’s bid onsite less the transportation cost incurred through delivery. As each farm operation is uniquely located between different sets of grain buyers, an ethanol plant impacts each grower’s net price to a different degree, depending on location. Exploring this, we use grain bid and transportation cost data based on actual ethanol plants, grain elevators, and sample farm locations in Nebraska, estimating the diversely located corn grower’s net prices received from surrounding grain buyers. …

The efficacy of this method is important to community banks and financial institutions considering the use of SCALE to estimate expected future losses. In the United States, low-income, underserved rural and urban settings experience poor access to healthy, affordable food. Introducing new food outlets in these locations has shown mixed results for improving healthy food consumption. The Healthy Community Stores Case Study Project (HCSCSP) explored an alternative strategy: supporting mission-driven, locally owned, healthy community food stores to improve healthy food access. This study analyzed the total factor productivity in dairy buffalo milk production in Nueva Ecija, Philippines. Specifically, it aimed to identify the factors that affect dairy buffalo milk production and analyze technical efficiency, scale efficiency, and technological change as sources of TFP growth. Panel data was established by gathering data from randomly selected dairy buffalo milk producers in Nueva Ecija for the years 2017 and 2020. The stochastic frontier analysis was applied to a Cobb-Douglas production function with an inefficiency effects model. Using daily data from March 1, 2021 to March 31, 2022, the USD-PHP exchange rate and pandemic-related variables such as the number of cases, vaccinations, and stringency index in relation to the movements of Philippine Stock Exchange index (PSEi) were investigated. The paper views vaccination as an instrument for reducing economic uncertainty, subsequently providing a positive sentiment for investors and stock market. This paper examined member engagement dynamics in a revitalized community-based co-operative in terms of members’ perceived value, member patronage and participation. The study also explored the effect of member engagement to the revitalized co- operative operations and member satisfaction. In-vitro meat (IVM) is an alternative that could reduce negative impacts associated with livestock production. The goal of this study was to examine consumers’ preferences for IVM. There are five legislated funding mechanisms used for biosecurity-related purposes in wa declared pest rates, Industry Funding Schemes (IFSs), fees for service through the Agricultural Produce Commission (APC), specified area rates and the Modified Penalties Revenue Account. Of these, three were assessed as sustainable sources of biosecurity funding:

• Declared pest rates (DPRs) - rates chargeable on land in a prescribed area. The funds collected via this mechanism are matched dollar-for-dollar from the State's Consolidated Account and used for activities to control declared pests, including biosecurity threats.
