As rural governments have become hollowed out and detached from rural society, can they still effectively implement policies that lack popular support? This article examines a county in Hunan Province, where local governments had strong incentives to implement a national policy of increasing double cropping in rice farming. Small farmers rejected double cropping as unprofitable. Local governments’ limited capacity prevented them from either reshaping small farmers’ economic calculus or coercing compliance. They strategically selected a policy tool acceptable to most small farmers (paid land transfers) and gave new private large-scale producers incentives to double crop by providing subsidies and access …

Brazil has an active agrarian reform policy program, publicly organized by the federal government and publicly administered at the state level by the National Institute for Colonization and Agrarian Reform. The objective of the agrarian reform policy program is to retitle unproductive and underproductive rural lands to increase agricultural production and land use. In 2016, organizations lost at least $1.2 million in a single supply chain disruption. Guided by the contingency theory of fit, the purpose of this exploratory multiple case study was to explore the strategies agribusiness managers use to prevent and mitigate the effects of disruptions in the agro-food supply chains. Mozambique, like many other parts of the low-income world, faces perennial challenges with food security. With a rapidly growing population and arable land on the decline, sustainable agriculture is vital to managing the already depleted natural resources of Sub-Saharan Africa more effectively while increasing food security. Food security issues for subsistence farmers in most low-income countries are a product of endogenous (crop yields) and exogenous (currency fluctuations as many agricultural inputs are imported) factors. The region of Alaotra Mangoro in central Madagascar is one of the country’s focal points for the development of the dairy industry. The Coopération Décentralisée, a partnership between Alaotra Mangoro and the French department Ille et Vilaine, has since 2007 been offering and subsidizing artificial insemination (AI) services for increased dairy production and the amelioration of local breeds. The program benefits about 150 local dairy farmers, who have noted a significantly higher level of production than those farmers who have chosen to continue using natural service to inseminate their cattle. Equitable sharing of fishing resources has been the major source of tension between Zambezi Valley communities and the Zimbabwe government authorities since the 1950s following the Kariba Dam-induced resettlement. Using participatory action research, it was found that the fishing license system and criminalization of fishermen were the major sources of tension between fishermen and government authorities. Engaging with government authorities to address these tensions, fishermen were recognized as partners in the fishing industry. Mozambique is classified as a low income country, the lowest development classification defined by the World Bank. It is underdeveloped in food security, agricultural production, and nutritional status, and research shows its residents are not foreign to poverty and malnutrition. Low protein, starchy foods (maize, rice, wheat, cassava) comprise the majority of the Mozambican diet; these starchy foods are the most available for consumption. Although availability impacts diet, educational barriers may also threaten the knowledge of nutrition and perceptions of healthy foods. The savanna ecosystem covers about 48.5% of Nigeria’s land area. It is a national common for intensive cropping and extensive grazing. Fierce competition for land and water resources among the crop farmers and pastoralists is a common feature. This article shares insights from two separate, but linked, studies conducted in the Nigerian savanna on the livelihood and food security of the local peasant farming communities and the vulnerability of the settled Fulani agro-pastoralists’ livelihoods. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. Madagascar’s most cattle-dependent regions have, in recent years, been surrounded by narratives of a sudden and violent decline in both the sheer number of and benefits conferred by the nation’s distinctive zebu cattle, narratives which largely attribute this decline to theft and insecurity.
