Rural Nebraskans are looking for many things in a community. The characteristics of a community that most believe are absolutely essential include social dimensions (sense of personal safety), economic dimensions (jobs/economic opportunities), some basic services (a quality school system, available medical services, affordable housing, quality housing and well maintained infrastructure) and environmental dimensions (a clean and attractive natural environment).

Unfortunately, when asked if these characteristics are present in their current community, some of these areas are lacking. One of the more extreme cases involves jobs/economic opportunities. Seventy-seven percent of the respondents say these are absolutely essential in order for them …

With the constraints in federal budgeting requiring the shrinkage of federal programs, programs outlined in the 2014 Farm Bill are significantly impacted, showing a thirteen year trend toward funding reduction. This paper examines historical Farm Bill programs, including crop subsidies and the nutritional assistance programs and how these programs historically addressed food insecurity versus how they are impacted by today’s budgetary constraints. However, persons living in or near larger communities are more likely than persons living in or near smaller communities to be worried or very worried about crime. By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions. The Renewable Fuel Standard (RFS) mandates that U.S. transportation fuel producers blend specific volumes of ethanol and other biofuels with fossil fuels to spur U.S. biofuel production and to minimize foreign oil imports. Ethanol is more corrosive to auto engines than gasoline, and although vehicles manufactured since 2001 are approved to use up to a 15% ethanol blend (E15) (Naylor & Falcon, 2011), E10 is much more widely available. Ethanol producers therefore face a so-called blend wall at 10 percent—a maximum amount of ethanol that is usable domestically based on the demand for gasoline.

A commonly used resource for tracking changes in jobs and income at the county level is the Regional Economic Information System (REIS) data base produced annually by the Bureau of Economic Analysis (BEA). REIS data are derived from tax filings by employers, employees and the self-employed. The data base has been relatively unchanged (except for a reorganization of industry codes) since 1969. Reporting is always for the tax year two-years previous to the release date, so the data are more about historical than current conditions. In 2001, the Colombian government initiated an experiment in poverty alleviation called Familias en Acción. This conditional cash transfer (CCT) program takes a novel approach to poverty reduction by addressing short- and long-term factors contributing to poverty. Though Colombia’s CCT program is just one of a wave of similar initiatives, its unique context and unexpected social effects, beyond the primary intentions of program designers, differentiate it from other such programs. Learning about the causes and consequences of climate change can be an important avenue for supporting mitigation policy and efficient adaptation. This paper uses internet search activity data, a distinctly revealed preference approach, to examine if local weather fluctuations cause people to seek information about climate change. The results suggest that weather fluctuations do have an effect on climate change related search behavior, however not always in ways that are consistent with the projected impacts of climate change. Matrilineal inheritance practices in Malawi exogenously determine female land holdings at the time of marriage, allowing for the identification of the effect of increased female bargaining power on household consumption decisions. I use the matrilineal ethnicity of the head of household as an instrument for the share of total household land inherited by the female head or male head’s wife. I find that child’s height-for-age decreases with female assets, and evidence suggesting increased consumption from households’ own production. Since the food basket from own consumption is high in carbs but not nutritious, long-term child health suffers despite receiving more resources …

The dissertation consists of three chapters exploring the effect of school program and neighborhood environment on childhood obesity outcome using individual panel data set of Arkansas public schoolchildren.

The first chapter (Section 2) investigates how the Fresh Fruit and Vegetable Program (FFVP), a program that provides funding for the distribution of free fresh fruits and vegetables to students in participating schools, affects childhood obesity. We combine matching methodology and difference-in-differences analysis to estimate the effect of the FFVP on childhood BMI outcomes.
