In order to assess the effects of the Goal-driven, Resilient, and Influential Teens (GRIT) program on social and emotional learning and academic performance in high schools throughout Kentucky, data from several sources were compiled and analyzed. These sources included results from the Student Engagement and Performance (STEP) survey, an instrument developed by the Rock Solid Evaluation Team at Western Kentucky University and administered yearly to high school students and teachers, and school-level academic and socioeconomic data from the Kentucky Department of Education. Additional data on fidelity of GRIT program implementation were obtained from FranklinCovey, the GRIT program’s developer and publisher. …

Every five years, Lexington-Fayette Urban County Government’s Planning Commission adopts a comprehensive plan detailing goals and objectives that guide the city’s land use planning. Maintaining the city’s urban service area and preserving its rural and agricultural areas are integral parts of this plan. Within the urban service area, land is zoned to permit various types of urban uses such as residential, commercial, and industrial use. Land outside the urban service area is subject to several land use policies designed to preserve the rural characteristics of these areas. Research has documented the myriad benefits to public and individual health provided by syringe exchange programs (SEPs), which allow persons who inject drugs access to sterile injection equipment. In 2015, Kentucky passed legislation that permitted public health departments to operate SEPs, but much remains unknown about knowledge and perceptions of the newly-implemented programs, particularly among individuals with histories of substance use. The present study therefore aimed to: 1) describe awareness of SEPs in Kentucky among participants of corrections-based substance abuse treatment programs, surveyed one year after their release into the community; 2) to determine if awareness of SEPs varies based …

Kentucky occupies a unique place on the American political landscape. The Commonwealth has never been fully embraced as Southern by most observers, but at the same time it is not necessarily a Northern state. As the intersection of North and South in the United States, Kentucky presentes a unique opportunity to study the impact of regional identity on public opinion. Utilizing data from a 2014 survey of a random sample of Kentucky residents, we are able to demonstrate that Southern regional identification is fairly high in Kentucky, and that this identification has a significant influence on opinion regard politicians and …

Holding School Leaders Accountable: Estimating The Effects Of Retrospective Evaluations Of Kentucky School District Superintendents, Martin Battle, James C. Clinger

Commonwealth Review of Political Science

This research represents an attempt to apply the theory of retrospective voting to the issue of turnover among Kentucky school district superintendents. The analysis tests the hypothesis that poor school district performance should increase superintendent performance. The hypothesis is tested using accountability data compiled by the Kentucky Department of Education. The analysis reveals somewhat mixed support for the hypothesis. Different performance measures have different kinds of impact. Schools with students scoring high on math and writing were more likely to experience superintendent turnover than other school districts were. In recent election cycles, a rightward shift among white Southerners, and in some cases the loss of African-American supporters through racial redistricting, turned many long-held Democratic districts in the South red. Kentucky is an excellent example of this shift in voting behavior. Even though registered Democrats outnumber Republicans, the GOP controls the Governor's mansion, most other statewide elected offices, both chamber of the state legislature, and all but one of Kentucky's congressional seats. Forests play a pivotal role in Kentucky’s economy and in the lives of the citizens of our state. Forests are the single most dominant land type, covering nearly one-half of the state, providing a significant range of both economic and non-economic benefits to the Commonwealth. The majority of the economic contribution is derived from the harvesting of timber and processing of the wood resource. Analysis of Kentucky’s forest and wood industries in 2016 indicated an estimated direct economic contribution of $9 billion (down one percent from 2015). These industries employed over 27,700 individuals. Total economic contributions in 2016 were estimated …

The Phantom Segregationist: Kentucky's 1996 Desegregation Amendment And The Limits Of Direct Democracy, D. Stephen Voss

Commonwealth Review of Political Science

Decades after Kentucky abolished de jure racial distinctions in education, the state legislature asked voters to strip segregationist language from their venerable constitution. Political elites were stunned when a third of the state's voters, and majorities in five countries, rejected the change. However, the prime culprit for Kentucky's 1996 constitutional amendment vote was not white racism, because African-American voters endorsed segregation at rates similar to whites. Rather, the Kentucky vote offers a particularly clear and particularly dramatic example of the limits of ballot-box policy making. This text contextualizes and presents twenty-three oral history interviews conducted in eastern Kentucky during the summer of 2016 as a part of a Master of Arts thesis in southern studies. The interviews were conducted with people specifically connected to food, farming, and community activism in and near Letcher County, Kentucky. The interviews explore such topics as: past and present food traditions, seed saving, gardening, farming, food preservation, herbalism, local food systems, food access, youth, theater arts, lgbtq+ advocacy, and appalachian identity. Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding.
