Poverty Amid Renewed Affluence: The Poor Of New England At Mid-Decade, Andrew M. Sum, Paul E. Harrington, William B. Goedicke, Robert Vinson
New England Journal of Public Policy
This article examines the problem of poverty in New England during the current period of economic prosperity. Major trends in the size and composition of the poor population within the region are analyzed. Striking changes in the relative incidence of poverty have occurred among families in New England. As the economy has moved toward full employment, poverty rates among husband-wife families in the region have fallen sharply. In contrast, female-headed families in New England have not benefited substantially from recent rapid increases in employment opportunities. The result has been a persistent trend toward the feminization of poverty in New England. …

As we studied these programs, it became clear to us that most of these programs have some intrinsic values and that it would not be practical or advisable for us to evaluate the programs, Instead of rating programs, we selected programs that met at least one of our ten critical factors for program selection, and many of them met several. Our decisions were also based on a desire to present a variety of programs, especially those that seemed to be appropriate for program planners in Nebraska.
We thought that it would be best to have program personnel describe their programs. …

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.
The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.

The purpose of this report is to present an analysis of the survey data collected by the Center for Applied Urban Research concerning Nebraska women and their participation in the labor force.
The survey, conducted in November and December, 1978, involved a random telephone survey of 1,640 women between the ages of 18 and 64. The survey focused on three broad areas: 1) current labor force characteristics and other questions related to current work, 2) attitudes and perceptions related to work and working women, and 3) needs for·training and information. The first three sections of this report present these data. …

Agriculture was the mainstay of the Nigerian economy before the so-called oil boom which has brought about a rapid decline in agricultural production, virtual stagnation in the rural economy, marked movement of population from the rural to urban centres and high cost of food items. The article examines some recent developments in the agricultural sector of the Nigerian economy. It also discusses some of the role of Central Bank of Nigeria in promoting agriculture through adequate funding.

References have often been made to the presence of "sweat labor" in manufacturing in less developed countries (LDCs) and of the need to introduce minimum-wage legislation to protect the interests of such employees. However, the data on the wages paid to such workers are almost nonexistent, and the discussion so far has been couched in general terms. I shall attempt to provide some of the empirical basis for the discussion in Malaysia.

The structure of employment by industry and occupation in the Omaha Standard Metropolitan Statistical Area (SMSA) 1 has been changing. Trends in various industries and occupations in the Omaha SMSA do not, however, differ ·significantly from national trends. Agricultural employment is increasing in absolute numbers, but represents a declining proportion of the Omaha SMSA labor force, as is true for the nation. Similarly, employment in the manufacturing sector has become less and less important as a proportion of all employment. This is a study of the differential incidence of unemployment between white and nonwhite male workers in the U.S. labor force. The general question to which this study addresses itself is to what extent can the higher incidence of nonwhite compared to white unemployment at a point in time and over a period of time be explained by differences in certain characteristics of the respective labor forces.

The effects of maternal employment, as contrasted with maternal nonemployment, on the scholastic performance of children were studied using a sample of 80 Mount Ogden Junior High seventh grade students and their mothers. The 80 mothers concerned met the criterion for employment by having worked a forty-hour week outside the home the first six years their child attended school or the criteria of nonemployment by having never engaged in paid employment outside the home for the first six years of their child's schooling.
Of nine areas tested between the two groups no significant difference was found concerning grade point average, …

Research and development (R&D) play an increasingly important role in the economy of the United States. Total expenditures for R&D during the decade of the 1950's were greater than in the entire history of the United States previous to that time. As a percent of gross national product, R&D has grown from 0.2 percent in 1921, to 0.4 to 0.6 percent in the 1930's and 1940's, and is now more than 3 percent.1

The past twenty-five years has brought about a substantial increase in the number of American women participating in the labor force. In 1940, approximately 12.8 million women were involved in employment outside the home; this was 25 percent of the total female population 14 years of age and over. By 1964, the number of employed women had doubled; there were then 25.8 million women workers. Out-of-the-home employment was actively engaging 37 percent of American women (7, p. 301). This thesis is a study of the attitudes of employed Latter-day Saint mothers and non-employed Latter-day Saint mothers toward the homemaking role and outside employment.
Two general hypotheses were tested. They were (1) employed Latter-day Saint mothers will have a more favorable attitude toward the homemaking role than non-employed mothers; and (2) employed Latter-day Saint mothers will have a more favorable attitude toward outside employment than non-employed mothers.
