This study describes the implementation and findings of a pilot community conversations event in the state of Oregon to identify innovative solutions to under- and unemployment experienced by individuals with intellectual and developmental disabilities (IDD). The event was facilitated in partnership with the University of Oregon UCEDD, local Arc chapter, and other relevant community stakeholders. A total of 36 diverse individuals (e.g., school personnel, business owners, individuals with IDD, and caregivers of individuals with IDD) participated in a two-hour community conversations event about how to improve employment opportunities for those experiencing IDD. Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. In this dissertation, I am in conversation with the small but influential gendered tradeoffs literature. First, multidimensional, disaggregated, and precise policy measures were developed for two of the most widely studied work-family reconciliation policies—leave and ECEC. I constructed a comprehensive set of leave and ECEC policy measures for 24 high-income countries using secondary and country-specific sources. The goal was to determine which countries provide leave and ECEC policies that are “well-developed” across multiple policy dimensions. The new measures were then used in combination with the LIS microdata to reevaluate the gendered tradeoffs hypothesis—whether well-developed leave and ECEC support women’s employment …

When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. This research is a comparative analysis of state policies aiding former foster youth in their transition into adulthood. This research looks at policies in the areas of housing, education, and employment. The objective of this research is to see what state policies are effective in aiding their former foster youth in their transition into adulthood. Effectiveness is evaluated by the National Youth in Transition Database data and Annie E. Casey Foundation data, looking specifically at rates of homelessness, rates of enrollment or attendance in school, and rates of part-time or full-time employment. Since the introduction of supported employment in the Developmental Disabilities Act of 1984 and the Rehabilitation Act Amendments of 1986, there has been continued development and refinement of best practices in employment services and supports. Progress includes creative outcomes for individuals with significant support needs including customized jobs and self-employment, community rehabilitation providers that have shifted emphasis to integrated employment, and states that have made a substantial investment in Employment First policy and strategy. Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. The program was terminated for students newly entering college as of May 1, 1982. Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. In the last few decades, an unprecedented number of women with children have entered the U.S. workforce. The ability to negotiate the roles of parent and employee is important to the health and financial well-being of these women and their families, but institutional and social barriers impede the process. Using the empirical and theoretical literature on women and work, this article examines these barriers. The authors address the impact of cultural ideals, psychological processes, and public policy on the maternal work-family balance.
