This study describes the implementation and findings of a pilot community conversations event in the state of Oregon to identify innovative solutions to under- and unemployment experienced by individuals with intellectual and developmental disabilities (IDD). The event was facilitated in partnership with the University of Oregon UCEDD, local Arc chapter, and other relevant community stakeholders. A total of 36 diverse individuals (e.g., school personnel, business owners, individuals with IDD, and caregivers of individuals with IDD) participated in a two-hour community conversations event about how to improve employment opportunities for those experiencing IDD. Participants engaged in discussions about solutions to employment …
Skill Downgrading Among Refugees And Economic Immigrants In Germany: Evidence From The Syrian Refugee Crisis, Plamen Nikolov, Leila Salarpour, David Titus
Skill Downgrading Among Refugees And Economic Immigrants In Germany: Evidence From The Syrian Refugee Crisis, Plamen Nikolov, Leila Salarpour, David Titus
Economics Faculty Scholarship
Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. We find that refugees downgrade more than economic immigrants, and this …
Work-Family Reconciliation Policies Reexamined: Good Or Bad For Gender And Class Inequality In Employment Across Twenty-Four High-Income Countries?, Sarah L. Kostecki
Work-Family Reconciliation Policies Reexamined: Good Or Bad For Gender And Class Inequality In Employment Across Twenty-Four High-Income Countries?, Sarah L. Kostecki
Dissertations, Theses, and Capstone Projects
In this dissertation, I am in conversation with the small but influential gendered tradeoffs literature. First, multidimensional, disaggregated, and precise policy measures were developed for two of the most widely studied work-family reconciliation policies—leave and ECEC. I constructed a comprehensive set of leave and ECEC policy measures for 24 high-income countries using secondary and country-specific sources. The goal was to determine which countries provide leave and ECEC policies that are “well-developed” across multiple policy dimensions. The new measures were then used in combination with the LIS microdata to reevaluate the gendered tradeoffs hypothesis—whether well-developed leave and ECEC support women’s employment …

Analysis Of The School-To-Work Transition Of Young Adults With Autism Spectrum Disorder, Jessica Balistreri
Analysis Of The School-To-Work Transition Of Young Adults With Autism Spectrum Disorder, Jessica Balistreri
Student Research
When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. This study suggests that reform to …

Rethinking Retirement For The 21st Century, Stephen C. Russo
Rethinking Retirement For The 21st Century, Stephen C. Russo
Major Papers
Canada’s labour force has been gradually growing older in recent decades. An aging labour force creates significant problems for the country and the future growth of our economy. With an aging labour force, comes the need to start rethinking how Canadians look at retirement in the 21st century and how both the government and private sector can contribute solutions to adapting to an older workforce. This problem is not unique to Canada, most of the industrialized west has been or will begin to experience the same demographic shift as we are in Canada. The main challenge this paper examines …

Gender Mainstreaming In Mine Action | Powerful Linkages For Progress Across The Sdgs, Gichd, Laura Biscaglia, Vanessa Gomes Sampaio, Ursign Hoffman, Marion Provencher Langlois

Mine action comprises a set of activities aimed at reducing the risks from landmines, cluster munitions and other explosive remnants of war. By returning safe land, housing and infrastructure to people and assisting victims, it restores livelihoods, re-establishes an environment for communities to live, work and thrive in, and accelerates development. Mine action never occurs in a vacuum; it takes place in social and cultural contexts where different gendered power relations exist and therefore does not automatically benefit women, girls, boys and men from different backgrounds to the same degree. This article explores the intersection between mine action and inequality …

Since the introduction of supported employment in the Developmental Disabilities Act of 1984 and the Rehabilitation Act Amendments of 1986, there has been continued development and refinement of best practices in employment services and supports. Progress includes creative outcomes for individuals with significant support needs including customized jobs and self-employment, community rehabilitation providers that have shifted emphasis to integrated employment, and states that have made a substantial investment in Employment First policy and strategy. Despite these achievements, the promise of integrated employment remains elusive for the majority of individuals with intellectual and developmental disabilities. The number of individuals supported in …
The Effects Of Employment On Recidivism Among Delinquent Juveniles, Leigh Kassem
The Effects Of Employment On Recidivism Among Delinquent Juveniles, Leigh Kassem
Electronic Theses and Dissertations
Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Work intensity and consistency, social capital, and expectations for success were analyzed as potential predictors of recidivism or …

Public Actors In Private Markets: Toward A Developmental Finance State, Robert Hockett, Saule Omarova

The recent financial crisis brought into sharp relief fundamental questions about the social function and purpose of the financial system, including its relation to the “real” economy. This Article argues that, to answer these questions, we must recapture a distinctively American view of the proper relations among state, financial market, and development. This programmatic vision – captured in what we call a “developmental finance state” – is based on three key propositions: (1) that economic and social development is not an “end-state” but a continuing national policy priority; (2) that the modalities of finance are the most potent means of …

Research Approach Exploring Integrating Employment And Family Policy: Review Of Policy Objectives For The Population Policy White Paper In Taiwan, Chih-Lung Huang
Chih-lung Huang
One of the main purposes of the Population Policy White Paper in Taiwan is to seek solutions to the baby bust trend. Through strengthening family policy, the Population Policy White Paper in Taiwan tries to satisfy the need for a balance between work and family for women. However, the need is not only concerned with the baby bust problem, but also about the institutional and structural problems on culture and welfare systems under the conventional male breadwinner model. This article will explain the reason why the issue of work and family life balance should consider gender equality. Through the dual …

Change For The Singapore Tiger, Singapore Management University
Perspectives@SMU
Singapore, dubbed one of Asian’s economic tigers, has enjoyed much progress in less than a century. While it was recently declared the world’s richest country, the voices of its citizens, to relook the future of the country has never been louder since its post-independence years. The dialogue session held in August 2012, was organised by the government’s feedback unit, REACH, and SMU’s student political association "Apolitical" to gather views from young Singaporeans on Prime Minister Lee Hsien Loong’s National Day Rally speech.
The Social Security Student Benefit Program And Family Decisions, Ronald G. Ehrenberg
The Social Security Student Benefit Program And Family Decisions, Ronald G. Ehrenberg
Ronald G. Ehrenberg
In 1965 Congress established the Social Security Student Benefit Program which provided benefits for children of deceased, disabled or retired workers, who were enrolled in college full—time and were not married, up until the semester they turned age 22. The program grew to be a major financial aid program; at its peak in FY 81 it represented about 20% of all federal outlays on student assistance for higher education. The program was terminated for students newly entering college as of May 1, 1982. Somewhat surprisingly, in contrast to the debate that accompanies most social programs, debate over the student benefit …

Following the 2011 elections, one of the most pressing challenges for the President, government ministries and international organizations will be boosting youth incomes and employment, especially that of high-risk youth. What kinds of programs can boost employment and incomes and reduce the risk of social instability? This report details findings from an impact evaluation of a reintegration and agricultural livelihoods program for high-risk Libe-rian youth, and draws out lessons for employment policies in 2012 and beyond. This report builds on recent IPA studies of rural conflict resolution and civic education programs, and analysis of conflict trends and patterns in Liberia. …

Employment Generation And Poverty Alleviation In Developing Economies, Gary S. Fields

[Excerpt] We know well that the East Asian economies have achieved higher economic growth rates than those in any other region of the world and that production for world markets has featured as a hallmark of the East Asian successes. This paper has three purposes: first, to present comparative data showing that the rates at which employment opportunities improve and poverty is reduced mirror countries' differential growth experiences; second, to examine differences in labour market institutions, demonstrating that those in East Asia have similarities more likely to lead to higher output performance and shared improvements in living conditions; and third, …

Women In The Down Economy: Impacts Of The Recession And The Stimulus In Massachusetts, Randy Albelda, Christa Kelleher
Publications from the Center for Women in Politics and Public Policy
The “Great Recession” is affecting everyone in one way or another, but not everyone is affected in the same way. Women’s and men’s work (both in and out of the labor force) still differs, so we can expect that the economic crisis has had a distinct impact on women as well as their families. This policy brief discusses how the down economy has differentially impacted women and men in Massachusetts and the gendered implications of federal stimulus spending. It also identifies potential opportunities to promote gender equality as the United States, and Massachusetts in particular, attempt to move beyond the …

Sangaré, a poor young farmer from a village in southern Mali, leaves his wife and three children to find stable employment in the capital city of Bamako. What he finds is an unrewarding reality that leads him from small job to small job, only earning about US 22 cents per day. These jobs range from selling sunglasses, to shining shoes, to driving a rickshaw. Unfortunately, his income has not proved enough to provide for his family, as his aunt has since adopted his daughter, and his children cannot attend school. The inability to find stable employment in Bamako has forced …

Walking The Maternal Tightrope: Work And Family In America, Roxanne A. Donovan, Andrew L. Pieper, Allison N. Ponce
New England Journal of Public Policy
In the last few decades, an unprecedented number of women with children have entered the U.S. workforce. The ability to negotiate the roles of parent and employee is important to the health and financial well-being of these women and their families, but institutional and social barriers impede the process. Using the empirical and theoretical literature on women and work, this article examines these barriers. The authors address the impact of cultural ideals, psychological processes, and public policy on the maternal work-family balance. Several changes that would help create an atmosphere supportive of balance are explored, including increased support for shared …
