Celtic Security In The Atlantic: How Does Ireland Secure Europe’S Western Flank?, Patrick J. Smith
Celtic Security In The Atlantic: How Does Ireland Secure Europe’S Western Flank?, Patrick J. Smith
Joint Force Quarterly
Ireland plays a crucial role in protecting Europe’s western flank, but growing Russian aggression has exposed serious gaps in its security. With a small, outdated naval fleet, limited air capabilities, and inadequate radar systems, Ireland struggles to defend its airspace, waters, and critical undersea cables—vital infrastructure that carries 97% of transatlantic data and underpins global communication and security. These vulnerabilities have made Ireland a target for Russian sabotage and incursions, posing risks to Europe and the transatlantic alliance.
The article explores two paths for Ireland to address these security challenges: joining NATO or seeking Major Non-NATO Ally (MNNA) status with …

The Urgency Of Warfighting Renewal: Five Principles For Today’S Professional Military Education, Christopher M. Marcell, Gaylon L. Mcalpine, Reagan E. Schaupp, Joseph L. Varuolo
Joint Force Quarterly
This article highlights the urgent need to reform Professional Military Education (PME) to prioritize warfighting skills and strategic thinking, as called for in the 2018 National Defense Strategy. Despite recent updates to include China and Russia-focused content, PME programs remain misaligned with their core mission of developing leaders proficient in the art and science of war.
A key challenge is the growing number of external requirements unrelated to warfighting—such as climate security and diversity initiatives—that dilute PME’s focus and weaken instructional quality. The authors recommend establishing a central authority to vet these requirements and ensure they align with warfighting priorities. …

Adopting A Data-Centric Mindset For Operational Planning, Jeremiah Hurley, Morgan Greene
Adopting A Data-Centric Mindset For Operational Planning, Jeremiah Hurley, Morgan Greene
Joint Force Quarterly
The Department of Defense (DOD) is investing heavily in advanced technologies, but its true advantage lies in adopting a data-centric mindset that prioritizes the collection, integration, and use of data to drive faster, smarter decision-making. To modernize its outdated operational planning processes, the DOD must replace static tools like PowerPoint and spreadsheets with real-time data visualizations, automated systems, and standardized data collection templates. By formalizing a "data-first" culture, operational planning can identify and address critical information gaps, improve battlefield awareness, and accelerate mission execution. This approach enables commanders to make more informed decisions while unlocking the full potential of artificial …
Preparing For Adversary Employment Of Nonstrategic Nuclear Weapons: Tactical Effects, Operational Impacts, Strategic Implications, James H. Gifford
Preparing For Adversary Employment Of Nonstrategic Nuclear Weapons: Tactical Effects, Operational Impacts, Strategic Implications, James H. Gifford
Joint Force Quarterly
For over 30 years after the Cold War, the U.S. largely dismissed the threat of tactical nuclear weapons on the battlefield. However, recent nuclear threats from adversaries like Russia have highlighted the need to revisit U.S. strategies. Tactical nuclear weapons differ from strategic ones by their delivery systems, not their destructive power. On the battlefield, they could cause casualties, disrupt missions, and overwhelm medical resources. Operationally, they could create logistical challenges, civilian panic, and delays in military responses. Strategically, even a limited nuclear strike could escalate quickly, requiring leaders to carefully balance deterrence, messaging, and responses to avoid all-out nuclear …
Risk: A Weak Element In U.S. Strategy Formulation, Frank Hoffman
Risk: A Weak Element In U.S. Strategy Formulation, Frank Hoffman
Joint Force Quarterly
This article explores the critical but often overlooked role of risk analysis in U.S. national security decision-making, emphasizing its importance in strategy formulation and execution. Risk, defined as the potential for adverse outcomes tied to uncertainties, is frequently misunderstood or ignored, leading to flawed assumptions, bias-driven decisions, and costly strategic failures. Using examples from Iraq, Afghanistan, and the operation to capture Osama bin Laden, the article illustrates how inadequate risk management has hampered strategic outcomes. It highlights the need for a consistent framework for assessing risk, broader than current military doctrine, to address political, economic, and diplomatic risks. Recommendations include …

Holy Day Surveys And Political Attitudes In Israel, Hannah M. Ridge
Holy Day Surveys And Political Attitudes In Israel, Hannah M. Ridge
Political Science Faculty Articles and Research
Researchers regularly use large survey studies to examine public political opinion. Surveys running over days and months will necessarily incorporate religious occasions that can introduce variation in public opinion. Using recent survey data from Israel, this study demonstrates that giving surveys on religious occasions (e.g., the Sabbath, Hannukah, Sukkot) can elicit different opinion responses. These effects are found among both religious and non-religious respondents. While incorporating these fluctuations is realistic in longer-term surveys, surveys fielded in a short window inadvertently drawing heavily on a holiday or holy day sample may bias their findings. This study thus urges researchers to be …

What Women Intercollegiate Coaches Say: Decision-Making Factors When Navigating Career Choices, Courtney Boucher, Nicole M. Lavoi
International Journal of Physical Activity and Health
To address misconceptions about the lack of women in sport coaching, factors influencing intercollegiate women coaches' career decisions, including their choices to leave positions, apply for new ones, and accept or deny job offers were explored. Utilizing a multi-level analysis underpinned by critical feminist theory, a comprehensive understanding of the systemic and structural barriers women coaches faced, as well as the strategies they employed to navigate their careers were illuminated. Key findings revealed that unequal pay, lack of administrative support, insufficient resources, and pervasive gender biases significantly impacted women's career choices. The importance of supportive workplace environments, flexible working conditions, …

Performance Methodologies In Suicide Prevention Research: Queerness, Colonization, And Co-Performative Witnessing In Indigenous Community, Antonia R. G. Alvarez
School of Social Work Faculty Publications and Presentations
Performance methodologies take many forms—performative writing, poetic transcription, and co-performative witnessing, to name only a few—and can be both process and product, differentiating and unifying a group between and across differences. As a social work researcher committed to decolonial, liberatory methodologies that make and bring meaning to the communities I work with, performance methodologies fill a gap that other qualitative research methods can only begin to approach. This project is an exploration in performance methodologies and Critical Suicidology through the lens of social work research, with a case study derived from a performance documenting suicide prevention research with Native Hawaiians. …

The Caitlin Clark Effect: Illuminating Women’S Sport History, Shelley Lucas
International Journal of Physical Activity and Health
The Caitlin Clark Effect is a term that describes the impact of the University of Iowa basketball player on the popularity of women’s basketball, which occurred in conjunction with Clark’s record-breaking performances in 2023 and 2024, as well as the Iowa team’s successes in the NCAA championship tournament. While the Caitlin Clark Effect is associated with intense media attention, ticket sales, and viewership, it also illuminates significant and lesser-known aspects of women’s sport history, specifically media coverage, the Association of Intercollegiate Athletics for Women (AIAW), and the state of Iowa’s unique basketball heritage and ‘6-on-6’ basketball rules. The purpose of …

International Journal of Physical Activity and Health
Despite tremendous growth in sport participation of girls and women following Title IX in 1972, women’s participation as sport coaches did not follow the same trajectory. In fact, women remain significantly underrepresented in sport coaching. Research highlights ongoing barriers within the sport industry's patriarchal structure, and although strategies have been proposed to improve women’s representation, the lack of progress over the past two decades indicates limited effectiveness. A better approach is essential to address this issue across individual, interpersonal, organizational, and societal levels. The purpose of this study is to interview participants within the U.S. cross-country skiing program, Trail to …

The Quic-Sp: A Spanish Language Tool Assessing Unpredictability In Early Life Is Linked To Physical And Mental Health, Sabrina R. Liu, Natasha A. Bailey, Sara Romero-González, Amy Moors, Belinda Campos, Elysia P. Davis, Laura M. Glynn
Psychology Faculty Articles and Research
Accumulating evidence indicates that unpredictable signals in early life represent a unique form of adverse childhood experiences (ACEs) associated with disrupted neurodevelopmental trajectories in children and adolescents. The Questionnaire of Unpredictability in Childhood (QUIC) was developed to assess early life unpredictability, encompassing social, emotional, and physical unpredictability in a child’s environment, and has been validated in three independent cohorts. However, the importance of identifying ACEs in diverse populations, including non-English speaking groups, necessitates translation of the QUIC. The current study aims to translate and validate a Spanish language version of the QUIC (QUIC-SP) and assess its associations with mental and …

Social media has revolutionized communication, allowing people worldwide to connect and interact instantly. However, it has also led to increases in cyberbullying, which poses a significant threat to children and adolescents globally, affecting their mental health and well-being. It is critical to accurately detect the roles of individuals involved in cyberbullying incidents to effectively address the issue on a large scale. This study explores the use of machine learning models to detect the roles involved in cyberbullying interactions. After examining the AMiCA dataset and addressing class imbalance issues, we evaluate the performance of various models built with four underlying LLMs …
A Framework For Metadata Workflows, Rebecca B. French
A Framework For Metadata Workflows, Rebecca B. French
Libraries
Designing metadata workflows is a core competency for cataloging and metadata practitioners. Unlike many other competencies, metadata workflow design lacks a conceptual framework, hindering understanding and skill development. This article presents a framework for metadata workflows that describes processes for adding, enhancing, and removing metadata from library systems. The framework describes standard and custom workflows, including original and copy cataloging, withdrawals, system migrations, metadata creation, and record enhancement. A better understanding of metadata workflows facilitates the implementation of automation and batch processing and can inform staff training, professional development offerings, and library and information science curricula.

The Journey Toward Sustainability: Positive Impact Of Environmental, Social, And Governance Index On Transportation., Doreen Mcgunagle, Laura Zizka, Ron Mau, Patti Clark
Publications
The transportation industry has been criticized for its hefty environmental footprint, questionable social practices, and lack of transparency regarding governance. Thus, more companies have begun including Environmental, Social, and Governance (ESG) issues in their strategies. Research has shown that effectively integrating ESG into business models can improve financial performance by tackling environmental, social, and governance challenges. This sustainable progress can be quantified by considering the extent to which the products or services produced by the firm’s harm or benefit social welfare. The current research paper examines ESG and financial performance over time in the Transportation Industry by comparing data from …

Gender Equity In Municipalities: Understanding Local Policy Priorities, Maria J. D’Agostino, Nicole M. Elias, Nicole Dimaria
Publications and Research
The purpose of this research is to examine policy priorities of municipal legislation designed to promote gender equity. We ask the following research question: How does municipal policy address gender equity? To answer this question, we identify New York City legislation that targets gender equity passed under the DeBlasio administration (2014–2022). Using Atlas.TI, legislation is organized around The New York City Commission on Gender Equity’s goals to identify policy priorities. Our findings indicate that despite progressive policy efforts, policy priorities remain focused on gender stereotypes and long-standing issues, particularly sexual harassment and violence.

Québec's Cultural Policy In The United States: From Diplomacy To Industries, Alexandre Couture Gagnon
Political Science Faculty Publications
The Québec state apparatus, which developed most fully starting in the 1960s, initially focused the objectives of Québec's cultural policy in the United States on the promotion of nationalism and the building of a national identity. Following the 1990s recessions, the Québec government adjusted its policies to partly focus its cultural policy on the marketing of cultural industries. Cultural industries have increasingly been promoted as helping build the national identity while providing jobs and contributing to Québec's GDP. Today, the Québec government's main objective in the United States is promoting and securing business opportunities. It explicitly pursues its cultural policy …

Burial 10 is a unique Manteño (AD 650–1532) burial from Buen Suceso, Ecuador, dating between AD 771 and 953. This burial included the remains of a young female, pregnant at the time of death and buried with an elaborate array of goods, including anachronistic spondylus ornaments, green stones, and shell eye coverings. Perimortem trauma, including a cranial fracture and cutmarks on hand bones, perimortem removal of the hands and left leg, and other body manipulation suggest she was sacrificed, a rare event for coastal Ecuadorian peoples.

When The Rich Do (Not) Trust The (Newly) Rich: Experimental Evidence On The Effects Of Positive Random Shocks In The Trust Game, Hernán Bejarano, Joris Gillet, Ismael Rodriguez-Lara
ESI Publications
We study behavior in a trust game where first-movers initially have a higher endowment than second-movers but the occurrence of a positive random shock can eliminate this inequality by increasing the endowment of the second-mover before the decision of the first-mover. We find that second-movers return less (i.e., they are less trustworthy) when they have a lower endowment than first-movers, compared with the case in which first and second-movers have the same endowment. In addition, second-movers who experience the positive shock return more than second-movers who have the same endowment as the first-mover from the outset. First-movers do not seem …
