This qualitative study examines the experiences of public elementary teachers and school leaders to better understand the shifting of educational priorities during the COVID-19 pandemic. Participants share ideas and practices while taking action steps and making recommendations to improve teaching and learning. The research incorporates both case study and action research approaches through a critical inquiry process that centers the voices of those on the front lines of education. This study contributes to the field of Comparative and International Education (CIE) using the original conceptual framework of Institutional Border Theory of Education (IBTE). The Microdynamics of Mass Atrocity Working Paper Series

This paper examines the narratives underpinning two cases of self-defense in response to the threat or occurrence of genocide. It delves into the nuances of two movements: the Rwandan Patriotic Front in Rwanda (RPF) and the March 23 Movement (M23) in the Democratic Republic of Congo. Both movements emerged in response to perceived genocidal threats and adopted self-defense narratives to justify their actions. The paper traces the historical contexts, key actors, and agendas that shaped these movements, highlighting the RPF's evolution from a military group into a dominant political force in Rwanda, and the M23's role in protecting Tutsi communities …

Financing Just Energy Transitions In Southeast Asia: Application Of The Just Transition Transaction To Indonesia, Vietnam, And Philippines, Abhinav Jindal, Gireesh Shrimali, Bharat Gangwani, Rajiv B. Lall

This paper investigates the applicability of the Just Transition Transaction (JTT), initially developed as a financial mechanism for South Africa's energy transition, to Southeast Asian (SEA) countries, including Indonesia, Vietnam, and the Philippines, which heavily rely on coal. Utilizing South Africa as a reference case study, we deconstruct the JTT and develop a novel framework of necessary and conducive features for evaluating its suitability for supporting a just energy transition in SEA. Our findings suggest that the JTT is well-suited for Indonesia and Vietnam but not as well suited for the Philippines. Recommendations for specific research avenues in estimating baselines …

This study used crowdsourcing to examine smartphone built-in GPS performance for providing location-specific information with potential forestry applications. The usability of smartphones for GPS data collection in forestry studies or other practical applications is dependent on the level of accuracy required for those applications. When performing remote sensing image segmentation, practitioners often encounter various challenges, such as a strong imbalance in the foreground–background, the presence of tiny objects, high object density, intra-class heterogeneity, and inter-class homogeneity. To overcome these challenges, this paper introduces AerialFormer, a hybrid model that strategically combines the strengths of Transformers and Convolutional Neural Networks (CNNs). AerialFormer features a CNN Stem module integrated to preserve low-level and high-resolution features, enhancing the model’s capability to process details of aerial imagery. Nebraska Rural Poll

This year, rural Nebraskans are more pessimistic about their current situation than they’ve been since this study began. The proportion believing they are worse off than they were five years ago was 33 percent, up from 27 percent last year and 21 percent in 2022. This is the highest level across all years of the study. This increase in pessimism was matched with a sharp decrease in optimism. This year, just over one-third (36%) of rural Nebraskans believe they are better off compared to five years ago, down from 45 percent last year.

During the Librarians Active Learning Institute (LALI) 2024, Alexis Gomez, Tricia Martone, and Abigail Murdy developed a 50-minute active learning session for a fictional environmental studies class needing to write a research paper on a topic of their choice using peer reviewed articles. The bulk of the active learning session was encompassed in the two handouts, which are a jigsaw for Web of Science (20 minutes) and a modified Send-A-Problem (Send Along) activity (20 minutes). JMU Libraries has partnered with the Furious Flower Poetry Center to preserve and provide public access to the decennial Furious Flower Conference recordings. These video recordings feature prominent black poets who participated in the 1994, 2004, and 2014 conferences and will include footage from the upcoming 2024 conference. In support of this work, our team integrated ArchivesSpace, Preservica, and Aviary to steward, curate, and preserve the collection. The integration, which requires cross-departmental collaboration, allows us to harmonize metadata with ArchivesSpace as the system of record. Policy Brief—Safeguarding Women's Health: Trends, Inequities, And Opportunities In Pakistan's Abortion And Postabortion Care Services, Population Council, Guttmacher

Safe Abortion and Postabortion Care

Pakistan is experiencing critical reproductive health issues driven by a high population growth rate of 2.55% per year, low contraceptive use (34% for all methods, 23.4% for modern methods), and a significant unmet need for family planning (17.3%). Low contraceptive use and high unmet need for family planning contribute to high rates of unintended pregnancies which often result in unsafe abortions and postabortion complications.

This policy brief presents the findings of a comprehensive study on abortion and postabortion care in Pakistan. The study was conducted in 2023 by the Population Council in partnership with the Guttmacher Institute. The study is …

This qualitative study aimed to identify and describe the factors influencing teacher retention in K-12 public schools in rural Hawai’i, as perceived by K-12 public school teachers examined within the framework of Mason and Matas’ (2015) conceptualization of four capital factors: human, social, structural, and positive psychological. Methodology. This qualitative study intended to identify factors that influenced teachers in rural Hawai’ian communities to remain in the profession. This paper explores the disproportionate impact of COVID-19 on internal migrants in the urban centres of Cape Town and Johannesburg, South Africa. Focusing on the socio-economic and livelihood challenges faced by this population, the research utilizes a survey conducted in 2023 to investigate how the pandemic exacerbated existing vulnerabilities. Results highlight significant disruptions in employment, increased economic hardship, and heightened health risks among migrants, particularly those living in low-income neighbourhoods. Despite the hardships, very few migrants intended to permanently return to their rural origins, indicating a complex interplay between economic necessity and pandemic-induced constraints. Migrating overseas to work as domestic workers is an increasingly important livelihood strategy for capital-poor women in Southeast Asian countries such as Myanmar. Medical tourists are deemed to be a vulnerable patient population because they often have limited knowledge of the specialized health care treatment and services they seek. They are also frequently unfamiliar with the medical tourism physicians, providers, and facilitators with whom they interact. As a result, travel, biomedical, and procedural risks are often difficult to define and estimate. This analysis uses computer-automated technology to analyze the risk and warning messages distributed by government and private medical associations to medical tourists. This paper conducts a comparative analysis of two significant historical events of Indigenous resistance in North America: the Northwest Rebellion of 1885 in Canada and the Wounded Knee Occupation of 1973 in the United States. The Métis during the Northwest Rebellion and the Lakota Oglala along with American Indian Movement activists during the Wounded Knee Occupation both sought to assert their rights against encroaching government policies and settler expansion. Women smallholder farmers in East Africa, including Uganda, provide the majority of agriculture labor. However, women are significantly less productive than men due to extreme barriers such as their lack of decision-making rights, inability to solely own land, and familial responsibilities. The purpose of this project was to create a full integrated communications and fundraising campaign for Her Mighty Hands, an agriculture extension nonprofit whose mission is to connect Ugandan women subsistence farmers to technology and knowledge which empower them to advance their agricultural business; enabling them to improve the quality of life for themselves, their families, and communities.
