Drawing on the essence of global science and technology innovation (STI) centers, this study evaluates the level of science and technology innovation of 140 cities worldwide by constructing a five forces assessment model of global STI centers, which includes 33 indicators in 5 dimensions. The analysis reveals a significant tripartite pattern of development in global STI centers across Europe, North America, and the Asia-Pacific region. However, divergent patterns emerge in the development of these centers across different regions. Notably, global STI centers in various regions follow distinct development trajectories. The science and technology innovation (STI) center is not only the core source of national continuous forging of new quality productivity and generating new momentum for development, but also the front-runner and an important strategic pivot for China to accelerate the construction of a global scientific and technological powerhouse. Biosphere Reserves are areas recognized by UNESCO that represent key terrestrial, coastal, and marine ecosystems. These areas are strictly protected and designed to fulfill three primary functions: conserving biodiversity, promoting sustainable development, and supporting scientific research and education. As of now, 759 biosphere reserves have been established in 136 countries and regions worldwide, supporting the livelihoods of approximately 236 million people. The total area of biosphere reserves covers 7.67 million km2, accounting for 4.10% of global terrestrial area, 5.08% of freshwater surface, and 0.21% of marine areas. The integrated protected area community (IPAC) model is a Chinese innovation in protected area governance, emerging from the convergence of national policy support, local government implementation, and community participation. UNESCO’s Man and the Biosphere Programme (MAB) emphasizes that biosphere reserves should serve as “learning sites for sustainable development”. Ecological conservation should not be separated from human life, but instead be integrated with community development, cultural continuity, and educational advancement. Guided by this principle, the Maolan Biosphere Reserve in Guizhou has grounded its efforts in the traditional ecological culture of its multi-ethnic local communities. The Veterans Education Task Force, funded by the Veteran Reconnect Grant and led by Syracuse University's IVMF with guidance from the Tennessee Board of Regents, evaluated veteran education strategies from 2020-2023. Their assessment, involving surveys and data from 39 TBR institutions, found strong institutional commitment but highlighted issues with identifying and supporting student veterans. Many institutions are developing veteran-focused programs but still lack comprehensive plans and resources. Key needs include better faculty/staff training and improved systems for identifying and supporting veterans.

The current study aimed to reveal the degree to which academic leaders practice administrative empowerment in Jordanian universitiesin Irbid Governorate, and show the quality level of work life of faculty members and the relationship between them. The study adopted the survey correlated method, and the sample consisted of (307) member staff. To achieve the study objectives, the electronic questionnaire was used as the study tool. The results showed that thedegree to which academic leaders practice administrative empowerment came with a moderate degree and the level of quality work life of faculty members came with a high degree.
