This chapter offers an alternative approach to the public interest theory of central banking.Instead of interpreting the history of central banking as attempts to solve market failures, we suggest that central bank behavior can be best explained by studying the constraints faced by members of various interest groups, including members of the central banks themselves. Instead of looking uniquely at how private decisions in commercial markets shape central banks’ decisions, we argue that central bank behavior is best predicted when applying the tools of economics to politics, i.e., when using Public Choice.

The Role Of Demographic Change In Explaining Declining Labor Force Participation, Manoj Atolia, John Gibson, Felix Rioja

The labor force participation rate has been declining in the United States since the late 1990s. Decomposing the aggregate labor force participation rate by age reveals that this decline is being driven by reduced participation among relatively young individuals, those aged 16 to 24. In fact, participation among older individuals, age 55 and above, has been increasing. In this paper, we develop a model in which individual decisions regarding schooling and retirement, in view of empirically observed changes in mortality, can simultaneously explain these three labor force participation trends. The Heterogeneous Effects Of Cannabis Dispensaries On Crime: The Importance Of Foot Traffic, Thomas Lebesmuehlbacher, Justin Roush, Rhet A. Smith
Hunt Institute Working Paper Series
This paper pairs exact dispensary locations with city block level crime data to study the impact of medical cannabis dispensaries on crime in the state of Florida from 2016-2019. Leveraging a Florida state law that requires broadly uniform security provisions across dispensaries, we capture important dispensary heterogeneity by incorporating customer volume and local non-dispensary foot traffic with smartphone geopositional data. We use not-yet-operational dispensary locations as a control group and a geo-spatial difference-in-differences framework and find reductions in larceny, vehicle burglary, and motor vehicle theft following the opening of high-volume dispensaries. We fail to find evidence of similar deterrent effects …

The Covid-19 pandemic of 2020–2021 accelerated a long-term trend of declining print book use in academic libraries. At Seton Hall University, recovery has been slow, with both checkouts and in-house use still well below pre-Covid levels. Use of the physical library has also decreased. The decrease in print book use is especially notable among students. However, it is less apparent in subject areas that have undergone systematic inventory, removing outdated books and those in the catalog but not on the shelf, and updating of the collections. This makes for more attractive and accurately represented collections with a greater proportion of …

In the past year, three governmental ministries – the Ministry of Health, Ministry of National Development, and Ministry of Transport – have jointly led Age Well SG, a national programme that seeks to support older Singaporeans in ageing well in their homes and their communities. This programme reflects the government’s priority in enabling ageing-in-place, a trend that has been increasingly welcomed by older Singaporeans. Current policies that seek to enable ageing-in-place are centred on three forms of enhancements in the environments in which older Singaporeans live, such as the implementation of Active Ageing Centres, strengthening of support for care needs, …

This paper presents an analysis of the knowledge structure of the Mexican scientific community in the field of Space Science in Web of Science, between 2000 and 2019. CiteSpace software helped to identify the influential papers in the domain. The findings of this study shed light on the historical development of Space Science in Mexico and highlight the country's scientific performance with the worldwide trend. Moreover, the study emphasized the importance of bibliometrics in understanding the scientific undercurrents of a discipline. The Philippines is endowed with vast solar potential. Through rooftop solar power (RTSP), households directly participate in the clean energy transition, expanding renewable energy supply to meet increasing energy demand and effectively lowering electricity costs for themselves. Yet, RTSP in the country remains largely untapped. Using the Contingent Valuation framework, this study conducted a survey of households in Metro Manila and its neighboring provinces to identify the factors that influence adoption and willingness to pay for RTSP. Survey results reveal that both economic (mainly electricity bill reduction) and environmental benefits are well-recognized and positively correlated with RTSP adoption. The study …

Despite ample evidence that extensive water–rock interactions occurred under a CO2-dominated atmosphere on early Mars, carbonate minerals are relatively rare at the surface. One possibility to explain this scarcity is that carbonates were initially abundant, but were later destroyed when atmospheric conditions changed, particularly as a result of volcanism releasing large volumes of sulfur dioxide SO2 into the atmosphere. However, despite some early theoretical and experimental results, no study has investigated the stability of the most common carbonates (Ca, Mg and Fe) in the presence of abundant SO2 gas. Researchers understand that conducting numerous pairwise comparisons between group means increases the Type I error rate, prompting the use of planned contrasts like orthogonal contrast sets. Implicit to orthogonal contrast sets is the principal assumption that groups are balanced in size. Further, when dealing with complex variables like latent constructs, specialized modeling is necessary. Understanding how violations of the assumptions of an orthogonal contrast set and the latent variable model approach can help identify variation in the accuracy of group mean difference. However, hindrances to the accuracy of latent mean orthogonal comparisons when this assumption is untenable remains unsettled. This …

Parents are critical socialization agents for their children, especially in middle childhood. It is through parent-child interactions that beliefs, values, and attitudes can be particularly influential for a child’s identity and social development. In particular, understanding how parents socialize their children has important implications for their own child’s racial identity development and critical consciousness – and later civic engagement and social behaviors. The current study sought to investigate ethnic-racial socialization (ERS) and critical consciousness of parents with children in middle childhood who live in the Midwestern United States. The Supreme Court And The Allocation Of Burden: Truncating The Voting Rights Act, Warren Snead

The US Supreme Court’s decision in Shelby County v. Holder and subsequent legislative failures to restore the Voting Rights Act (VRA) have alerted scholars to the precarity of federal voting rights and the importance of the Supreme Court to its implementation. I argue, however, that the court has exercised outsized influence on the administration and development of the VRA long before Shelby County, consistently advancing the goals of the Act’s opponents. Using statutory interpretation, the court has shifted both administrative and political burdens from VRA skeptics to its supporters, gradually undermining the efficacy of the law. Following the murder of George Floyd at the hands of Minneapolis police officer Derek Chauvin, the widespread public protest of racial injustice created a groundswell that prompted corporate and media responses, so much so that by the end of the summer of 2020, it seemed as if "Black Lives Mattered" everywhere and to everyone. Public response incentivized subsequent corporate response in financial pledges and other commitments to racial justice initiatives until 2020, which became known as the year that America confronted racism or the racial reckoning of 2020.
