The purpose of this study is to examine the potential impacts that mandatory police trainings, such as de-escalation tactics and use of force trainings, have on the number of suspects who are injured, shot and killed, and citizen complaints of unnecessary force used by police officers. An examination on training programs specifically aimed at responding to incidents involving people with mental illnesses will determine if the use of these trainings results in fewer suspect injuries and reported unnecessary force incidents. The Muskingum Watershed Conservancy District (MWCD), the largest conservancy district in Ohio, initiated a significant, multi-year capital improvement plan in 2014 in response to increasing revenues associated with Utica Shale development. This study used input-output analysis to estimate the regional economic impact of MWCD’s spending on infrastructure improvements and related operations from 2014 through 2022. Cleveland State University’s Energy Policy Center found that MWCD’s $182.1 million in capital spending during the study period resulted in $486.8 million of gross output (total economic activity of all sales/revenues), $221.9 million of value added (gross output minus intermediate inputs), $135.6 million in labor …

The expansion of urban areas is closely related to environmental problems such as changes in land use, flooding, and land subsidence. Semarang is a city with reasonably rapid development and a high land change experiencing floods and land subsidence. This paper will discuss land transformation caused by urban growth and its implications. It uses a combination of geospatial techniques and cloud computing Google Earth Engine (GEE) to carry out mapping over a large area without being constrained by computer capabilities. After an internal DEI audit, the library realized there were populations that were missing our services, resources, and space. This is a mutual effort that takes the findings of the DEI audit and combines them with the organic efforts of the library’s Access Services department to plan for wellness related services, activities, and information for our population. A number of producers of heterogeneous goods with heterogeneous costs compete in prices. When producers know their own production costs and consumers know their values, consumer surplus and total surplus are aligned: the information structure and equilibrium that maximize consumer surplus also maximize total surplus. We report when alignment extends to the case where either consumers are uncertain about their own values or producers are uncertain about their own costs, and we also give examples showing when it does not. Environmental governance (EG) has become a hegemonic concept for understanding and transforming environmental decision-making processes that operate beyond the state. However, political ecologists, drawing from a diverse set of theoretical frameworks, have critiqued the concept for being malleable, vague, and apolitical, which has enabled its appropriation in ways that conceal inequality and difference, advocate techno-managerial fixes, and espouse neoliberal solutions. Political ecologists have approached EG more critically with the conceptual tools of neoliberal natures, environmental regulation, and eco-governmentality. In this article, we contend that these conceptualizations, while theoretically rich, are limited in their capacity to capture a diversity of governance …

Additionally, counselor educators have debated the ethics of student-led versus instructor-led role plays. This program will provide an overview of research and current trends in group counseling pedagogy. This dissertation is a collection of three essays that study the interconnection between the Affordable Care Act (ACA) Marketplace plans and disability claiming and the effects of the COVID-19 pandemic on prescription drug utilization for anxiety and depression among Medicaid enrollees. The first essay examines the effects of the COVID-19 pandemic on prescription drug use for anxiety and depression among Medicaid enrollees, using Medicaid State Drug Utilization Data. The findings suggest that the COVID-19 pandemic increased the use of prescription drugs for anxiety and depression relative to prescription drugs use for all conditions, but decreased prescription drugs use for anxiety …

A strategy to safeguard United States’ space assets is needed. Deterrence strategies, like Cold War nuclear deterrence, are often recommended. Nuclear deterrence history reveals that deterrence through dominance is what early strategists employed. Both Cold War adversaries attempted repeatedly to gain the lead in nuclear weapons. Seeking short term advantages activated the security dilemma and both sides responded in kind, guaranteeing an arms race. The faulty logic of the security dilemma was that the next advantage would bring security. You might imagine that the idea was born during the First Gulf War, (sometimes called the First Space War), where use was made of strategic space systems to support operations. The 2010 National Space Policy, intended “to express the President’s direction for the Nation’s space activities,” was released by the Obama Administration on June 28. Responses were for the most part swift and predictable. While drawing heavily from past consistent principles, all analysts agreed that the tone and emphasis differed significantly from the 2006 Bush Administration policy, which itself was a departure from past policies in terms of a greater military focus and nationalistic orientation. This study begins with the widely recognized problem of 21st century space vulnerabilities. To address this challenge, it proposes the new concept of an “allied space network” as a possible means of both reducing risks and enhancing space power. Such a concept would move beyond realist, Cold War “balancing” in space, and instead would require new forms of technical and political cooperation in the military sector among participating states.
