The “folk” theory of democracy that typically justifies the administrative state cannot help but lead to a discourse of constraint. If agency action is only legitimate when it mechanically applies the will of the voters as transposed by Congress through statutes, then the norms guiding that action will inevitably restrain agency discretion. As a result, attempts to establish the democratic credentials of the administrative state ironically obstruct the application of collective power. But this “folk” theory of democracy is bad theory. This Article argues that recent United States Supreme Court decisions invalidating agency policymaking rely on a normatively unattractive and empirically mistaken notion of democratic popular sovereignty. Namely, they rely upon a transmission belt model that runs like this: democracy is vindicated by first translating and aggregating voter preferences through elections. Then, the popular will is transposed by members of Congress into the statute books. Finally, the popular will (now codified), is applied mechanically by administrative agencies who should merely “fill in the details” using their neutral, technical expertise. Felony disenfranchisement impacts nearly 4.6 million individuals in the United States with low-income communities and communities of color disproportionately affected. This policy is a practice that restricts the voting rights of individuals who have been convicted of a felony. This brief provides an overview of the challenges faced by those affected by felony disenfranchisement, as well as the implications for democracy in the United States. Women’s political representation has increased globally over the past few decades. Women are entering the political world in more significant numbers. This increase is visible among the countries of the former Yugoslavia. Within the last three decades, women have become present in greater numbers across the parliaments of the former Yugoslavia, primarily due to the adoption of gender quotas due to women’s movement activism. Currently, superhero films are one of the more popular film genres, and the genre does not appear to be slowing down anytime soon. In addition, the lives and exploits of superheroes are told through other forms of media such as animated films and television series targeted towards children. However, these narratives are also violent. The essay extends previous Luke Cage scholarship by analyzing him through a discipline rarely utilized in superhero scholarship: developmental psychology. Using the Luke Cage television series, the author centers Luke Cage's relationship to Harlem. In doing so, the author explores how the relationship can elucidate both the conceptual foundations of morally-relevant decision-making and the ways these concepts may be applied in varied and complex social interactions -- features of social life relevant to everyday persons as well as superheroes working within a fictionalized neighborhood.

Breaking Down Barriers. Does social capital indirectly affect black/white economic outcomes via entrepreneurial activities? Does the relationship between social capital, entrepreneurship, and black/white economic outcomes change when social capital interacts with segregation? Drawing from Bourdieu's (1986) and Coleman’s (1990) social capital theory and prior scholars' regressive view theories of segregation, I propose that 1) social capital improves entrepreneurial activities and black/white economic outcomes, and 2) segregation’s interaction with social capital has an adverse effect on entrepreneurial activities and black/white economic outcomes. The ability to regulate emotions via reappraisal is considered an important skill that is associated with greater well-being. However, the effectiveness of emotion regulation is impacted by individual differences, and its adaptiveness may vary depending on context. For example individuals from vulnerable populations such as children and mothers in the context of poverty often demonstrate less optimal reappraisal, that is in turn associated with maladaptive behaviors. Given its consequence on mental health, it is critical to understand mechanisms that influence reappraisal to maximize its adaptive consequences. Background: As the population is aging, occupational therapy practitioners (OTPs) are well placed to address the community and social needs of older adults to promote healthy aging. However, OTPs seem to be lacking the resources and guidance to implement community and social interventions routinely.

Using the framework of postcolonial and critical cultural studies of communication, this essay examines the rise of BBC indigenous language broadcasting in Nigeria. Taking an interdisciplinary approach from the fields of language studies, media studies, and cultural studies, the essay argues that media and communication contact that occurs between colonists and their previous colonies cannot be taken as coincidental or casual; therefore, the need to combine the local and global in theorizing new frameworks for understanding this complex relationship and the power dynamics that occurs alongside it.

Fiscal tools—taxes and/or subsidies—are increasingly used to address diet-related health problems. However, some studies have found that these tools are markedly more effective if attention is drawn to the tax or subsidy, suggesting that the price change alone may go unnoticed in the complex food environments that consumers face. Agri-environmental schemes (AESs) are increasingly implemented to promote the adoption of environmentally friendly practices by farmers. We use a systematic review to explore the role of behavioural factors and opportunity costs in farmers' decisions to participate in AESs in Australia, Europe and North America. Behavioural factors influence how farmers value and perceive options, while opportunity costs relate to farmers' forgone utility when choosing to participate in schemes. We synthesise insights from 79 articles and over 700 factors explaining the participation in AESs. We investigate why prior studies examining the effects of the Deferred Action for Childhood Arrivals (DACA) on undocumented youth’s college outcomes in the United States have yielded mixed findings. We draw on unique administrative data from the City University of New York (CUNY) at the time of DACA’s implementation and utilize difference-in-difference estimation to examine DACA’s effects on undocumented students’ college GPA and interruptions to their college progress. We find that DACA’s effects on the educational outcomes of undocumented students enrolled in college were heterogeneous: It had as negative effect on those who, prior to the policy, were academically high …

The current project measures international students’ dietary acculturation challenges focusing on sub-Saharan Africans in the U.S.A. The analysis of 142 self-administered survey from participants between 18 and 48 are examined. Findings propose that students chose their foods when available. Newly arrived participants searched for known produce. Adaptation process starts after living for more than twenty-five months in the U.S. Sub-Saharan students increased their intake of standard American diet such as pre-made meals but reduced what they grew up eating. The surprise is that they shifted habits even when foods from their home countries are in groceries near them. Considering all, …

Research on status quo bias suggests that all else equal, people prefer to maintain the current state of the world rather than making changes (Samuelson & Zeckhauser, 1988). Relatedly, people tend to value objects more when they possess them than when they do not, in what is known as the “endowment effect” (Kahneman et al., 1991; Morewedge et al., 2015). Memory is at the basis of perception and provides functionality to our daily lives. Auditory stimulation has been shown to bias eye movement and improve memory (Liping, et. al, 2021), but the mechanisms behind the guidance of eye movements remain unclear (Higgins, et. al, 2014). This chapter details the mediating role embraced by the SSU Library in managing university-wide technology and learning challenges during an unanticipated pivot to remote instruction and is organized according to lessons learned. Responding to COVID disruptions in real time, we identified key areas where our expertise and relationships allowed us to advocate for and support students, while also saying no or limiting our participation in others. Limiting the services provided during a crisis to only those that fit within the core scope of our mission was a powerful tactic that libraries should exercise often and widely communicate.
