Football As Soft Power: The Political Use Of Football In Qatar, The United Arab Emirates And The Kingdom Of Saudi Arabia, Vitas Rafael Carosella

Abdou Filali-Ansary Occasional Paper Series

In November 2022 Qatar hosts the first Middle East and North Africa (MENA) region FIFA World Cup. This paper seeks to understand the use of football as a soft power political tool in Qatar, the United Arab Emirates (UAE) and the Kingdom of Saudi Arabia. Based on culture, values and policies, soft power is power through attraction as opposed to coercion. The stronger one player’s values, culture and policies are, the more soft power that player has. Qatar, the UAE and Saudi Arabia, traditional fossil fuel-based states, suffer from a lack of attraction. By investing in football, each nation hopes …

S V Lifumbela And Others 2022 (1) Nr 205 (Sc), Dunia P. Zongwe

SAIPAR Case Review

The Lifumbela case stems straight from the High Treason Trial, Namibia’s longest and – probably – most expensive judicial saga. In S v Lifumbela, the Supreme Court of Namibia had to settle an appeal against the convictions and sentences of 30 accused implicated in the High Treason Trial. Despite the big stakes involved in this matter, the apex court did not manage to rise to this once-in-a-lifetime occasion and seize this historic moment.

By confirming that the appellants committed high treason, murder, and attempted murder on the basis of conspiracy (i.e., an incomplete crime), the Namibian Supreme Court upended the …

Chimanga Changa Limited V Export Trading Limited (Scz Appeal No. 3 Of 2022), Ntemena Mwanamwambwa, Chenela Mwale-Simbotwe

SAIPAR Case Review

The Supreme Court’s decision in Chimanga Changa has set a clear and resounding tone as well as a sound precedent in the Jurisprudence of Zambian Corporate Insolvency law, specifically in relation to how voluntary business rescue proceedings should be commenced, when they commence and most importantly that an application objecting to the commencement of business rescue proceedings pursuant to section 22(1), does not answer to the definition of a legal proceeding for purposes of effecting a moratorium within the confines of section 25 of the Act.

Eva Chiboni V. New Future Finance Company Limited 2020/Hpc/0776, Chanda Chungu

SAIPAR Case Review

The decision in Eva Chiboni has been seen by some as a victory for vulnerable groups of people in Zambia, compared to bigger entities that do at time take advantage of parties with less bargaining powers. However, as this article has demonstrated, it reached an outcome not supported by principles of law, particularly those relating to the need to provide lucid and clear evidence of a vitiating factor or illegality to declare a contract null and void.

Zambia Electronic Clearing House Limited V. James Kalengo Caz Appeal No. 239 Of 2020, Chanda Chungu

SAIPAR Case Review

The Court of Appeal’s decision in James Kalengo is crucial because it demonstrates that the concept of a legitimate expectation of renewal, as a principle and concept exists under Zambian employment law. Whilst an employer does retain the discretion to renew a contract of employment or not when it is due to expire, an employee may have a legitimate expectation of renewal if there is any past practice, prior promise or bad faith/mala fides in relation to the renewal.

Mark Tink And Others V. Lumwana Mining Company Limited Caz Appeal No. 41/2021, Chanda Chungu

SAIPAR Case Review

The decision in Mark Tink and Others v. Lumwana Mining Company Limited is an important decision because it clarifies and restates that law that a valid reason, that is substantiated is required when an employer initiates termination of the contract of employment.

This article critiques the approach of the Court of Appeal as it relates to the award of damages. This article seeks to provide clarity as it relates to the award of damages, particularly the way is granted and justified. It is suggested that when the opportunity arises either the Court of Appeal or the Supreme Court should revise …

Molosoni Chipabwamba And 12 Other Displaced Village Owners V Yssel Enterprises Limited Appeal No.104/2020 (Zmca) 2022, Mwami Kabwabwa

SAIPAR Case Review

The issue of customary land tenure and customary land rights is an important issue that has serious implications on customary communities that occupy land under customary tenure. Considering the raising demand of customary land by both local and international investors the courts play an important role in protecting the interests and rights of customary communities and ensuring that such communities are not exploited in the alienation process of customary land and in the procedures of converting from customary tenure to statutory where it is necessary and where the benefits of converting to statutory tenure outweigh the benefits of customary tenure. …

Applying Technology To Promote Sexual And Reproductive Health And Prevent Gender Based Violence For Adolescents In Low And Middle-Income Countries: Digital Health Strategies Synthesis From An Umbrella Review, Keng-Yen Huang, Manasi Kumar, Sabrina Cheng, Anya Elena Urcuyo, Paul Macharia

Brain and Mind Institute

Aim: Adolescents in low-and-middle-income countries (LMICs) are facing numerous developmental, sexual and reproductive health (SRH) challenges including exposure to multidimensional violence. Gender-based violence (GBV) specifically intimate partner violence (IPV) are both highly prevalent in LMICs and are strongly linked with poor SRH outcomes. However, GBV and IPV interventions have not yet been adequately integrated in SRH due to individual, social, cultural, service, and resource barriers. To promote long-term SRH, a more holistic approach that integrates GBV and IPV, and adolescent development needs is imperative. Digital health has the potential to address multiple service setup, provision, and addressing access barriers through …

Disability Representation In Media: More Than Just The Character, Antony Clements Nov 2022

Disability Representation In Media: More Than Just The Character, Antony Clements

Postgraduate

The representation of disability in creative media is problematic. There have been several tests proposed that analyse disability representation within a media text, in an attempt to determine if a media text represents disability appropriately. In this thesis, I discuss several existing tests of disability representation within media texts, identifying problems in each. I propose a new test for disability representation to address these problems. I then apply the test described in this thesis to media texts within the spheres of film, television, fictional literature, comics and games. Using the qualitative method of autoethnography combined with discourse analysis, I will …

Barriers To The Delivery Of Teen Dating Violence Programs In Urban School And After-School Settings Serving Mexican-Heritage Youth, Heidi Adams Rueda, Lela Rankin Williams, Abigail Vera Nov 2022

Barriers To The Delivery Of Teen Dating Violence Programs In Urban School And After-School Settings Serving Mexican-Heritage Youth, Heidi Adams Rueda, Lela Rankin Williams, Abigail Vera

Social Work Faculty Publications

Teen dating violence (TDV) is increasingly recognized as a national health priority, impacting overall well-being and school success. However, there are overlooked barriers to TDV program delivery in schools and youth-serving organizations and these are ideal settings to reach youth universally. In this study, we conducted 10 focus groups with school (e.g., administrators, social workers, nurses) and after-school personnel regarding barriers to TDV programming within a large urban community serving predominantly Mexican-heritage youth. Findings offer practice-driven considerations for the implementation of programs within urban communities. These include attention to limited resources, inhibitive and non-existent policies, competing demands, a lack of …

The Impact Of Various Safety Leadership Styles On Construction Safety Climate: A Case Of South India, S. Senthamizh Sankar, K. S. Anandh, Sathyanarayanan Rajendran, K. N. Sen

Engineering Technologies, Safety, and Construction Faculty Scholarship

The Indian construction industry is the second-largest job-providing sector in the country, which comprises many investments. According to the International Labour Organization (ILO) report, India is a significant contributor to construction site accidents and fatalities among world nations. The poor Safety Leadership (SL) style and the diminished leader's commitment to quality safety outcomes have caused misfortunes in construction sites. This paper aims to identify the impact of various safety leadership styles on the Organisational Safety Climate (OSC) predictors and propose a conceptual model explaining the relationship between SL styles and OSC. The study identifies six leadership styles from the works …

County-Level Societal Predictors Of Covid-19 Cases And Deaths Changed Through Time In The United States: A Longitudinal Ecological Study, Philip J. Bergmann, Nathan A. Ahlgren, Rosalie A. Torres Stone

Biology

People of different racial/ethnic backgrounds, demographics, health, and socioeconomic characteristics have experienced disproportionate rates of infection and death due to COVID-19. This study tests if and how county-level rates of infection and death have changed in relation to societal county characteristics through time as the pandemic progressed. This longitudinal study sampled monthly county-level COVID-19 case and death data per 100,000 residents from April 2020 to March 2022, and studied the relationships of these variables with racial/ethnic, demographic, health, and socioeconomic characteristics for 3125 or 97.0% of U.S. counties, accounting for 96.4% of the U.S. population. The association of all county-level …

Open Access Literature In Libraries: Principles And Practices, Karen Brunsting, Caitlin Harrington, Rachel E. Scott

Faculty and Staff Publications – Milner Library

Open Access has evolved into the most complex challenge of the scholarly communication landscape and something libraries grapple with on a regular basis. But although librarians hold increasingly positive perceptions about OA, including its richness of unique content and immediacy of access, many lack the understanding, training, documentation, and knowledge of best practices that would allow them to engage with it confidently. This book helps to fill that gap, using a holistic approach that walks readers through the steps of integrating OA resources into library collections and supporting OA initiatives irrespective of budget, institution type, collection size, and staffing. Explaining …

Assessment Of Economic Opportunities For Young Rohingyas In Bangladesh, Md. Noorunnabi Talukder, Md. Irfan Hossain, Abdullah Al Mahmud Shohag, Eashita Haque, Iqbal Ehsan, Joseph Falcone, Ubaidur Rob

Adolescents and Young People

Bangladesh has been hosting nearly a million Rohingyas for the past five years. Since the 1980s, to escape widespread persecution and conflict, Rohingyas have been crossing the border from Myanmar into Bangladesh. Rohingyas are not entitled to, or integrated into, any long-term development agendas of the Bangladesh government. They do not have freedom of movement and permission to work, but they are engaged in some informal income-generating activities in Cox’s Bazar. This study was intended to assess the livelihood and work opportunities, challenges, aspirations, needs, and preferences of young Rohingya populations living in the camps in the Cox’s Bazar district …

While Waiting For Rain: Community, Economy, And Law In A Time Of Change, John Henry Schlegel Nov 2022

While Waiting For Rain: Community, Economy, And Law In A Time Of Change, John Henry Schlegel

Books

What might a sensible community choose to do if its economy has fallen apart and becoming a ghost town is not an acceptable option? Unfortunately, answers to this question have long been measured against an implicit standard: the postwar economy of the 1950s. After showing why that economy provides an implausible standard—made possible by the lack of economic competition from the European and Asian countries, winners or losers, touched by the war—John Henry Schlegel attempts to answer the question of what to do.

While Waiting for Rain first examines the economic history of the United States as well as that …

Teaching Income Inequality With Data-Driven Visualization, Humberto Barreto, Sang T. Truong Nov 2022

Teaching Income Inequality With Data-Driven Visualization, Humberto Barreto, Sang T. Truong

Economics and Management Faculty publications

The distribution of household income is a central concern in economics due to its strong influence on society’s well-being and social cohesion. Yet, non-expert audiences face serious obstacles in understanding conventional measures of inequality. To effectively communicate the extent of income inequality in the United States, we have developed a novel technique for visualizing income distribution and its dispersion over time by using U.S. household income microdata from the Current Population Survey. The result is a striking dynamic animation of income distribution over time, drawing public attention, and encouraging further investigation of income inequality. Detailed implementation is available at github.com/sangttruong/incomevis …

Access / Insurance

The purpose of this study was to examine rural-urban differences in health care use among Medicare beneficiaries age 85+. Understanding these differences, and the socioeconomic characteristics that contribute to them, can have important implications for Medicare policies aimed at serving the age 85+ population. Using the Medicare Current Beneficiary Survey 2010-13 Cost and Use and 2015-17 Cost Supplement Files, we examined whether and how rural and urban Medicare beneficiaries age 85+ differ in terms of their:

  1. socioeconomic and health characteristics that may inform health care use;
  2. trends in health care use, including use of inpatient and emergency department (ED) care; …

Optimizing Cybersecurity Budgets With Attacksimulation, Alexander Master, George Hamilton, J. Eric Dietz Nov 2022

Optimizing Cybersecurity Budgets With Attacksimulation, Alexander Master, George Hamilton, J. Eric Dietz

Faculty Publications

Modern organizations need effective ways to assess cybersecurity risk. Successful cyber attacks can result in data breaches, which may inflict significant loss of money, time, and public trust. Small businesses and non-profit organizations have limited resources to invest in cybersecurity controls and often do not have the in-house expertise to assess their risk. Cyber threat actors also vary in sophistication, motivation, and effectiveness. This paper builds on the previous work of Lerums et al., who presented an AnyLogic model for simulating aspects of a cyber attack and the efficacy of controls in a generic enterprise network. This paper argues that …

George Floyd In Papua: Image-Events And The Art Of Resonance, Karen Strassler Nov 2022

George Floyd In Papua: Image-Events And The Art Of Resonance, Karen Strassler

Publications and Research

This article offers an introduction to the “image-event” as both concept and method through a focus on the circulation of images around the killing of George Floyd. It examines how these images reverberated and resonated in West Papua, a restive region of Indonesia that has been the site of a long-standing separatist movement. It critically examines a celebratory media discourse that sees the US-based Black Lives Matter movement as expanding outward to spark similar movements elsewhere, a logic that reiterates long-standing colonialist narratives that figure places like Papua as backwaters belatedly receiving and imitatively taking up ideas that flow from …

Evaluating The Impact Of Solution-Focused Brief Therapy On Hope And Clinical Symptoms With Latine Clients, Krystle Himmelberger, James Ikonomopoulos, Javier Cavazos Vela

Counseling Faculty Publications

We implemented a single-case research design (SCRD) with a small sample (N = 2) to assess the effectiveness of solution-focused brief therapy (SFBT) for Latine clients experiencing mental health concerns. Analysis of participants’ scores on the Dispositional Hope Scale (DHS) and Outcome Questionnaire (OQ-45.2) using split-middle line of progress visual trend analysis, statistical process control charting, percentage of non-overlapping data points procedure, percent improvement, and Tau-U yielded treatment effects indicating that SFBT may be effective for improving hope and mental health symptoms for Latine clients. Based on these findings, we discuss implications for counselor educators, counselors-in-training, and practitioners, which …
