The Constitutional amendment also introduced a requirement that legislation relating to the contraction and guaranteeing of debt should provide the category, nature and other terms and conditions of a loan, grant or guarantee that will require approval by the National Assembly before the loan, grant or guarantee is executed. The Court of Appeal dealt with a judgment of the Industrial Relations Division of the High Court which was passed more than one year after the matter was commenced. The Court of Appeal interpreted sections 85(3)(b) (ii) and 94 (1) of the Industrial and Labour Relations Act which prescribe that judgment should be within one (1) year of the filing of the complaint and sixty (60) days from close of trial.

The facts that led to the Rulings stemmed from a judgment rendered against Chimanga Changa Limited whereby the Commercial Division of the High Court of Zambia awarded Export Trading Limited a sum of money relating to unpaid goods supplied. Thereafter, Chimanga Changa failed to pay the judgment sum and entered business rescue proceedings.

Generalizing the group interaction model of Lee (2007), we identify and estimate the effects of student level social spillovers on standardized test performance in New York City (NYC) elementary schools. We leverage student demographic data to construct within-classroom social networks based on shared student characteristics, such as a gender or ethnicity. Rather than aggregate shared characteristics into a single network matrix, we specify additively separate network matrices for each shared characteristic and estimate city-wide peer effects for each one. Conditional on being in the same classroom, we find that the most important student peer effects are shared ethnicity, gender, and …

Do Black-Owned Banks Substitute For Payday Lenders? An Exploratory Study, James R. Barth, Richard J. Cebula, Jiayi Xu

American Business Review

The annualized interest rate charged on payday loans can reach 1,950 percent, whereas similar rates charged by banks are typically less than 25 percent. Also, persons borrowing from payday lenders and paying the higher interest rates are disproportionately lower-income Blacks. This provides an incentive for Blacks seeking loans to turn to banks rather than payday lenders. This may be more likely to happen when there are Black-owned banks in communities with greater percentages of Blacks. Indeed, offices of such banks may substitute for payday loan stores, providing a greater opportunity for Blacks to avoid the higher interest rates associated with …

Social workers and anthropologists encounter different representations of mediation as a professional practice: On the one hand, Social Work is grounded in mediation as expert knowledge that helps others to resolve interpersonal disputes. For example, mediation as Alternative Dispute Resolution (ADR) can enable court cases to resolve without formal trials. On the other hand, Anthropology is grounded in mediation as a research field site and by past intervention experience of anthropologists. As mediation professionalized and became mandated across public institutions, anthropologists became strong ADR critics. Recent fire seasons brought a new fire reality to the western US, and motivated federal agencies to explore scenarios for augmenting current fuel management and forest restoration in areas where fires might threaten critical resources and developed areas. To support this effort, we modeled the scheduling of an accelerated forest and fuel management scenario on 76 western US national forests. Specifically, we modeled a 10-year ramp up of current forest and fuel management that targeted the source of wildfire exposure to developed areas and simulated treatment in areas that accounted for 77% of the predicted exposure. Covid-19 And Women-Led Businesses Around The World, Yu Liu, Siqi Wei, Jian Xu

The impacts of crises are never gender-neutral, and the COVID-19 pandemic is no exception. Using a brand-new dataset covering 24 countries, we document that women-led businesses are subject to a higher likelihood of closure and a longer closure duration than men-led businesses during the pandemic. Women business leaders are also more pessimistic about the future than men business leaders. The disadvantages suffered by women-led businesses widen in high gender inequality economies and developing economies. Our results further indicate that finance and labor factors are likely to be the major contributors to these disadvantages. We suggest that COVID-19′s policy response should …

The 1927 SIR contagion model is the dynamical system for an infection that passes at a constant rate in random pairwise meetings. Our Behavioral SI* Model assumes that everyone has access to a constant elasticity of avoidance technology. We then derive the passing rate in fully solvable Nash equilibrium of the game where everyone optimizes. The resulting dynamics are log-linear, and incidence is log-linear in prevalence, with slope less than one.

The SI* models yields extreme predictions for major contagions, not realized. At breakout, the SI* models capture exponential growth. In our BSI* model, increasing avoidance behavior bends the curve, …

Starting March 11, 2020, the day that Chapman University announced that classes would transition immediately to remote in response to the COVID-19 pandemic, the Leatherby Libraries dramatically shifted its marketing strategy and the use of social media to communicate with the student body, faculty, staff, and other community member followers. The Leatherby Libraries used social media during the COVID-19 crisis as both a means of communicating urgent messages to its patrons and also as a tool for engaging community members in the absence of traditional
library tours, events, and exhibits.

This study is going to explore the association between democracy and well-being again by separating the countries in Europe and Asia. Objective: To assess an alternative method for estimating demand for postpartum tubal ligation and evaluate reproductive trajectories of low-income women who did not obtain a desired procedure. Study design: In a 2-year cohort study of 1700 publicly insured women who delivered at 8 hospitals in Texas, we identified those who had an unmet demand for tubal ligation prior to discharge from the hospital. We classified unmet demand as explicit or prompted based on survey questions that included a prompt regarding whether the respondent would like to have had a tubal ligation at the time of delivery. Alcohol use and sleep disruption are highly prevalent amongst college students, yet their combined effects on cognitive functioning and subsequent classroom performance have not been fully examined. Alcohol use has been shown to negatively impact cognitive functioning, especially in college students without fully matured brain regions. This has led to decreases in academic functioning and increases in college dropout. Disruptions in sleep functioning can lead to both lapses in attention and an overall decrease in attention, which can negatively impact learning in a classroom environment.

Objective: This study explored the additive value of the multi-item EuroQol 5-Dimension 5-Level (EQ-5D-5L) as an outcome measure in health inequality analyses, relative to the single-item EuroQol visual analog scale (EQ VAS).

Methods: A sample comprising the general population from Italy, the Netherlands, and United Kingdom (UK) completed the EQ-5D-5L and the EQ VAS. The level of education was selected as a proxy for socio-economic status (SES). EQ-5D-5L level sum scores (LSS) were compared against EQ VAS scores. Stratified and multivariable analyses were used to study the associations between SES and the LSS/EQ VAS relative to the presence of chronic …

Social distancing was universally implemented to reduce the spread of the COVID-19 virus. Long-term social distancing can lead to increased feelings of social isolation or dissatisfaction with one's daily interpersonal interactions, which can subsequently result in reduced psychological health (e.g., greater depression). The present study quantified this association, and the extent to which it was moderated by measures of sleep and physical activity, by surveying 3658 adults (mean age = 46.0 years) from across the United States. Participants answered questions related to their social experiences, sleep, physical activity, and depressive symptoms during the early stages of the pandemic (March-June 2020). …
