Pandemics And Partisanship: Following Old Paths Into Uncharted Territory, Luke Fowler, Jaclyn J. Kettler, Stephanie L. Witt Jan 2021

Pandemics And Partisanship: Following Old Paths Into Uncharted Territory, Luke Fowler, Jaclyn J. Kettler, Stephanie L. Witt

Public Policy and Administration Faculty Publications and Presentations

Although partisan politics tend be set aside during crisis, the timing of gubernatorial actions in response to COVID-19 is telling about how partisanship is shaping the way elected officials are reacting to this pandemic. Using an event history analysis, the authors find that Democratic governors responded to the White House’s attempts to downplay the severity of the pandemic by declaring emergencies in order to draw citizen attention to and to prepare for a public health crisis. On the other hand, Republican governors resisted doing so until Trump declared a national emergency on March 13; however, Republican reactions were conditional on …

Nonprofits And Government Agencies Addressing The Needs Of Mental Health Community, Wyatt Ulrich Jan 2021

Nonprofits And Government Agencies Addressing The Needs Of Mental Health Community, Wyatt Ulrich

School of Professional and Continuing Studies Nonprofit Studies Capstone Projects

Nonprofit organizations have been utilizing cross-sector collaboration to address problems that are not able to be solved on their own. A partner to make said collaboration can be with any organization, business, or volunteer who has the same goals as the nonprofit organization. Mental health nonprofit organizations specifically need more partners due to how little the world knows about mental health and mental illnesses. The government is one partner many mental health organizations aim to collaborate with. Government contracts have been known to help with the many challenges nonprofit organizations face like funding and services. Previous research has suggested this …

Investigating The User Experience With A 3d Virtual Anatomy Application, Winnyanne Kunkle Jan 2021

Investigating The User Experience With A 3d Virtual Anatomy Application, Winnyanne Kunkle

CCAC Theses and Dissertations

Decreasing hours dedicated to teaching anatomy courses and declining use of human cadavers have spurred the need for innovative solutions in teaching anatomy in medical schools. Advancements in virtual reality (VR), 3D visualizations, computer graphics, and medical graphic images have enabled the development of highly interactive 3D virtual applications. Over recent years, variations of interactive systems on computer-mediated environments have been used as supplementary resource for learners. However, despite the growing sophistication of these resources for learning anatomy, studies show that students predominantly prefer traditional methods of learning and hands-on cadaver-based learning over computer-mediated platforms.

There is limited research on …

Human Errors In Data Breaches: An Exploratory Configurational Analysis, Gabriel A. Cornejo Jan 2021

Human Errors In Data Breaches: An Exploratory Configurational Analysis, Gabriel A. Cornejo

CCAC Theses and Dissertations

Information Systems (IS) are critical for employee productivity and organizational success. Data breaches are on the rise—with thousands of data breaches accounting for billions of records breached and annual global cybersecurity costs projected to reach $10.5 trillion by 2025. A data breach is the unauthorized disclosure of sensitive information—and can be achieved intentionally or unintentionally. Significant causes of data breaches are hacking and human error; in some estimates, human error accounted for about a quarter of all data breaches in 2018. Furthermore, the significance of human error on data breaches is largely underrepresented, as hackers often capitalize on organizational users’ …

Factors Influencing Pilot Trust In Electronic Flight Bag Information, Warren Pittorie, Summer Rebensky, Leonia Hunt, Andrew Narkushian, Maria Chaparro, Meredith Carroll

Aeronautics Faculty Publications

Electronic Flight Bags (EFBs) are widely used by pilots in the commercial aviation industry. EFBs serve as replacements for some traditional sources of information, such as paper charts, manuals, and checklists, augmentation for flight-related information previously unavailable through older cockpit systems such as temporary flight restriction locations, and supplemental information such as a secondary display of traffic). By having access to this information, pilots are able to make more effective decisions in various situations. Related literature has shown that decision makers in situations of uncertainty are influenced by a range of factors such as experience, the level of risk in …

Human Factors Considerations For Urban Air Mobility, Bhoomin B. Chauhan, Meredith Carroll

Aeronautics Faculty Publications

Before urban air mobility (UAM) flights are safely integrated into the current airspace system, it is necessary to identify and address human factors issues associated with UAM. Various industry and academic institutions are currently exploring a range of different aspects of UAM, such as vehicle concepts, airspace integration, and ground infrastructure, all of which have human factors implications. These human factors issues, which will heavily influence how UAM operations will evolve with growth in demand and autonomous technology, are in need of research. Potential human factors issues include UAM pilot’s trust in automation, situational awareness, visual scanning, decision-making capabilities, as …

America's Best Idea: Settler Colonialism And Recognition In The United States National Park Service Website, Madison Gates Jan 2021

America's Best Idea: Settler Colonialism And Recognition In The United States National Park Service Website, Madison Gates

Scripps Senior Theses

By examining closely how the National Park Service misrepresents their history and current relationships with Indigenous communities I work to demonstrate the depths of this misrepresentation and the impacts it has on various Indigenous communities and nations. In the first chapter, I explain how the history of national parks is founded on fundamentally opposed conceptions of land between Indigenous people and settlers and how this difference was used as justification for settler violence. In chapter two I explore the ways in which the National Park Service uses cultural collaboration to further tourist experience at the expense of respecting and properly …

Missouri River Open Lands Preservation: A Great Falls Case Study, Leonard Patrick Ormseth

Undergraduate Theses, Professional Papers, and Capstone Artifacts

South of Great Falls, Montana, adjacent to the city lies a 72-acre undeveloped parcel of state school trust land. For decades, this land has been used by the community for recreation including mountain biking, dog walking, fishing, and wildlife viewing. During the COVID-19 pandemic, these recreational values were especially pertinent as city attractions such as bars, restaurants, and other entertainment were shuttered or suffered from greatly reduced capacity. The community, while aware of this treasure, became especially attached as it served as a refuge from the throes of the modern world. When the Fox Farm neighborhood learned of the State’s …

Decoupling Neoliberal Ideologies With American Governance And Civics, Henry J. Deluca Jan 2021

Decoupling Neoliberal Ideologies With American Governance And Civics, Henry J. Deluca

Undergraduate Theses, Professional Papers, and Capstone Artifacts

Lasting neoliberal ideologies that emerged from the Reagan era have set a precedent for how American society is to understand itself in relation to American governance and economics. At its core, neoliberalism is rooted in the belief of free markets, laissez-faire economics, and federal deregulation. Using moral egoism as its grounding normative ethic and federal deregulation as its means of achieving its goal, this economic approach fails to account for our governments ability to protect the well being and needs of citizens. Furthermore, neoliberalism completely disregards the need for ecological health and stagnates our ability to mitigate the effects of …

A Study And Application Of Nature And Empathy Based Environmental Education, Lia Volpa Jan 2021

A Study And Application Of Nature And Empathy Based Environmental Education, Lia Volpa

Undergraduate Theses, Professional Papers, and Capstone Artifacts

As climate change persists and new generations are inducted into positions responsible for adaptation, it is vital that children are educated about the environment in a way that will create long-lasting motivation to address these environmental issues. This paper analyzes the methods most effective in environmental education, answering the question: what components of elementary-level education inspire children to be stewards of the earth rather than invoke fear for the future? To answer this question a series of literature was reviewed through which three themes emerged as important components of environmental education: age, exposure to nature, and cultivation of empathy. Developmental …

Religion, But Not Parents, Predict Children's Tendency To Anthropomorphize, Sarah R. Carbis

Undergraduate Theses, Professional Papers, and Capstone Artifacts

Anthropomorphism, or the attribution of human characteristics and behaviors to non- human entities, is not a new concept in psychology research, but is becoming increasingly more popular. This is likely to do with the emergence of artificial intelligence and other technologies in our society. Anthropomorphism is something that is encountered on a regular basis, and much research has been done looking at various aspects of this concept. Current research has investigated parental language and its relation to children’s anthropomorphism, anthropomorphism in relation to culture, how it intersects with development, among others. However, there are gaps in the research of anthropomorphism, …

The Effect Of Object Similarity And Alignment Of Examples On Children's Learning And Transfer From Picture Books, Gabrielle Strouse, Patricia Ganea Jan 2021

The Effect Of Object Similarity And Alignment Of Examples On Children's Learning And Transfer From Picture Books, Gabrielle Strouse, Patricia Ganea

School of Education Faculty Publications

Story picture books with examples can be used to teach young children science concepts. Learners can abstract relational information by comparing the analogical examples in the books, leading to a more abstract, transferrable understanding of the concept. The purpose of this study was to determine whether manipulating the content or arrangement of the examples included in a picture book would support children’s generalization and transfer of a relational concept, color camouflage. Eighty-one 3-year-olds and 80 4-year-olds were read one of 4 books at 2 visits, spaced approximately 1 week apart. Examples were manipulated in a 2 (high/low object similarity) by …

Learning From Video: A Meta-Analysis Of The Video Deficit In Children Ages 0 To 6 Years., Gabrielle Strouse, Jennifer Samson Jan 2021

Learning From Video: A Meta-Analysis Of The Video Deficit In Children Ages 0 To 6 Years., Gabrielle Strouse, Jennifer Samson

School of Education Faculty Publications

Young children often learn less from video than face-to-face presentations. Meta-regression models were used to examine the average size of this difference (video deficit) and investigate moderators. An average deficit of about half of a standard deviation was reported across 122 independent effect sizes from 59 reports, involving children ages 0-6 years. Moderator analyses suggested 1) the deficit decreased with age, 2) object retrieval studies showed larger deficits than other domains, and 3) there was no difference between studies using live versus prerecorded video. Results are consistent with a multiple-mechanism explanation for the deficit. However, the analyses highlighted potential quality …

Harmful algae blooms (HABs) can negatively impact water quality, lake aesthetics, and can harm human and animal health. However, monitoring for HABs is rare in Minnesota. Detecting blooms which can vary spatially and may only be present briefly is challenging, so expanding monitoring in Minnesota would require the use of new and cost efficient technologies. Unmanned aerial vehicles (UAVs) were used for bloom mapping using RGB and near-infrared imagery. Real time monitoring was conducted in Bass Lake, in Faribault County, MN using trail cameras. Time series forecasting was conducted with high frequency chlorophyll-a data from a water quality sonde. Normalized …

Collaborative Competition In Homeless Services: Three Essays On Federal-Local Partnerships, Andrew Alfred Sullivan Jan 2021

Collaborative Competition In Homeless Services: Three Essays On Federal-Local Partnerships, Andrew Alfred Sullivan

Theses and Dissertations--Public Policy and Administration

The United States’ federal government funds homeless services provided at the local level through the McKinney-Vento Act, encouraging collaboration among providers. This dissertation studies three aspects of homelessness: merging of local planning bodies, identification of homeless students, and the relationship between experiencing homelessness in high school and long-term educational outcomes.

The first chapter studies the effect of merging Continuums of Care (CoCs), local planning bodies for homeless services. While merging brings organizations into the same network and could make use of economies of scale, it brings service provision to a less-local level, taking away responsiveness to the community and inter-jurisdictional …

Essays On Evasion And Enforcement In Value Added Tax (Vat), Syed Jawad Ali Shah Jan 2021

Essays On Evasion And Enforcement In Value Added Tax (Vat), Syed Jawad Ali Shah

Theses and Dissertations--Public Policy and Administration

Value added tax (VAT) based on credit invoice system is the most common consumption tax in the world. Despite its self-regulating nature, VAT faces challenges in developing countries who have limited state capacity to check evasion and enforce tax on informal sectors of the economy. The tax authorities introduce policy interventions that can target the evasive behavior of firms interacting with informal sectors. My dissertation seeks to provide insight into three such policy reforms in Pakistan’s VAT regime. Therefore, this dissertation is composed of three essays.

In first essay of my dissertation, titled “Using Computerization to enforce VAT: Evidence from …

Two Essays On Governments Devolving Fiscal Authority To Lower-Level Actors, Jinsol Park Jan 2021

Two Essays On Governments Devolving Fiscal Authority To Lower-Level Actors, Jinsol Park

Theses and Dissertations--Public Policy and Administration

Over the past decades, there have been efforts across the globe to break the grip of the centralized power of government and devolve authority to lower-level actors. The devolution of authority in the governance system can take place in various ways: the central government can devolve authority, responsibility, and functions to local governments; or a local government can delegate its authority to make policy decisions to the citizenry, for example, as a form of public participation. In a broad sense, we can group all these government activities to devolve power to lower-level actors and call it “decentralization.” This dissertation attempts …

Perceived Effectiveness Of A Mentoring Program For Training Adventist Chinese Evangelists, Terry Man-Yuen Tsui Jan 2021

Perceived Effectiveness Of A Mentoring Program For Training Adventist Chinese Evangelists, Terry Man-Yuen Tsui

Dissertations

Problem

The fact that evangelism in the Unorganized Territories of the Chinese Union Mission was done mainly as personal evangelism and that public evangelism was limited to a one-day seed sowing meeting had led to a serious need for equipping pastors in effective public evangelism methods. It required a model of public evangelism, which is adaptable to the local Chinese culture, and a mentoring program that accompanies evangelists, who were still developing their skills in public evangelism.

Method

This study used a parallel mixed methods design to measure the perceived effectiveness of selected methods in the mentoring program. This design …

The Role Of Community Belongingness In The Mental Health And Well-Being Of Black Lgbtq Adults, Keith Justin Watts Jan 2021

The Role Of Community Belongingness In The Mental Health And Well-Being Of Black Lgbtq Adults, Keith Justin Watts

Theses and Dissertations

The impact of racial and sexual minority stigma, prejudice, and discrimination on the mental health and well-being of Black and LGBTQ individuals, respectively, has been well documented in the literature. Research on these relationships for Black LGBTQ individuals who are multiply marginalized due to their position at the social intersections of gender identity, sexual orientation, and race/ethnicity is less common. Belongingness to identity-based communities can protect against the negative impact of these minority stressors for Black and LGBTQ individuals and aid coping processes. However, Black LGBTQ individuals often experience stigma and discrimination in their racial, sexual, and gender minority communities …
