Regulators And Utility Managers Agree About Barriers And Opportunities For Innovation In The Municipal Wastewater Sector, Alida Cantor, Luke Sherman, Anita Milman, Michael Kiparsky
Geography Faculty Publications and Presentations
Despite pressures to improve performance and reduce costs, innovation in the municipal wastewater sector in the United States has been notoriously slow. Previous research has suggested that wastewater utility managers may see regulation as a barrier to developing and deploying new technologies. To better understand how environmental regulation may fuel or hinder innovation in this sector, we conducted a nationwide survey of wastewater utility managers and wastewater regulators in the United States, asking both populations about their perceptions of specific aspects of regulation and innovation. Survey results revealed broad agreement between the two groups that funding and capacity, regulatory relationships, …

Comparing The Environmental Impacts Of Using Mass Timber And Structural Steel, Khang Hoang Nguyen, Steelee Knight Morgan
Construction Management
Although mass timber has seen a gradual rise in demand in the past, there has been a lack of extensive research on the environmental impacts of using mass timber as a primary structural framing material. This paper compares structural steel, and mass timber’s total embodied carbon emissions. Accurate estimates were made using plans and specs for different projects retrieved from semi-structured interviews. The estimates were input through the EC3 Calculator to provide extensive total carbon emissions measurements between each construction material. Using structural steel framing increased the project’s overall environmental impact by roughly 84% compared to using mass timber. The …

The Case For Public Investment In Higher Pay For New York State Home Care Workers: Estimated Costs And Savings, Isaac Jabola-Carolus, Stephanie Luce, Ruth Milkman
Publications and Research
This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …

Mape-R: A Rescaled Measure Of Accuracy For Cross-Sectional Subnational Population Forecasts, David Swanson, Jeff Tayman, T. M. Bryan
Publications, Reports and Presentations
Accurately measuring a population and its attributes at past, present, and future points in time has been of great interest to demographers. Within discussions of forecast accuracy, demographers have often been criticized for their inaccurate prognostications of the future. Discussions of methods and data are usually at the centre of these criticisms, along with suggestions for providing an idea of forecast uncertainty. The measures used to evaluate the accuracy of forecasts also have received attention and while accuracy is not the only criterion advocated for evaluating demographic forecasts, it is generally acknowledged to be the most important. In this paper, …

The COVID-19 pandemic has resulted in abrupt, drastic changes to daily life in many nations. Experiences within the United States have varied widely. In the State of Oregon in the early months of the pandemic protective protocols (e.g., social distancing) were comparatively high, resulting in concern for increases in loneliness and COVID-related stress. The present study of college students examined the indirect relationship of loneliness and other stressors to alcohol use, via drinking-to-cope motives.

Problematizing Perceptions Of Stem Potential: Differences By Cognitive Disability Status In High School And Postsecondary Educational Outcomes, Dara Shifrer, Daniel Mackin Freeman
Sociology Faculty Publications and Presentations
The STEM (science, technology, engineering, and mathematics) potential of youth with cognitive disabilities is often dismissed through problematic perceptions of STEM ability as natural and of youth with cognitive disabilities as unable. National data on more than 15,000 adolescents from the High School Longitudinal Study of 2009 first suggest that, among youth with disabilities, youth with medicated attention-deficit/hyperactivity disorder (ADHD) have the highest levels of STEM achievement, and youth with learning or intellectual disabilities typically have the lowest. Undergraduates with medicated ADHD or autism appear to be more likely to major in STEM than youth without cognitive disabilities, and youth …

Bi-Objective Optimization For Battery Electric Bus Deployment Considering Cost And Environmental Equity, Xiaoyue Cathy Liu, Yirong Zhou, Ran Wei, Aaron Golub, Devin Macarthur
TREC Final Reports
Public transit, compared with passenger cars, can effectively help conserve energy, reduce air pollution, and optimize flow on roadways. In recent years, Battery Electric Bus (BEB) is receiving an increasing amount of attention from the transit vehicle industry and transit agencies due to recent advances in battery technologies and the direct environmental benefits it can offer (e.g., zero emissions, less noise). However, limited efforts have been attempted on the effective deployment planning of the BEB system due to the unique spatiotemporal features associated with the system itself (e.g., driving range, bus scheduling). In this project, we developed an innovative spatiotemporal …

An Ethic Of Care? Academic Administration And Pandemic Policy, Stephanie A. Bryson
An Ethic Of Care? Academic Administration And Pandemic Policy, Stephanie A. Bryson
School of Social Work Faculty Publications and Presentations
This reflexive essay examines the adoption of an intentional ‘ethic of care’ by social work administrators in a large social work school located in the Pacific Northwest. An ethic of care foregrounds networks of human interdependence that collapse the public/private divide. Moreover, rooted in the political theory of recognition, a care ethic responds to crisis by attending to individuals’ uniqueness and ‘whole particularity.’ Foremost, it rejects indifference. Through the personal recollections of one academic administrator, the impact of rejecting indifference in spring term 2020 is described. The essay concludes by linking the rejection of indifference to the national political landscape.

INTRODUCTION: The importance of receiving an annual influenza vaccine among patients with atherosclerotic cardiovascular disease (ASCVD) is well established. With the rapid community spread and the possibility of another wave of COVID-19 infections in the fall, receiving an influenza vaccine is of particular importance to mitigate the risk associated with overlapping influenza and COVID-19 infections.
METHODS: We utilized cross-sectional data from the 2016 to 2019 Behavioral Risk Factor Surveillance System (BRFSS), a nationally representative U.S. telephone-based survey of adults 18 years or older. Race/ethnicity was our exposure of interest. We assessed the relative difference in influenza vaccination by race/ethnicity for …

Dāniw Ancestors, Ritual, And Officiant As A Form Of Authority In Mangyan Patag Society (Southeast Mindoro), Elisabeth Luquin
Philippine Studies: Historical and Ethnographic Viewpoints
The Mangyan Patag in southeastern Mindoro encapsulate the relational nature of beings, such as humans, in the concept of ‘āpu, a polysemic term that designates ancestors in general. One type of ‘āpu is the dāniw, who, forming a pair (even number) in a relationship with humans, enables ritual officiants to enter the invisible world of spirits, restore a destructive situation, and maintain the continuity of society. When in a relationship with humans by odd numbers, ancestors called hiri’ enable officiants to kill for personal purposes. However, the personal power of hiri’ ancestors is subordinate to the authority of dāniw ancestors.KEYWORDS: …

Philippine Studies: Historical and Ethnographic Viewpoints
A close look at the art of basket weaving of the Batak indigenous community in Palawan, Philippines, discloses the depth of mathematics present in the weaves of the baskets. Using white and black one-sided bamboo strips, Batak weavers are able to construct a basket of a given size that displays highly symmetric patterns. The presence of elaborate patterns in the baskets indicates masterful planning by the weaver and an inherent knowledge of algebraic and geometric principles even without formal training in mathematics.KEYWORDS: BATAK • BASKET • WEAVE • SYMMETRY • PATTERN

Philippine Studies: Historical and Ethnographic Viewpoints
Although the history of the Chinese in the Philippines is generally well known, what has not been probed is the way working-class Chinese lived and conducted their trades amid restrictive colonial policies. Using previously unexplored archival materials, thisarticle examines the lives and circumstances of Chinese cargadores (stevedores and transporters) within the urban and commercial milieus of Manila during the nineteenth century. Chinese cargadores were regarded as highly dependable workers, but were treated, because of their ethnicity and numerical strength, as both marginal and dangerous, needing to be strictly regulated and disciplined by the Spanish colonial state.KEYWORDS: CHINESE • MANUAL LABORERS …

This article aims to provide a solution for how the new Islamic civilization in the modern era should be the answer to overcoming the various problems of the world community. Since its emergence, Islam has provided answers related to the role of science as a whole contained in the Qur'an, so it is not surprising that Muslim scientists and their work have become a reference for scientists around the world for 14 centuries ago. However, the literacy of Muslim scholars is too focused on qouliyah verses that contain Sharia, rather than kauniyah verses that contain science. On the other hand, …
