Haguruka is a Rwandan NGO founded in 1991 that works to ensure Rwandan women and youth’s access to their legal rights. In addition to providing free legal aid, Haguruka runs educational and capacity building programs across the country to combat gender-based violence (GBV).1 When the Rwandan government instituted lockdown measures to prevent the spread of the COVID-19 pandemic in January of 2020, many of Haguruka’s programs were no longer feasible under the new guidelines. Additionally, emerging research has shown that incidents of GBV have increased globally due to policies to combat COVID-19.2 Rwanda is no exception. Through a desk review, …

Restorative justice is often misunderstood by Western academia in the context of community-based justice systems in African nations. The Gacaca courts used in Rwanda after the 1994 genocide against the Tutsi are frequently criticized for their procedures and outcomes. However, a majority of these criticisms come from Western authors without having engaged in conversations with Rwandans and observing the effects of the trials within the nation. The only people who know and understand the impact of the Gacaca courts are Rwandans. Image-based sexual abuse (IBSA), commonly known as revenge pornography, is a type of cyberharassment that often results in detrimental effects to an individual's career and livelihood. Although there exists valuable research concerning cyberharassment in the workplace generally, there is little written about specifically IBSA and the workplace. This chapter examines current academic research on IBSA, the issues with defining this type of abuse, victim blaming, workplace policy, and challenges to victim-survivors' redress. The authors explore monetary motivation for websites that host revenge pornography and unpack how the dark web presents new challenges to seeking justice. This study aims to individually evaluate the impact (Outcomes) of a social rehabilitation program for Children in Legal Conflict (ABH) in BRSAMPK Rumbai. One of the programs available is the Rumah Antara that is intended for ABH who have already been or are undergoing legal proceedings. By using a qualitative approach, this research evaluated ABH who have carried out social rehabilitation and have resumed life in their communities, so that they can provide a pattern and input to the Balai and the justice system in handling child with criminal cases. One of the efforts to reduce poverty and improve community welfare is through entrepreneurship. Village owned enterprises (BUMDes) are one of the places for entrepreneurial learning for rural communities. Likewise, what happened at BUMDes Serang Makmur Sejahtera in Serang Village, Karangreja District, Purbalingga Regency. The research objective is to gather information about the function of BUMDes in improving the welfare of the community in rural areas. This article uses historical research methods to explore noted disability rights leader Ed Roberts' performances on the speaker circuit between 1983, when he left his position as director of the California Department of Rehabilitation, and his death in 1995. This article examines how he managed his performed identity, his self as presented on stage, in order to be a disability star. Using his own life story as a poignant example, he narrated an autobiography of how a paralyzed man could live a vigorous, successful, indeed a joyful life. His personal stories communicated his lived experiences of battling discrimination and stereotypes. …

The Sources And Consequences Of Political Rhetoric: Issue Importance, Collegial Bargaining, And Disagreeable Rhetoric In Supreme Court Opinions, Michael A. Zilis, Justin Wedeking

How do political actors use rhetoric after an initial policy battle? We explore factors that lead Supreme Court justices to integrate disagreeable rhetoric into opinions. Although disagreeable language has negative consequences, we posit that justices pay this cost for issues with high personal significance. At the same time, we argue that integrating disagreeable rhetoric has a deleterious effect on the institution by reducing majority coalition size. Examining opinions from 1946 to 2011 using text-based measures of disagreeable rhetoric, we model the language of opinion writing as well as explore the consequences for coalition size. Over the last twelve millennia—since agriculture first emerged—humans have increased their exploitation and efforts to control other species and to colonize the Earth. Human on human hierarchy and colonization of other humans follows on the colonization of the natural world. The task of conservation is to undo that colonial relationship. We have been causing the extinction of other life-forms, including hominid species, since we left Africa at least 60,000 years ago. The Oregon Department of Transportation (ODOT) and Oregon Bureau of Labor and Industries (BOLI) have partnered in a statewide effort—the Highway Construction Workforce Development Program—to recruit, train, and employ a diverse workforce for highway construction jobs throughout the state. This program, begun in 2010, supports a variety of initiatives designed to improve the recruitment and retention of women and people of color in Oregon’s highway construction trades. The programs evaluated in this report include the following: preapprenticeship programs, supportive services providing financial assistance (i.e., fuel assistance; support for overnight travel; childcare; work clothes, tools, and protective equipment; hardship funds) and …

Forest Park is an appropriately named 5,200 acre natural area located in northwest Portland, Oregon. A recent study estimated park usage near half a million annual visits and found "trails" to be the park’s most highly valued feature. Unfortunately, many trails were not designed for such traffic as evidenced by slipping hazards, erosion and other ecological impacts. In response to these observations, I partnered with Portland Parks & Recreation to conduct an objective trail impact assessment prescribed by the Forest Park Natural Resource Management Plan. A New Twist On The “Un-African” Script: Representing Gay And Lesbian African Weddings In Democratic South Africa, Michael W. Yarbrough

This essay examines the media coverage surrounding two African weddings of lesbian and gay couples in South Africa, as a lens onto the evolving cultural politics of black queerness in that country. Two decades after South Africa launched a world-leading legal framework for LGBTI protections, I argue that these media representations depict the growing inclusion of black LGBTIQ people as a process of bridging the supposed “gap” between homosexuality and African culture. This new “bridging the gap” script seemingly rejects the older, dominant script portraying homosexuality as intrinsically “un-African.” But I argue that it instead reproduces the “un-African” script in …

Subglacial Antarctic aquatic environments are important targets for scientific exploration due to the unique ecosystems they support and their sediments containing palaeoenvironmental records. Directly accessing these environments while preventing forward contamination and demonstrating that it has not been introduced is logistically challenging. The Whillans Ice Stream Subglacial Access Research Drilling (WISSARD) project designed, tested and implemented a microbiologically and chemically clean method of hot-water drilling that was subsequently used to access subglacial aquatic environments. We report microbiological and biogeochemical data collected from the drilling system and underlying water columns during sub-ice explorations beneath the McMurdo and Ross ice shelves and …

The widespread adoption of smartphones that allow us to work, engage with friends and family, and pursue leisure activities has been associated with the emergence of pathological smartphone use wherein individuals experience anxiety and depressive symptoms when separated from their devices and may be more likely to engage in risky behavior while using their phone. Consistent with the broader literature on behavioral addictions, smartphone pathology is associated with increased depressive symptoms and decreased self-control.
