Perceived Employment Barriers Involving Program Managers Assisting Unemployed Young African American Males, Michael P. Williams Jan 2020

Perceived Employment Barriers Involving Program Managers Assisting Unemployed Young African American Males, Michael P. Williams

Walden Dissertations and Doctoral Studies

For unemployed, young, African American males who face significant barriers to jobs, public employment training centers have become a critical last option. For 2016, the U.S. federal government appropriated more than $6.9 billion to states for Workforce Innovation Opportunity Act programs and approximately $3.4 billion in federal formula funding for partner programs. The research problem in this study concerns the lack of adequate employment-based policies and programs that guide the workforce employment process between program managers and recipients, in particular, young, African American males. Guided by Ingram, Schneider, and DeLeon’s theory of social construction and policy design, this study examined …

The Hidden Transactional Wisdom Of Media Discrimination In Pre-Awcpa Copyright, Kevin Emerson Collins Jan 2020

The Hidden Transactional Wisdom Of Media Discrimination In Pre-Awcpa Copyright, Kevin Emerson Collins

Scholarship@WashULaw

Media neutrality in copyright’s subject matter means that works of authorship are protected against copying, or not, regardless of the tangible medium in which they are fixed. For example, the same features of a sculptural work are protected regardless of whether they are fixed in a statue or a photograph of a statue. Media neutrality in subject matter is a fundamental and largely unquestioned copyright principle with a firm policy basis under copyright’s dominant incentive-to-create theory. Media discrimination in subject matter undermines in arbitrary ways authors’ ability to recoup their creativity costs over the sale of multiple copies.

Beyond Unreasonable, John D. Inazu Jan 2020

Beyond Unreasonable, John D. Inazu

Scholarship@WashULaw

The concept of “reasonableness” permeates the law: the “reasonable person” determines the outcome of torts and contracts disputes, the criminal burden of proof requires factfinders to reach conclusions “beyond a reasonable doubt,” and claims of self-defense succeed or fail on reasonableness determinations. But as any first-year law student can attest, the line between reasonable and unreasonable is not always clear. Nor is that the only ambiguity. In the realm of the unreasonable, many of us intuit that some actions are not only unreasonable but beyond the pale—we might say they are beyond unreasonable. Playing football, summiting Nanga Parbat, and attempting …

Traceology is one of the main methods for identifying the functions of ancient tools, characteristics of production activities, reconstructions of the features of paleo-economic systems. Books by S.A. Semenov, the founder of this direction in archaeology, as well as works by his students and followers in Russia and abroad, also made a signifi cant contribution to the discussion of the issues of adaptation to the natural environment, cultural and cognitive development of man. At present, the possibilities of traditional integrated experimental and traceological research have expanded signifi cantly due to digital technology, 3D-scanning, an increase in the experimental reference base, …

The Manila Galleon: Cradle Of A Fusion Culture, Fernando N. Zialcita Jan 2020

The Manila Galleon: Cradle Of A Fusion Culture, Fernando N. Zialcita

Sociology & Anthropology Department Faculty Publications

Mainstream Filipino culture in Luzon and Visayas is questioned by foreigners and even Filipinos for not being Asian enough." What is overlooked is that the singularity of such a culture lies in that it was born during the Galleon Trade (1565-1820) -- an enterprise that; for the first time in world history; linked the four continents together with Manila as its hub in Asia. Merchants from all the continents congregated in Manila; according to eyewitnesses. Hence; aside from Spanish influences; also present are Chinese; Indian; Japanese and Mexican Indian influences upon Filipino culture ; basically of Austronesian stock; to this …

People's Liberation Army Reforms: Implications For Xi's Leadership(การปฏิรูปกองทัพปลดแอกประชาชน: นัยต่อความเป็นผู้นำ ของสีจิ้นผิง), Kittipos Phuttivanich

Journal of Social Sciences

This paper argues that the People's Liberation Army reform under Xi Jinping contributes to the new power concentration of Chinese leadership, which is significantly related to the elimination of the Chinese presidential term limits in March 2018. The paper points out that 1) the president's position has become important in Chinese politics only since the late Deng Xiaoping's era with the attempt to institutionalize Chinese leadership; 2) there were serious problems in the relations between Chinese Communist Party (CCP) and the People's Liberation Army (PLA) especially during Jiang Zemin's and Hu Jintao's era, which damaged Mao's principle of "party commands …

Asian Elephant Rescue, Rehabilitation And Rewilding, Liv Baker, Rebecca Winkler

Animal Sentience

Thailand has fewer than 10,000 elephants left. More of them are living in captivity to serve the tourist industry under grim conditions than are living free in what is left of their wild habitat. Conservation efforts need to be focused on all surviving members of the species, captive and free, but they need to take into account the inextricable entanglement of human and nonhuman animal lives in Thailand today. There is an opportunity for rescuing, rehabilitating and reintroducing captive elephants to the wild with the help of the traditional expertise of a mahout culture that has been elephant-keeping for centuries. …

Rewilding Or Reviewing: Conservation And The Elephant-Based Tourism Industry, Ingrid Suter

Animal Sentience

Baker & Winkler (2020) provide a detailed examination of elephants in captivity, from an historical perspective to modern-day concerns. Concerns include the poor level of mahout skills and subsequent captive elephant welfare issues in the Thai elephant tourism industry. Rewilding is proposed as a method of rehabilitation and a way to include mahouts in the conservation process. This commentary argues that the tourism industry is making positive changes and mahout skills can be utilised successfully without the arduous task of rewilding. Animal rights groups and the transfer of misinformation surrounding captive elephant welfare are also examined, as these typically fail …

Anthropology And Conservation, Nicolas Lainé

Animal Sentience

Baker & Winkler make a welcome contribution to elephant conservation in Thailand in advocating a role for joint human/elephant labor and local expertise in rewilding. Their argument would benefit, however, if it drew more upon the local ethnographic evidence. Ethnocentric notions such as “welfare” and “wellbeing” may not fit into the local perception of pachyderms.
