We continue support the Federal Bank of Boston “Working Cities” challenge which aims to support social and economic recovery of underperforming small and mid-sized cities in the New England region. We continue to extend our data profiles of these cities located in Massachusetts, Rhode Island and now Connecticut. It is our hope that these data ‘rich” profiles which includes key indicators on health, population and demographic changes, industrial growth, and educational performance can not only support policy development in these targeted areas, but also help in monitoring the progress these cities make over time.

Evaluating Home Lending Patterns For Discrimination In Worcester, Ma, Curtis B. Wiemann

Sustainability and Social Justice

This paper analyzes home lending trends measured in dollars lent per census tract per capita in Worcester, MA, in order to determine whether anti-discrimination measures have been successful, and to suggest this framework for analysis and policy remedies for cities with similar challenges. When analyzed alone with Federal Housing Administration (FHA) and conventional lending by tract, proportional rates of African-American residency were found to be negatively correlated with conventional lending, and Hispanic residency was found to be negatively correlated with both conventional and FHA lending, rejecting the null hypothesis that race/ethnicity and home lending would have no observable relationship. This paper discusses the ways that capabilities and human development theory can guide the creation of entrepreneurship programs, utilizing a framework of human-centered design thinking. It is well known that a variety of institutional factors shape gender outcomes and gender inequality within entrepreneurship, particularly with regard to necessity versus opportunity entrepreneurship and informal versus formal sector entrepreneurship. Failure to understand the diversity of entrepreneurial activity among women, and the connection (or lack thereof) of such activity to human freedom, leads to biased entrepreneurship programs. A meeting on Contemporary Topics in Zebrafish Husbandry and Care was held in the United Kingdom in 2014, with the aim of providing a discussion forum for researchers, animal technologists, and veterinarians from academia and industry to share good practice and exchange ideas. Presentation topics included protocols for optimal larval rearing, implementing the 3Rs (replacement, reduction, and refinement) in large-scale colony management, and environmental enrichment. The audience also participated in a survey of current practice relating to practical husbandry, cryopreservation, and the provision of enrichment.

The multibillion-dollar global antibody industry produces an indispensable resource but that is generated using millions of animals. Despite the irrefutable maturation and availability of animal-friendly affinity reagents (AFAs) employing na€ive B lymphocyte or synthetic recombinant technologies expressed by phage display, animal immunisation is still authorised for antibody production. Remarkably, replacement opportunities have been overlooked, despite the enormous potential reduction in animal use. Directive 2010/63/EU requires that animals are not used where alternatives exist. To ensure its implementation, we have engaged in discussions with the EU Reference Laboratory for alternatives to animal testing (EURL ECVAM) and the Directorate General for Environment …

The author of Le lys et le flamboyant uses humor, metaphors and adjectives to represent a world in conflict, to show the impossible encounter of otherness (racial and cultural). Our contribution represents an attempt to show that this novel reflects a deep social distress, which is characterized by an environment where characters and speeches unfold a permanent contradiction. This text tries to account for the turmoil that marked the history of Africa through language as exploited by the novelist. Basically, the author makes an excluded character portrait.

In Calixthe Beyala’s novels, the narrators are in search of their own identity due to traumas experienced in broken families. The expression broken or shattered family (famille éclatée) is used in a broad way, pertaining to principles and responsibilities of marriage, particularly with children. The abandonment of a spouse, regardless of the motive, wounds the family unit. This study uses eight novels to examine the various configurations of families in which the place of biological parents is called into question. This study also shows that abandoned children, in the works of Beyala, cope with the absence of a parent.

Congolese literature of urgency is the historical conscience which informs the conscience of history, a therapeutic medium which allows the reader to transcend national trauma and to articulate the future. As the foundation of the metadiscourse of Congolese realities, it is the counter-discourse of Western and national cultural domination, the erasure of the national voice, the traumatism of dictatorships, invasions, and political and social conflicts maintained. It therefore condemns theological, political domination and advocates for nationalism, the reconstruction of Congolese identity while affirming Congolese desire to auto-determine their future in a country where truth is extirpated from political euphemisms.

This article offers a discussion of “development” rhetoric as expressed in and around television drama in Kinshasa, capital city of the Democratic Republic of Congo. Producers (artists and pastors of Awakening Churches; some individuals are both) contend that their work will transform society, will combat the social and political crisis and will contribute to the development of the nation. Pentecostal christians embrace the melodrama because these television serials emphasize the spiritual development of the individual. The two writers from Madagascar, Michèle Rakotoson and Jean-Luc Raharimanana, fill empty memorial spaces by writing texts that vary from autobiographical mode, via the historical one, up to some elements of oral tradition with the objective to create anticipatory texts. The article analyzes the entanglement of references to reality and to fiction drawing on the notion of “fabulation” by Deleuze and of “half-knowledge” by Flahaut.

This article shows how the urgency of the social in the francophone novel goes with a utopian dimension. It is suggested that if the African novel reveals the flaws and faults of the social and political body that the censorship attempts somehow to hide, if it has the power to dismantle the mechanism of violence, it also has the power to provide the vision of another possible world. Thus, the novel of disillusionment may be secretly the book of enchantment and utopia.

Thomas Piketty's analysis of income and wealth distribution, Capital in the Twenty-First Century, argues that wealth has become increasingly concentrated in the hands of the most affluent, while lower and middle class real incomes have stagnated; he warns that this trend could have “potentially terrifying” results, possibly even violent revolution. This article presents evidence that growing inequality weakens the entire economy by eroding the purchasing power of the vast majority of the population and the education of the labor force, while increasing its vulnerability to future collapses of the financial markets. This article presents a case study of Appreciative Inquiry applied to client work within the context of a solution-focused, financial coaching model. Appreciative Inquiry (AI) is a process –a generative process—wherein a client envisions, describes, and constructs a new meaning or reality through structured questions and answers, and then designs a way to get there (to their destiny). University of Nebraska-Lincoln (UNL) Libraries was one of 19 libraries participating in a national study, initiated by Ithaka S+R, of the research practices and needs of agricultural researchers. Two UNL Libraries faculty members participated in this study by interviewing 11 UNL agricultural scholars during the summer of 2016. The ethnographic research approach revealed four core themes explored in this UNL-specific report: interdisciplinarity and collaborations; scientific communication practices; scientific research data; and challenges and opportunities. Illustrated by the sample of faculty comments presented here, the themes have direct implications for the UNL Libraries, while in other cases these point to concerns …

Zero tolerance, punitive and more negative peace-oriented approaches dominate school violence interventions, despite research indicating that comprehensive approaches are more sustainable. In this article, I use data from a longitudinal case study at a Trinidadian secondary school to focus on the role of teachers and their impact on school violence; I show that institutional constraints are not fully deterministic, as teachers sometimes deploy their agency to efficacious ends. In combining Noddings’ postulations on care and Freire’s notions of praxis as a symbiosis of reflection and action, I explicate the nascent praxes of care of six teachers at this school, as …

Sāmoa’s plantation landscape haunts Robert Louis Stevenson’s 1892 text, A Footnote to History: Eight Years of Trouble in Samoa. Stevenson represents the German-run plantations as sites of gothic terror, which are haunted by the ghosts of indentured laborers. In this essay, I examine Stevenson’s accounts of German plantation culture alongside corollary narratives from Sāmoa’s three commercial newspapers: the Samoa Times and South Sea Gazette (1877–81) the Samoa Times and South Sea Advertiser (1888–96), and the Samoa Weekly Herald (1892–1900). Illicit trade in tobacco is a substantial and growing problem in the U.S., causing loss of tax revenue, damage to public health, and threats to public safety. Decisions about enforcement against ITTP involve tradeoffs among competing objectives. Good policy design can improve the terms of those tradeoffs but cannot eliminate them. We examine questions about the allocation of enforcement resources against ITTP, and its distribution across activities, individuals, and organizations: in particular, whether and how to differentially target ITTP that involves violence or support for terrorism. We consider the problem of developing effective strategies for enforcement, applying both lessons from …
