A Note On The Temporary Misregistration Of Landsat-8 Operational Land Imager (Oli) And Sentinel-2 Multi Spectral Instrument (Msi) Imagery, James Storey, David P. Roy, Jeffrey Masek, Ferran Gascon, Michael Choate

The Landsat-8 and Sentinel-2 sensors provide multi-spectral image data with similar spectral and spatial characteristics that together provide improved temporal coverage globally. Both systems are designed to register Level 1 products to a reference image framework, however, the Landsat-8 framework, based upon the Global Land Survey images, contains residual geolocation errors leading to an expected sensor-to-sensor misregistration of 38 m (2σ). These misalignments vary geographically but should be stable for a given area. The Landsat framework will be readjusted for consistency with the Sentinel-2 Global Reference Image, with completion expected in 2018. In the interim, users can measure Landsat-to-Sentinel tie …

Police body-worn cameras have been advanced as a solution to disparate perceptions among the citizenry, public officials, community leaders, and the police themselves in the highly contested arena of police-citizen encounters. However, as with previous technological innovations in policing, it is important that the police themselves are comfortable with the technology. This is a report of a survey conducted on police officers’ perceptions of body-worn cameras in Buffalo and Rochester police departments, which uses a survey instrument administered with the Los Angeles Police Department. The purpose of this study was to explore the current status of the strategic public relations management in China. This study is the first to apply the generic principles of excellent public relations in China. Surveys and in-depth interviews were used to address five research questions: (1) practitioners’ strategic public relations practice, (2) their relationship with the dominant coalition, (3) communication models in use, (4) proficiency in practicing the managerial and technical roles, and (5) the challenges facing public relations industry were explored as research questions. In his 1947 work Men Against Fire: The Problem of Battle Command, historian S. L. A. Marshall convinced the U.S. government and military of the critical need for improved techniques in combat psychology. However, his more fundamental assertion that soldiers needed to be trained to overcome an innate psychological resistance to killing would prompt some in the military as well as scholars and medical experts to examine the heart and mind of the soldier in combat. The terms gender and sex in both western and Chinese culture, and professional area, seems complex and sometimes confusing. Previous studies have examined gender expectation within (Kroska, 2003) and across (Baxter, 1997; Zhou, Dawson, Herr, & Stukas, 2004) cultures, and many have focused on traits of different genders, especially Bem’s (1974) measurement which has been widely discussed. In order to explore the difference between Mandarin Chinese and English speakers on gender stereotype, an online survey with English and simplified Chinese language version was conducted. Many religious institutions respond to global crises. These faith-based organizations may be small, independent institutions or belong to a larger corporate body. Local mainline Christian churches from mainline denominations including Lutheran, Presbyterian, Catholic, and United Methodist follow the latter model. As members of the larger corporate faith organization, these local churches have access to well-organized and established disaster response functional units. Derailments of freight trains carrying bulk cargo are not a new phenomenon in the United States; they have occurred since the 19th century when the first shipment made its way across the nation. However, despite sweeping changes in the past decade to the structure of emergency management in the United States, how the railroads have responded to derailments has not changed. The railroad culture is to operate lean, meaning few people are needed to transport large quantities of cargos and commodities.
