Community health centers represent a major source of primary health care for the nation’s Medicaid beneficiaries. Because the Federally Qualified Health Center (FQHC) payment system is encounter-based, health centers and Medicaid agencies in ACA expansion states are actively pursuing payment reforms that will enable health centers to adopt strategies that can more effectively respond to the considerable and complex health and social needs of people served by health centers, and more efficiently address the surging volume of patient care. According to the 2009 African Governance Report (AGR II), by the United Nations Economic Commission for Africa (UNECA), many democracies in Africa are suffering from an authoritarian hangover. Many African countries adopted the system of democracy because it enjoys global endorsement as the best form of government and panacea for underdevelopment. But it is a truism that development in Africa remains impeded. This is because many African leaders are ignorant and negligent of the philosophical principles upon which democracy is formed. To explore public knowledge and perceptions about climate change, University of New Hampshire researchers conducted the first Polar, Environment, and Science (POLES) survey in August 2016. A random sample of U.S. adults were asked for their views regarding science, climate change, sources of information, current problems, and possible solutions. In addition, the survey tested basic geographical knowledge related to polar regions, such as whether the United States has a significant population living in the Arctic, and what respondents know about the location of the North Pole.

We present the data from a crowdsourced project seeking to replicate findings in independent laboratories before (rather than after) they are published. In this Pre-Publication Independent Replication (PPIR) initiative, 25 research groups attempted to replicate 10 moral judgment effects from a single laboratory's research pipeline of unpublished findings. The 10 effects were investigated using online/lab surveys containing psychological manipulations (vignettes) followed by questionnaires. Results revealed a mix of reliable, unreliable, and culturally moderated findings. Unlike any previous replication project, this dataset includes the data from not only the replications but also from the original studies, creating a unique corpus that …

This article discusses the phenomenon of peace leadership, an emerging sub-area of leadership studies. This literature review discusses peace leadership scholarly work specifically identified as such by its authors, and therefore does not include literature potentially viewed as informing the broader discussion of peace leadership. The peace leadership specific scholarly literature discussed herein includes work on the traits, characteristics, and practices of peace leaders; peace leader role and responsibilities; and the connective and collective nature of peace leadership. Discussion of the literature concludes with a proposed definition of peace leadership and three suggestions for ways to continue to build peace …

This inquiry focuses specifically on administrative (local official) narratives that speak to contentious issue contexts of social conflict. Specifically, it draws upon a theoretical connection between hermeneutics and the sociology of knowledge to interpret narrative passages of local officials and others related to a contentious public action—the Detroit Water and Sewerage District’s stepped-up water-discontinuation efforts (2014 and 2015) that left thousands of inner-city residents with “delinquent” accounts and no access to water service. Selected narratives from this case are interpreted on the basis of their literary and social functions. The interpretations support a subsequent determination of whether and how the …

Several types of objection have been raised against the arguments I presented in my target article, “Are animals persons?” Among the objections are the following: (1) the claim that animals are persons is of little significance, (2) my use of the Lockean conception of the person is questionable, (3) whether a creature qualifies as a person is a matter of social construction rather than objective fact, (4) reflective consciousness is more important than I realize, (5) my reliance on implicit self-awareness in the account of personhood is ill-advised, (6) my account entails that too many creatures qualify as persons, and …

The origin of human violence and warfare is controversial, and some scholars contend that intergroup conflict was rare until the emergence of sedentary foraging and complex sociopolitical organization, whereas others assert that violence was common and of considerable antiquity among small-scale societies. Here we consider two alternative explanations for the evolution of human violence: (i) individuals resort to violence when benefits outweigh potential costs, which is likely in resource poor environments, or (ii) participation in violence increases when there is coercion from leaders in complex societies leading to group level benefits. Howard, Wayne County, Illinois. He replies to Howard’s request for money with a description of poor local economic conditions, including low prices for crops and horses, difficulty collecting debts, and even lack of money to pay for marriage licenses. He expresses his wish to marry and relates an anecdote about three genders: masculine, feminine and neuter, the last referring to bachelors.

In February 2016, researchers from the US Forest Service had detected toxics in moss samples adjacent to several businesses in Portland. This began a series of events that highlighted both the significance of public records requests and the difficulty Oregon Department of Environmental Quality (DEQ) has in responding to complex requests.
The interest in issues related to air toxics put a strain on the capacity of the agency to respond in a timely fashion to the news media as well as citizens groups.
