SURGE
TRIGGER WARNING: Contains content about sexual assault
My first assault happened when I was 18. It was the summer after high school and I was at my boyfriend’s graduation party. None of us had much experience drinking and that night my boyfriend, at the time, drank more than he should have. We hadn’t been dating very long; we were still getting to know each other. When the party started to die down we decided to sneak into the basement for some alone time. At first I was unsure what to make of that night. Even though it hurt and I …

Racial Disparities Persist In Juvenile Court Placements, Jeffrey A. Butts
Publications and Research
While racial disparities in juvenile court systems may decline, these disparities appeared in national data as early as 1980. Using data from the National Center for Juvenile Justice shared by the Office of Juvenile Justice and Delinquency Prevention, this databit shows how as recently as 2014, out-of-home placements were still more likely to occur with black youth.

Following sensory loss, compensatory crossmodal reorganization occurs such that the remaining modalities are functionally enhanced. For example, behavioral evidence suggests that peripheral visual localization is better in deaf than in normal hearing animals, and that this enhancement is mediated by recruitment of the posterior auditory field (PAF), an area that is typically involved in localization of sounds in normal hearing animals. To characterize the anatomical changes that underlie this phenomenon, we identified the thalamic and cortical projections to the PAF in hearing cats and those with early- and late-onset deafness. The retrograde tracer biotinylated dextran amine was deposited in the …

OBJECTIVES: Ultra high field MRI at 7T is able to provide much improved spatial and contrast resolution which may aid in the diagnosis of hippocampal abnormalities. This paper presents a preliminary experience on qualitative evaluation of 7T MRI in temporal lobe epilepsy patients with a focus on comparison to histopathology.
METHODS: 7T ultra high field MRI data, using T1-weighted, T2*-weighted and susceptibility-weighted images (SWI), were acquired for 13 patients with drug resistant temporal lobe epilepsy (TLE) during evaluation for potential epilepsy surgery. Qualitative evaluation of the imaging data for scan quality and presence of hippocampal and temporal lobe abnormalities were …
Social Innovation And Social Enterprise: Integrating Mental Health Interventions, Jacob Waisawa Buganga, Dembe Annet
Social Innovation And Social Enterprise: Integrating Mental Health Interventions, Jacob Waisawa Buganga, Dembe Annet
Young African Leaders Journal of Development
An estimated 450 million people suffer from a mental or behavioural disorder. According to WHO’s Global Burden of Disease 2001, 3% of the years lived with disability (YLD) are due to neuropsychiatric disorders, a further 2.1% to intentional injuries (WHO, 2013). Only 1% of the medical doctors and 4% of the nurses were specialized in psychiatry. The last revision of the mental health legislation was in 1964. The legislation basically focused on the custodial care of the mentally ill persons and is an antiquated kind of law that has been overtaken by events. One percent (1%) of health care expenditures …
Untangling Medium Of Performance For The Linked Data Environment, Kimmy Szeto
Untangling Medium Of Performance For The Linked Data Environment, Kimmy Szeto
Publications and Research
Medium of performance is critical for music retrieval and has long been a complex facet of music cataloging. Recent years saw significant strides towards standardizing the vocabulary and encoding medium of performance data in the MARC environment as well as in the linked data environment. In the course of leading the MLA BIBFRAME task force to examine the potentials of expressing, standardizing, and implementing music-related data and data structures, I discovered our handling of medium of performance has not been consistent with respect to the FRBR constructs of “work” and “expression,” as well as the concept of “event.” After the …

“Hot” So Fast, Alex Howe
“Hot” So Fast, Alex Howe
Animal Sentience
Mark Rowlands’s target article offers a lucid, systematic treatment of a notion of personhood that has had significant influence in philosophy. The orthodox interpretation of this notion of personhood has been that it requires cognitive capacities not possessed by animals. Rowlands disputes this. However, I think his objections to the orthodox, higher-order thought (HOT) theories of mental unity may be too quick. In this commentary, I show two separable places where Rowlands’s objection to HOT theories of mental unity falls short.

Can Location Value Capture Pay For Transit? Organizational Challenges Of Transforming Theory Into Practice, Deborah Salon
Can Location Value Capture Pay For Transit? Organizational Challenges Of Transforming Theory Into Practice, Deborah Salon
PSU Transportation Seminars
Successful public transit systems increase the value of locations they serve. Capturing this location value to help fund transit is often sensible, but challenging.
This presentation will define location value capture, and synthesize lessons learned from six European and North American transit agencies that have experience with location value capture funding.
The opportunities for and barriers to implementing location value capture fall into three categories: (1) agency institutional authority, (2) agency organizational mission, and (3) public support for transit.
When any of these factors is incompatible with a location value capture strategy, implementation becomes difficult. In four of the cases …

Social Participation And Life Satisfaction Among Widowed Older Adults In China, Yawen Li, Ling Xu, Joohong Min, Iris Chi, Bin Xie
Social Work Faculty Publications & Presentations-Archive
Aim: Little is known about how widowed older adults in China adjust during widowhood. This paper examines the relationship between their changes in social participation following spousal loss and their reported life satisfaction. Methods: Using two-wave (2000 and 2006) national representative data from China, we regressed measures of widowhood status, changes of social participation, health function, financial strain as well as living arrangement on life satisfaction after adjusting for baseline life satisfaction and other sociodemographic variables. Results: Increased social participation was related to higher levels of life satisfaction. This study did not find evidence that individuals who experienced widowhood would …
Quigley's Model As A Model Model, Matthew Melko
Quigley's Model As A Model Model, Matthew Melko
Comparative Civilizations Review
Joseph Drew, editor-in-chief of the Comparative Civilizations Review, has updated and edited a paper from the early nineteen seventies composed by noted scholar and past president of the International Society for the Comparative Study of Civilization, Dr. Matthew Melko. In it, Dr. Melko advances the proposition that the best model for the study of civilizations -- exemplified by the model proposed by Dr. Carroll Quigley which advances a holistic method -- is the comparative study of civilizations. According to the paper, this model along with similar ones is the best avenue to study inter-civilizational connections. Another way noted by the …

Chronologically, it covers the ancient, classical, and medieval period periods. It includes a brief introduction dealing with definitions and ends with a general conclusion.
Some Comparisons With End Times Thinking Elsewhere And A Theory, Michael Andregg
Some Comparisons With End Times Thinking Elsewhere And A Theory, Michael Andregg
Comparative Civilizations Review
This paper will review “End Times Thinking” in Jewish, Christian and Islamic cultures to identify some common themes among myriad differing details. Simply put, some people have believed for hundreds or thousands of years that their prophets will return to earth someday to rescue humankind from sin (or in a common Shi’ite version, a son of the Prophet Mohammed will return, named or called the “Mahdi”). Some Christians think that Jesus will return to administer vast changes, ranging from “rapture” to annihilation; some Jews that a “Messiah” is destined for those tasks, but focused on saving the Hebrew people of …
Banishment In Public Housing: Testing An Evolution Of Broken Windows, Jose Torres, Jacob Apkarian, James Hawdon
Banishment In Public Housing: Testing An Evolution Of Broken Windows, Jose Torres, Jacob Apkarian, James Hawdon
Publications and Research
Banishment policies grant police the authority to formally ban individuals from entering public housing and arrest them for trespassing if they violate the ban. Despite its widespread use and the social consequences resulting from it, an empirical evaluation of the effectiveness of banishment has not been performed. Understanding banishment enforcement is an evolution of broken windows policing, this study explores how effective bans are at reducing crime in public housing. We analyze crime data, spanning the years 2001–2012, from six public housing communities and 13 surrounding communities in one southeastern U.S. city. Using Arellano-Bond dynamic panel models, we investigate whether …
Ethnicity As A Synopsis Of Africa's Under-Development: Way Forward, Pwakim Jacob Choji
Ethnicity As A Synopsis Of Africa's Under-Development: Way Forward, Pwakim Jacob Choji
Young African Leaders Journal of Development
Ethnicity has been differently defined but for the sake of our focus, it is a situation of internal instability of a person in which he/she manifests his/her inability to have a good relationship internally with himself/herself, others and God, which develops and snowballs into ethnic pandemonium. Invariably, one of the ways of exhibiting this internal uncertainty is in common differences exhibited due to ethnic diversities; and because we so want to move into our safety zone, we begin to see our ethnic group as not just being superior but longing for protection and advancement of territory. It is at this …

Does Price Efficiency Increase With Trading Volume? Evidence Of Nonlinearity And Power Laws In Etfs, Gunduz Caginalp, Mark Desantis
Does Price Efficiency Increase With Trading Volume? Evidence Of Nonlinearity And Power Laws In Etfs, Gunduz Caginalp, Mark Desantis
Economics Faculty Articles and Research
Whether efficiency increases with increasing volume is an important issue that may illuminate trader strategies and distinguish between market theories. This relationship is tested using 124,236 daily observations comprising 68 large and liquid U.S. equity exchange traded funds (ETFs). ETFs have the advantage that efficiency can be measured in terms of the deviation between the trading price and the underlying net asset value that is reported each day. Our findings support the hypothesis that the relationship between volume and efficiency is nonlinear. Indeed, efficiency increases as volume increases from low to moderately high levels, but then decreases as volume increases …
Comparative And Civilizational Perspectives In The Social Sciences And Humanities: An Inventory And Statement, Benjamin Nelson, Vytautas Kavolis
Comparative And Civilizational Perspectives In The Social Sciences And Humanities: An Inventory And Statement, Benjamin Nelson, Vytautas Kavolis
Comparative Civilizations Review
The editor-in-chief of the Comparative Civilization Review, Joseph Drew, has updated and edited this article by two noted scholars and early presidents of the International Society for the Comparative Study of Civilizations. In this paper, written in the early nineteen seventies, Benjamin Nelson and Vytautas Kavolis, the first two presidents after the association’s relocation to the United States, present the basic philosophy of the association. One approach is in the study of comparative civilizations, the study of different cultures and societies which they place on the lower form of their encompassing “horizons approach.” The horizons approach seeks a more far-reaching …
