In an effort to improve the users’ experience when accessing our institutional repository, we decided to add closed captioning to all videos. We investigated a number of options such as local streaming servers and vended products, but could not find one that could meet our needs in terms of accessibility, compatibility with our repository platform, and easy of storage and management of videos. We then decided to test YouTube as a possible solution. We were pleased to learn that YouTube had auto closed captioning/transcription, a method of merging previously transcribed text with videos posted in YouTube, and an easy method …

Both librarians and student employees staff our virtual reference service, so ensuring consistent and quality chat transactions is important. Sample transcripts from fall 2014 were evaluated, and a fall 2015 follow-up analysis reviewed service improvement efforts. This poster will highlight how a simple scale can be used to assess virtual reference service.

The paper discusses efforts to implement Child Development Accounts in the United States and numerous other countries. Child Development Accounts (CDAs) are subsidized savings or investment accounts to help people accumulate assets for developmental purposes and life course needs. They are envisioned as universal (everyone participates), progressive (greater subsidies for the poor), and potentially lifelong national policy. The City of Portland is exploring how distributed "Internet of Things" (IoT) sensor systems can be used to improve the available data that is usable by city engineers, planners, and the public to help inform transportation operations, enable assessments of public health and equity, advance Portland’s Climate Action Plan goals, and create opportunities for economic development and civic engagement.

This year Cornell University Library on Ithaca's campus launched a systematic review service in response to demand from non-medicine disciplines on campus. We have worked with various disciplines, including nutrition and the natural sciences, and soon realized that the definition of what is a "systematic review" is not universal. I will speak about the experience of setting up the systematic review service, challenges in communicating what a systematic review is, and what we have learned.

At Le Moyne College, Information Literacy (IL) is one of the learning goals for the Department of Biological Sciences. This presentation will discuss how the Science Librarian worked with Biology faculty to identify five measurable learning outcomes that meet Biology’s broader IL learning goal. Additionally, I will discuss the collaboration with faculty to scaffold the teaching approach for these five learning outcomes. The presentation will conclude with a description of how the Biology department and Science Librarian assess student's progress towards meeting these five learning outcomes.

The University of North Florida’s Thomas G. Carpenter Library offers a research consultation service that allows users to schedule one-on-one meetings with a research librarian to discuss their projects. These sessions may consist of a general orientation to library facilities and resources, or may focus on specific research needs. The service has experienced amazing growth since its inception in 2009. The research librarians decided to assess the consultations in large part to decipher why it has grown so significantly, and to ensure that the service remains high quality in the face of growth.

Multi-angle remote sensing can either be regarded as an added source of uncertainty for variable retrieval, or as a source of additional information, which enhances variable retrieval compared to traditional single-angle observation. However, the magnitude of these angular and band effects for forest structure parameters is difficult to quantify. We used the Discrete Anisotropic Radiative Transfer (DART) model and the Zelig model to simulate the forest canopy Bidirectional Reflectance Distribution Factor (BRDF) in order to build a look-up table, and eight vegetation indices were used to assess the relationship between BRDF and forest biomass in order to find the sensitive …

Libraries assist researchers in demonstrating the value of their scholarly output through citation metrics and other measures. As the forms of scholarly communication change, so do the metrics used for assessing them. This talk will provide a general overview of the ways in which altmetrics complement traditional citation metrics and will explore how libraries can benefit from engaging with a broader set of metrics to reach a wide range of users. We are well aware that the economy, environment and organizations in today’s global context are highly interdependent and interconnected. This interdependence contributes to the blurring of lines among business, nonprofit and government entities to the extent that new forms of organization are emerging to tackle socioeconomic and sociopolitical issues that only the political system and social movements confronted in the past.

Since 1991, a new policy discussion has arisen in the United States and other countries, focusing on building assets as a complement to traditional social policy based on income. In fact, asset-based policy already existed (and still exists) in the United States, with large public subsidies. But the policy is regressive, benefiting the rich far more than the poor. The goal should be a universal, progressive, and lifelong asset-based policy. One promising pathway may be Child Development …

How Medicaid And Other Public Policies Affect Use Of Tobacco Cessation Therapy, United States, 2010-2014., Leighton Ku, Erin Brantley, Tyler Bysshe, Erika Steinmetz, Brian K. Bruen

INTRODUCTION: State Medicaid programs can cover tobacco cessation therapies for millions of low-income smokers in the United States, but use of this benefit is low and varies widely by state. This article assesses the effects of changes in Medicaid benefit policies, general tobacco policies, smoking norms, and public health programs on the use of cessation therapy among Medicaid smokers.
METHODS: We used longitudinal panel analysis, using 2-way fixed effects models, to examine the effects of changes in state policies and characteristics on state-level use of Medicaid tobacco cessation medications from 2010 through 2014.
