In 2015, the University of Nebraska at Omaha (UNO) began working in conjunction with Nebraska Commission on Law Enforcement and Criminal Justice (Nebraska Crime Commission or NCC) to create a 3-year strategic plan for the Edward Byrne Memorial Justice Assistance Grant (JAG) funding. The JAG Program, (42 U.S.C. § 3751(a)) is the primary provider of federal criminal justice funding to state and local jurisdictions, providing critical funding necessary to support a range of program areas. JAG funding is awarded annually and the applicant must show how funds will be used to improve or enhance the criminal justice system.

With the passage of Amendment 64 in 2012, the people of Colorado legalized the sale of recreational marijuana. While early evidence suggests that the policy change was both a cost cutting measure for Colorado law enforcement as well as a significant source of state revenue (an estimated $80 million), such benefits have not been shared among states that border Colorado. In fact, marijuana remains prohibited in states such as Nebraska, where criminal justice officials have reported that marijuana arrests and jail admissions have increased significantly in the past half-decade, particularly in counties on the Colorado border, in the panhandle, and …

In the summer of 2014, a subset of leaders and stakeholders in Douglas County initiated a collective impact project to reform the county’s juvenile justice system. In partnership with Oregon’s Department of Human Services, we are conducting qualitative and quantitative research to document the implementation and outcomes of the LIFE program. LIFE is an innovative approach to reducing time in out of home placement by providing intensive, multi-modal interventions that integrate Family Finding, Family Meetings, Parent Mentors, and a focus on family and youth voice in reducing the time spent in care for youth at high risk for long term foster care placements.

This paper strives to explain the remarkable efficacy of brash rhetoric, specifically analyzed through the lens of Donald Trump’s sustained popularity in the 2016 Presidential Election. Examining Trump’s rhetorically generated relationships with the media, immigrants, politicians, and women, this paper explores the increasing importance of sophistic rhetoric and rhetorical ethos. This paper analyzes why the UN’s efforts against the sex trafficking of smuggled migrants, specifically regarding the Palermo and Smuggling Protocols, have been inadequate in preventing migrant smuggling. It concludes that the crime-based focus on prosecution overshadows prevention of the crime and protection of the victims, and that a human rights approach addressing the vulnerability of smuggled migrants would be more effective in reducing migrant smuggling long-term. Enrollment by African American students in U.S. colleges and universities has increased since 2009, but graduation and retention remains low for this group. Over 25 million people in the United States are affected by eating disorders, and understanding children's eating style can help determine maladaptive eating behaviors. This study was an investigation of parents' beliefs about their children's eating behaviors in relation to parental work status. Two theoretical frameworks were used to guide the study. Symbolic interactionism focused on communication between parents and children. Social learning theory focused on adolescents possibly learning their eating behaviors from observing their parents' eating habits. Diverse populations of students in public schools have led to differences in how the phrase parental involvement is understood. The problem at one local elementary preparatory school in urban Southern California was this varied understanding on what parental involvement entailed, specifically in school activities. The purpose of this study was to examine the perceptions of parents, teachers, and administrators regarding parental involvement and the influence of parental involvement on student academic progress. Bandura's theory of self-efficacy and Lee and Bowen's theory of social and cultural capital provided lenses into parental involvement and students' academic progress. A qualitative case study design …
