New and previously unimaginable Landsat applications have been fostered by a policy change in 2008 that made analysis-ready Landsat data free and open access. Since 1972, Landsat has been collecting images of the Earth, with the early years of the program constrained by onboard satellite and ground systems, as well as limitations across the range of required computing, networking, and storage capabilities. Rather than robust on-satellite storage for transmission via high bandwidth downlink to a centralized storage and distribution facility as with Landsat-8, a network of receiving stations, one operated by the U.S. government, the other operated by a community …

Brown Bodies And Xenophobic Bullying In Us Schools: Critical Analysis And Strategies For Action, Monisha Bajaj, Ameena Ghaffar-Kucher, Karishma Desai
School of Education Faculty Research
This essay addresses an evidence-based action project that sought to interrupt and transform bullying behaviors directed at South Asian American youth in schools in the United States (U.S.). In the context of this essay and project, the authors argue that larger macro-level forces that promote misinformation about youth who inhabit brown bodies (in the U.S. and abroad) have given rise to behaviors identified as bullying, and in some cases, harassment and hate crimes in schools. Conventional literature on bullying offers inadequate frames for how the forces of Islamophobia—that affect all those perceived to be Muslim—and bullying come together to shape …
The 12 Steps Of Addiction Recovery Programs As An Influence On Leadership Development: A Personal Narrative, Mitchell Friedman
The 12 Steps Of Addiction Recovery Programs As An Influence On Leadership Development: A Personal Narrative, Mitchell Friedman
School of Education Faculty Research
My participation in a 12-step addiction program based on the principles and traditions of Alcoholics Anonymous (AA) has been critical for my leadership development. As I worked to refrain from addictive behaviors and practiced 12-step principles, I experienced a shift from individualistic, self-centered leadership towards a servant leader orientation. I thus consider the 12-step recovery process, which commenced in 2001, a leadership formative experience (LFE) as it had the greatest influence on my subsequent development. My experience of thinking about and rethinking my life in reference to leadership and followership lends itself to a personal inquiry. It draws on work …

The Use Of Social Media By Alleged Members Of Mexican Cartels And Affiliated Drug Trafficking Organizations, Justin Nix, Michael R. Smith, Matthew Petrocelli, Jeff Rojek, Victor M. Manjarrez
Criminology and Criminal Justice Faculty Publications
Focusing on Mexican cartels and affiliated drug trafficking organizations, this article examines how self-proclaimed cartel members use social media to further the criminal activities of their organizations. Employing an opensource, intelligence-driven methodology, the authors identified, followed, and mapped the connections between and among 75 alleged cartel members over a period of 4 months. Results indicated that cartel members actively use Facebook to plan, organize, and communicate in real-time. These findings provide tentative validation to the utility of using open-source social media platforms to study the social structure and operations of Mexican drug cartels. Implications for law enforcement, homeland security, and …

Open Source Software (OSS) has grown in importance over the last few decades and now constitutes an important part of the software market particularly in mobile and web technology. In this paper, we provide a preliminary theoretical framework for analyzing currently unexamined issues regarding developer participation in OSS and competition between open source and proprietary software. We start by looking at the upstream market where developers voluntarily contribute effort into the development of OSS without claiming any copyright for their contributions. We explore the relationship between open source licensing and developers' effort provision and suggest an empirical test of developer …

Correlates Of Improvement In Substance Abuse Among Dually Diagnosed Veterans With Post-Traumatic Stress Disorder In Specialized Intensive Va Treatment, Kendell Coker, Elina Stefanovics, Robert Rosenheck

Substantial rates of substance use comorbidity have been observed among veterans with PTSD highlighting the need to identify patient and program characteristics associated with improved outcomes for substance abuse. Data were drawn from 12,270 dually diagnosed veterans who sought treatment from specialized intensive Veterans Health Administration PTSD programs between 1993 and 2011. The magnitude of the improvement in Addiction Severity Index (ASI) alcohol and drug use composite scores from baseline was moderate, with effect sizes (ES) of -.269 and -.287, respectively. Multivariate analyses revealed that treatment in longer-term programs, being prescribed psychiatric medication, and planned participation in reunions were all …

Overcoming The Barriers To Green Procurement In The County: Interest Groups And Administrative Professionalism, Christy Smith, Jessica N. Terman
Public Administration Faculty Publications
Scholars and practitioners have come to understand the important role of local governments in the causes and effects of climate change. The literature has examined both the substantive and symbolic determinants of urban sustainability policies in addition to the implementation issues associated with those policies. At the heart of these policies is the idea that local governments have the desire and ability to engage in socially and environmentally responsible practices to mitigate climate change. While important, these studies are missing a key component in the investigation of local government involvement in sustainability policies: government purchasing power. This study examines the …
Detection Of White-Collar Corruption In Public Procurement In Norway: The Role Of Whistleblowers, Petter Gottschalk, Christy Smith
Detection Of White-Collar Corruption In Public Procurement In Norway: The Role Of Whistleblowers, Petter Gottschalk, Christy Smith
Public Administration Faculty Publications
There is a low risk of detection for white-collar criminals in most nations. White-collar criminals in public procurement corruption are probably no exception. Public procurement appears particularly vulnerable to corruption despite the multitude of policies and procedures that most public organizations have in place to ensure proper stewardship of public funds. While these mechanisms are designed to control and make transparent the procurement process, corruption has been inherent in public procurement since governments first began buying goods and services. This article presents the topics of white-collar crime, public procurement corruption, and detection by whistleblowers. Based on a sample of 390 …

Did Large Institutional Investors Flock Into The Technology Herd? An Empirical Investigation Using A Vector Markov-Switching Model, Aram Balagyozyan, Esin Cakan
Economics & Business Analytics Faculty Publications
This article investigates whether large non-bank institutional investors herded during the dot-com bubble of the 1990s. We use the vector Markov-switching model of Hamilton and Lin (1996) to analyse the technology stockholdings of 115 large institutional investors from 1980 to 2012. By imposing different restrictions on the elements of the transition probability matrix, we are able to test for various lead/lag scenarios that might have existed between the technology stockholding of each investor and that of the residual market. We find that only 17.4% of the investors in our sample herded during the dot-com bubble. Thus, during the dot-com bubble, …
